For a section of Jersey people the absolute lunacy is pretty much the norm, it's what makes Jersey "special," or they are not aware (because the media doesn't tell them) just exactly what IS/HAS gone/going on. It's not until you explain it to those who are from off-island and not familiar with <a href="https://voiceforchildren.blogspot.com/2017/07/former-police-chief-lodges-criminal.html" target="_blank">THE JERSEY WAY</a> that you see (as in the interview below) just how bonkers/corrupt and almost unbelievable it is.</span></div><div class="separator" style="clear: both; text-align: left;"><span style="font-size: medium;"><br /></span></div><div class="separator" style="clear: both; text-align: left;"><span style="font-size: medium;">Mr. Harper talks extensively about the vast amount of firearms/ammunition on the island, how he tried to bring the <i>out of control </i>gun ownership under some kind of control, and what/who he was up against. As mentioned in the interview below, and in Mr. Harper's own <a href="http://ricosorda.blogspot.com/2010/10/sworn-affidavit-of-mr-lenny-harper_17.html" target="_blank">AFFIDAVIT</a>, he is/was not just talking about the odd dodgy handgun. Listed in his Affidavit, among other weapons confiscated were an RPG7 Rocket Launcher which was later found to have only "a minor fault." A SEACAT Missile Launcher and much, much more. They also had thousands of rounds of ammunition. When visited by SOJ Police officers they were also found to have six months supply of tinned food and bottled water. They said they were waiting for word from God. The Connetable refused to revoke the certificate.</span></i></b></span></div><p></p><div style="font-family: "Times New Roman"; font-stretch: normal; line-height: 17px; margin: 0px 0px 10px;"><b><i><span style="font-size: medium;">One man whom we had found had built up an arsenal of weapons was first granted a certificate in 1985. In 1992 he was convicted of Possessing a Prohibited weapon, supplying controlled drugs and other crimes. In 1993 he tried to purchase a shotgun whilst prohibited by the law. In 1995 intelligence was received that he was supplying controlled drugs. In 1996 he applied for and was granted a new firearms certificate by the Connetable. Further discussed is the honorary system, corrupt cops, good cops, the notorious Attorney General's office, the child's skull that was unearthed at Haut de la Garenne. How he was proud of the Jersey Police Force, all but a few bad apples, and how he was able to start rooting out police corruption only using local officers to investigate. How he was able to gain the trust and confidence of Abuse Survivors where close to 200 of them came forward in the hope that their abusers would finally be brought to justice. Again the Attorney General's Office got in the way and after Mr. Harper had retired, Graham Power was (possibly illegally) suspended, a handful of <a href="https://voiceforchildren.blogspot.com/2011/01/lions-sleep-tonight.html" target="_blank">SHOW TRIALS</a> was all we/Survivors got. Both Bailhache Brothers have <a href="https://voiceforchildren.blogspot.com/2015/05/jersey-child-abuse-inquiry-and-william.html" target="_blank">QUESTIONS</a> to answer where it comes to their actions/inactions surrounding the investigations (or not) into non-recent Child Abuse in the island. These groups were central in designing what the study should look like (everything from choosing its name through to what themes it should tackle), as well as taking part in the discussion and analysis of ‘life history interviews’ (more on those in a moment), and the secondary analysis of data from our survey of 1,700 local children and young people.<u></u><u></u></p><p class="MsoNormal" style="caret-color: rgb(34, 34, 34); color: #222222; font-family: Arial, Helvetica, sans-serif; margin: 0px;"><u></u> <u></u></p><p class="MsoNormal" style="caret-color: rgb(34, 34, 34); color: #222222; font-family: Arial, Helvetica, sans-serif; margin: 0px;">The life history interviews were conducted with 21 different children and young people, who range in age from nine to 18 years old, and who come from diverse socio-economic and cultural backgrounds. The petition helped put pressure on the Jersey/UK authorities to do the right thing and allow her to carry on her work on the Island. In effect, a children’s rights minister with a cross-cutting role to reflect the breadth of children’s rights. This would mean that the Minister would be able to focus on joining up legislation, policy and practice development that seeks to ensure children’s needs are understood and met, and the best interests of children are paramount. Back in 2015 Bob, and his family, were delivered a severe blow when he was struck down by a stroke which we reported <a href="https://voiceforchildren.blogspot.com/2015/11/bob-hill-in-critical-condition.html" target="_blank">HERE.</a> We followed some of Bob's progress <a href="https://voiceforchildren.blogspot.com/2016/06/bob-hill-discharged-from-overdale.html" target="_blank">HERE</a> and <a href="https://voiceforchildren.blogspot.com/2017/02/bob-hill-big-steps-forward.html" target="_blank">HERE.</a> We were pleased that the documentary <i>(Dark Secrets of a Trillion Dollar Island:Garenne) </i>used the footage, supplied to it by VFC, of Bob up at Haute de la Garenne showing Gradwell and Warcup to be "less than authentic" when they tried to tell us that the cellars at Haute de la Garenne didn't exist. He points out how the State Media got people talking about how much Mr. Harper spent on a prawn cocktail in a London Restaurant and other such mundane diversionary twaddle. It (State Media) took the focus away from the decades of suffering, and covered up Child Abuse, that Lenny Harper (and the Operation Rectangle Team), under the leadership of Graham Power, was trying to investigate. How did that happen and just as importantly "why" did it happen? Fourteen years later and we are all none-the-wiser. We do know that Judge Oldham QC, Chair of the Independent Jersey Care Inquiry (IJCI), found that Andrew Lewis, who (possibly illegally) suspended Mr. Power, lied to both the States Assembly (the Island's parliament) AND the IJCI with his "reasons" for the (possibly illegal) suspension.</span><p></p><p><span style="font-size: medium;">The irony is (discussed in the interview) that Mr. Power was ready to retire from the police force. He was well past his retirement date and had they have asked him to resign then he would have walked away. They chose the route to suspend him or <a href="https://youtu.be/cXpOkjIL_kI" target="_blank">"SCAPEGOAT"</a> him which clearly was not the wisest of moves - or to quote Mr. Power from the interview: <b style="font-style: italic;">"it was a damn stupid decision." </b>he further goes on to remind us: <b><i>"This is not just a legal, political, academic point. While they were showing no political interest, people were suffering life changing harm. The film (in the opinion of Team Voice) was (rightly) Victim/Survivor focused and, with thanks to people like Survivor/Campaigner and Former Chair of the Jersey Care Leavers Association, Carrie Modral. Survivor Marina Cremin, many other Survivors including the late, and great, sorely missed Dannie Jarmin who appeared in the documentary. The bravery of ALL Survivors shone through in this film which is a tribute to its makers and the Survivors.</p><p>We, over the next few weeks, will be interviewing some of the film's participants and indeed we have been granted an interview with its director/producer Camilla Hall early in April.</p><p>Today we interviewed/talked with former Senior Investigating Officer of the Jersey Child Abuse police investigation (Operation Rectangle) Lenny Harper (video below). Both, he and I, being participants in the film discussed our opinions of it. We both agree that it is impossible to tell the "The Jersey story" in ninety minutes but this documentary did as good a job as could be done while attempting to be fair to all those involved.</p><p>Hopefully the interview/discussion will help viewers understand some of the "stories" given by some of the participants from the perspective of the Senior Investigating Police Officer and long time Anti Child Abuse/Anti Cover-Up campaigner.</p><p><br /></p>

given to him in the dying days of CEO Charlie Anorak's tenure to appoint a Minister
from outside the island.

People, Education and Skills Policy) to ELFS, <b>E</b>ducation, <b>L</b>arge <b>F</b>elines
and <b>S</b>tudents.</span></p><p><span style="font-size: medium;">Up until January, it was necessary for anyone holding a
Ministerial position to be an elected member of the Jersey Parliament (States
Assembly) first, however, the new rules mean that the Chief Minister may, with
the agreement of the Chief Executive, appoint someone from the outside if
he sees fit <b>without</b> seeking permission of the Assembly.</span></p><p class="MsoNormal"><span style="font-size: medium;">The new powers are similar to those used by Presidents in
France or the USA, where Ministers do not need to already hold political
office.</span></p><p class="MsoNormal"><span style="font-size: medium;">Jeremy Exotic, who will be known to many readers as <i>The
Tiger King</i>, from the Netflix series of the same name, was chosen by Chief Minister Le Fondue after a chance encounter with the TV star at the National Prayer

Senator Le Fondue said, ‘I am a big fan of the show and have always respected

‘We have stayed in contact regularly ever since, and when it was apparent that
there was going to be a vacancy for the position, I contacted Jez straight away
to see if he would be interested. Services Scrutiny Panel Chair, Senator Chrissy Baskin said the job should
really have gone to a local politician; that the Chief Minister had disregarded
the Assembly and the Scrutiny process; and that the whole thing stank to high

I could trust, but I also firmly believe in a merit based system. You choose

(Guest Posting from former Deputy Shona Pitman)<p><span style="font-family: Arial, sans-serif; text-align: justify;"></span></p><div class="separator" style="clear: both; text-align: center;"><br /></div><div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEipo_DDI6BCaUMyn0AVlSXbo3KejGvLOIi8CiTArvveVv9TJlmASlO42bT_vLFVPcpY1oDpLBBti4DNoroxnNM9TOgRBBKhFdC-uUqkwYOQ1BnMvn8ex4J43zcW3huGTYyhmtLnc0oH_x0/s2048/Chris+Wakeham+1.JPG" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="2048" data-original-width="1536" height="400" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEipo_DDI6BCaUMyn0AVlSXbo3KejGvLOIi8CiTArvveVv9TJlmASlO42bT_vLFVPcpY1oDpLBBti4DNoroxnNM9TOgRBBKhFdC-uUqkwYOQ1BnMvn8ex4J43zcW3huGTYyhmtLnc0oH_x0/w300-h400/Chris+Wakeham+1.JPG" width="300" /></a></div><div class="separator" style="clear: both; text-align: center;">Chris Wakeham</div><br /><br /><p></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">"In 2005, I was first introduced to Chris (Laura Clarissa) Wakeham (née Hollings), with the view to be endorsed by her for my nomination for election as a St Helier No 2 Deputy, with the Jersey Democratic Alliance (JDA).</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">In a tiny State's (Council) flat in Caesarea Court, stood this tall, statuesque woman, in her early eighties, waiting for me with tea and biscuits already prepared.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">We sat down and talked, and it didn't take long before her rebelliousness, defiance, intelligence and attunement to what</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">really</i><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">mattered in life – humanity and social justice, beamed through.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> Knowing little at the time of this woman's huge part in Jersey's modern local socio-political history, I still felt awe struck and great respect as I listened.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Chris came to Jersey in 1946 in her early twenties, as a qualified and experienced Nursery Nurse, from Aberystwyth in southern Wales.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">She had already spent a number of years there, caring for orphans in a large country residence that had been converted for this purpose during the war.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">After the war and four years of Nazi Occupation, Jersey found itself short of many essentials.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">As numerous children had lost their fathers, and some had lost both parents, there was obviously a great need for Nursery Nurses.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Whilst caring for children in the country house in Wales, Chris and her friend had seen an advert for qualified Nursery Nurses, placed by the Jersey authorities.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Little did she know at the time of course, that before very long she would find herself fighting for the rights of islanders against social injustice and the then still rampant impacts of poverty, something which would often involve confronting Politicians and Parish Officials. This would all eventually lead to her standing for election. Chris Wakeham would accordingly become a local household name and be well known within political circles for generations.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Chris told me how she believed people learnt best by actually '</span><i style="font-family: Arial, sans-serif; text-align: justify;">doing'; </i><span style="font-family: Arial, sans-serif; text-align: justify;">and so it was that, whilst she and her friend worked their profession in Jersey, she gained a deep insight into the family lives of these children and the very poor living standards that had</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">been placed upon them.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">With this, grew a passion as fiery as her auburn hair, to fight to eradicate these inequities<u>.</u></span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Early on in her undertakings, Chris would regularly find herself faced with Parish bureaucrats whilst standing in welfare lines with prospective applicants.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Very rarely it seemed in those days, would such individuals be pleased to see her. She would tell me how she was once actually told by one of these male officials that: 'we are the educated one's here, so we know best as to how to deal with these people'.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">In truth, the Parish Officials regularly treated welfare seekers with disrespect and disdain, even whilst Chris joined them in defiance. But she never wavered in support of these families, individuals and children: what they needed were simple basics - she knew.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Chris soon became politically active in a wider sense, involving herself with the Communist Party and she also became a member of the Jersey Democratic Movement (JDM), the forerunner of the JDA, founded by (former Senator) Ted Vibert in 2005.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Though some may immediately associate Communism with the ideology of insidious malign corruption, the only social/political groupings at that time fighting (together) against social injustice for the ordinary classes, were the Communist Party and the JDM.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">It was via her involvement with the Communist Party, where Chris would meet the young Norman Le Brocq - the only Communist Politician ever to be elected to the States of Jersey (Parliament) and well-known for his decades in office as</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> one with a strong social conscience; and another truly formidable female campaigner for social justice, Stella Perkins.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">At that time, politicians were not paid, so the Party would collect from each of it's members a small contribution to make up a wage for Norman, who even then would need to keep up additional work as a skilled stonemason.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> But being involved with these political groupings came a price – public ignorance and contempt fuelled by political propaganda and a bitter resentment on the part of the island's long-entrenched right-wing establishment.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">I remember Chris once recalling a night, when she and Communist Party members were putting up posters around St Helier (Jersey's capital) advertising political meetings.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">They were spotted and subsequently chased by a gang of men, hurling abuse and threats at them because they were communists. They were ultimately pursued all the way to a house in Hue Street, rented by Chris and her partner.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Assuming they would be helped by a Police Officer patrolling his beat nearby, the Officer however shouted to the pursuers: 'good for you lads, I would be there with you if I wasn't in uniform'!</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Locked in there house, suddenly bricks came flying through windows, also without a word from the Policeman.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> Fortunately no-one was hurt.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">On another occasion, Chris described how when the JDM held open air meetings, people would often drive past in their cars and throw missiles made of wood, tomatoes and other rotten foodstuffs at the speaker. It was thus decided at Chris' suggestion, that</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">she</i><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">should get up and speak because she thought that as a woman, some people might think differently and actually listen to what was being said.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Things did improve it seems, but Chris did not allow</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">any</i><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">missile to get in her way; and later she became Chairperson of the JDM and stood for election in the 1970s.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> Sadly for Jersey, she was not elected. However, unsuccessful in her attempt against the mighty force of the political male establishment and propagandist backers or not, there is triumph to be talked about when it comes to Chris Wakeham and the positive impact of her long life on Jersey.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Grands Vaux Youth Centre (the largest on the island) and the Women’s Refuge – were both co-founded by Chris; and she also founded the now famous Centre Point Trust (a children's nursery/charity, which was the first of it's kind in establishing professional standards when working with children). Seeing</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> to date, thousands of islanders accessing these facilities.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">And there were the people she so riled by her refusal to be intimidated. The landlord's whom were charging their tenants high rents for poor, often appalling accommodation; by organising the very first rent strike in Jersey.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> The petty officials and bureaucrats likewise, who would need to learn to think again before assuming that their decisions were gospel.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Further, in her mid-80's, so Chris once told me, she had even had Jersey's first Chief Minister by the tie for daring to say 'hello' to her.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> I cannot remember the exact reason given for this, but I have no doubt that it was the steel-conviction of her principles that took him off his feet, and stumbling off a step!</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">It was only at the age of 31, that I</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">really </i><span style="font-family: Arial, sans-serif; text-align: justify;">learnt of Chris Wakeham, Norman Le Brocq, Stella Perkins and a number of others and their importance to the island, because I was becoming</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">directly involved </i><span style="font-family: Arial, sans-serif; text-align: justify;">in</span><i style="font-family: Arial, sans-serif; text-align: justify;"> </i><span style="font-family: Arial, sans-serif; text-align: justify;">'front-line' left-wing politics.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">I feel a little ashamed of this looking back. Yet at the same time, the reality is that I was given no chance to learn about these brave and very important people, and such movements, at school nor in any other institution in Jersey.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> For as time moves further away from the lives of these influential figures and events that positively shaped the social and political fabric of Jersey, what will remain in our collective memory?</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">What</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">will</i><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">remain are the memorial statues and names, in the streets of St Helier and throughout the island of historical figures of huge wealth, high power and position.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> Many of these can only be seen as wholly unworthy of such memorials if one is prepared to examine true history. And what can they really mean to the ordinary passer-by, someone who may well be one of the thousands of islanders who have benefited from Chris Wakeham's work?</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">The good that left-wing political figures such as Chris bring to a society, is often painted over by right-wing disinformation, turning it into something dark or erased completely.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Yes, there will be those members of the great and good who have earnt their name engraved in stone, but Chris Wakeham warrants this mark in Jersey history too.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> The very people Chris fought so long and hard to help achieve a better life are testament to that.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">As to me, if I were to immortalise Chris in stone, I would say this:</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">Many women whom are recorded in history for their great contribution to society, are remembered too often</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><i style="font-family: Arial, sans-serif; text-align: justify;">only</i><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">for their compassion.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">They are more than this. Compassion and principle fired up Chris Wakeham's courage, defiance, intellect, unconformity and a deep connection with the human spirit, to fight for what was right and good.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">Without these attributes, one could not make the historical changes</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">to Jersey's social psyche of why we, a community, should be looking after those in need i.e.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;">the public provisions for young people, children and vulnerable women, that she played a major part in establishing; and all the lives she helped improve, with the endless cases of individuals and families she took upon herself to support and fight for throughout her time in Jersey.</span></p><p><span style="font-family: Arial, sans-serif; text-align: justify;">To add another and important facet to Chris's character, in the word's of one of her greatest heroes whom was born of her generation, no less than Che Guevara.</span><span style="font-family: Arial, sans-serif; text-align: justify;"> </span><span style="font-family: Arial, sans-serif; text-align: justify;"> In commenting on women fighters, he says:</span></p><p><i style="font-family: "Times New Roman", serif; text-align: justify;"><span style="font-family: Arial, sans-serif;">'In the tough life of the fighter, a woman is a comrade who brings the qualities peculiar to her sex but with the ability to work just as hard as a man. "How likely is it to happen?" "Are we heading for an Ian Gorst, by proxy, Government should Chief Minister Le Fondre lose the vote?" "Are the numbers there to dethrone him?"</span></p><p><span style="font-size: medium;">We discussed the "government within a Government" as mentioned by Deputy Inna Gardiner on State Radio this morning but first brought to our attention back in 2010 by (possibly illegally) suspended Chief Police Officer <a href="https://voiceforchildren.blogspot.com/2010/01/facts-evidence-untruths-and-is-somebody.html" target="_blank">GRAHAM POWER QPM.</a> where Civil Servants, and Law Offices, are running the show, usurping the democratic process with complete impunity. Will the new Chief Minister (if there is one) tackle this huge problem of a government within a government?</span></p><p>Further explored is the idea that Chief Executive Officer Charlie Parker might be trying to cure the island of "The Jersey Way" and like all others before him (who have tackled the issue) is becoming a victim of it as a result? After two years of nominally including this in our work programme, I believe there is no evidence at all that this has been achieved. Where I have pushed for our policies to go further to achieve this aim, I have met constant resistance both politically and administratively.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">Reforming our social housing rents policy was a cornerstone of the manifesto I was elected by the public on, but I have felt obstructed by officers who I ought to be able to rely on to implement my policy decisions. I have received more support from bodies outside of government than inside and have constantly had to manoeuvre through the civil service to have my policy positions accepted. When fighting for an Andium Homes rent freeze over the last few months, I discovered officers had pursued a funding arrangement for this which I had explicitly ruled out. This should not be the case in a democracy.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">I was extremely disappointed earlier this year when the Environment Minister was let down by yourself and other government colleagues in the States Assembly when, after a year of hard work, he brought forward regulations to introduce a landlord licencing scheme to improve housing standards for renters and to protect their health and safety. Before the debate, your support was sought, and you declined to tell us that you would not support us, leaving us to discover this during the debate itself. Because of this, I can have no confidence that I will not be treated the same way if I attempt to see through my ambitions to establish rent stabilisation measures, which are evidenced throughout Europe to improve affordability of private rental housing, but which will inevitably concern investors. A government should always be on the side of the people, not investors.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">On top of this, a refusal to back moves to increase the Minimum Wage and achieve progressive tax reform (amongst other missed opportunities) shows that the government</span><span style="font-family: Calibri; font-size: 11pt;">’</span><span style="font-family: Calibri; font-size: 11pt;">s commitment to </span><span style="font-family: Calibri; font-size: 11pt;">‘</span><span style="font-family: Calibri; font-size: 11pt;">Reduce Income Inequality</span><span style="font-family: Calibri; font-size: 11pt;">’ </span><span style="font-family: Calibri; font-size: 11pt;">is in tatters.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">But now the Assembly is asked to decide whether we have confidence in you as Chief Minister, after recent events surrounding the Chief Executive Officer taking on a non-executive directorship for a UK company.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">Last weekend, the government made clear our view that the CEO should not hold a private sector NED for a UK company. We are now a week later, and there are no signs that this view will be respected. Statements which have been published have said nothing of value and have clearly angered the public.</span></p><div class="page" title="Page 2"><div class="layoutArea"><div class="column"><p><span style="font-family: Calibri; font-size: 11pt;">I believe that the fault for this lies with you. You exercised bad judgement in verbally approving the request from the CEO to take on another role (in contrast with the Deputy Chief Minister</span><span style="font-family: Calibri; font-size: 11pt;">’</span><span style="font-family: Calibri; font-size: 11pt;">s position on this) and then in allowing the SEB to provide retrospective permission, before properly consulting with the government. This is a mistake which could cost the public.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">I find myself asking the question </span><span style="font-family: Calibri; font-size: 11pt;">“</span><span style="font-family: Calibri; font-size: 11pt;">who runs Jersey, the elected government or the civil service?</span><span style="font-family: Calibri; font-size: 11pt;">” </span><span style="font-family: Calibri; font-size: 11pt;">That question should not even be fathomable in a democratic society.</span></p><p><span style="font-family: Calibri; font-size: 11pt;">I am deeply disappointed that I have to relinquish my role as minister in order to make this stand, but my conscience will not allow me to do otherwise. Back in August 2009 while Jersey's biggest Child Abuse Investigation (Operation Rectangle) was still live, Bloggers were publishing the evidence and facts that the Old Media (formerly known as MSM) was trying to bury.<br />

We (Bloggers) were being trashed by the Old Media, discredited at any given opportunity, in a desperate attempt by the Old Media to churn out the Party Line and bury the truth. Survivors/campaigners/whistleblowers and the cops, (particularly SIO/DCOLenny Harper) were all either silenced or ridiculed by the Old Media, pedophiles, pedophile protectors and supporters of the regime.<br />

Back then (August 2009) Jersey's only newspaper, The Jersey Evening Post, published an Editorial attempting to ridicule Bloggers/Citizen's Journalists and hold onto the immense power it had back then (but was rapidly losing).<br />

We published that editorial <a href="https://voiceforchildren.blogspot.com/2009/08/compare-and-contrast.html" target="_blank">HERE</a> where we asked readers to "Compare and Contrast" the opinions of the JEP Editorial and that of a (then) senior journalist working for another Old Media outlet. In 2014 Andy Sibcy took over the editorship of the newspaper and we have repeatedly given him, and the paper, credit where it has been due and we are pleased to say that has been more often than not. He gained a lot of our respect when he came to the Jersey Independent Care Inquiry to sit alongside <a href="https://voiceforchildren.blogspot.com/2019/09/new-and-some-old-media-appear-at-child.html" target="_blank">BLOGGERS</a> to discuss the role of New and Old Media. It should be noted he didn't have to attend and ITV/CTV as well as The BBC didn't have the courage to come and defend their (indefensible) reporting, and non reporting, of the Child Abuse cover up(s).<br />

We found that Sibcy was humble, at the IJCI hearing, approachable and willing to take onboard constructive criticism/feedback as readers will see by clicking on the above link. The paper (since Sibcy took over) has (in our opinion) become almost unrecognisable since the bad old days. That's not to say that it now practices any kind of investigative journalism, or such like, but you are now seeing articles/opinions published that would never have seen the light of day pre-Sibcy.<br />

Yesterday, (8th September 2020) in the States (parliament) sitting, Deputy Mike Higgins asked two questions of the children's Minister, Senator Sam Mezec concerning possible criminality within the Children's Services, certainly underhanded, and dangerous tactics allegedly employed by them and it appears the Minister is more inclined to protect the system than he is to hold it to account and protect its users/clients.<br />

Deputy Higgins, just like Stuart Syvret (and others) before him is going up against the establishment trying to be a voice for the voiceless, trying to root out any wrongdoing and rot, before we have another Child Abuse atrocity on our hands because of Ministers protecting their Department/staff instead of protecting those who are allegedly being abused/failed by it/them.<br />

She said: ‘Powerful interlocking networks may exclude and disempower those outside of the groups and make it hard for those outside of those networks, who have genuine concerns, to raise them or make complaints in an effective way. This is likely to be particularly true of deprived, disadvantaged and powerless children.’ The powerful networks of today might be different to those of the past, but they remain and there is still a gulf between them and the powerless. It is through that lens that we should read Deputy Higgins’s comments.</i></span></div>

Back in February 2019, VFC interviewed <a href="https://metro.co.uk/2020/01/28/britains-prolific-paedophile-hunter-gagged-police-12137797/" target="_blank">"Britain's Most Prolific Pedophile Hunter"</a> Cheyenne O'Connor ahead of a planned rally in support of <a href="https://voiceforchildren.blogspot.com/2019/02/cheyenne-oconnor-rally-saturday-16th.html" target="_blank">minimum sentences for pedophiles</a>. The rally <a href="https://voiceforchildren.blogspot.com/2019/02/royal-square-rally-16-feb-2019.html" target="_blank">TOOK PLACE</a> on the 16th February 2019 and the status quo remained.<br />

Some nineteen months later Cheyenne (discreetly) got together a number of people/friends/supporters through Private Messaging on Social Media in order to organise a "Symbolic Gesture" by placing banners and placards through town publicising the plight of children and their families at the hands of Jersey authorities, and in particular, Children's Services. This was filmed by VFC <a href="https://youtu.be/P9a1sNfNWYQ" target="_blank">HERE.</a><br />

In 2017 the Independent Jersey Care Inquiry (IJCI) published its damming report on how Jersey had failed its children for decades. Just about every government institution had (at best) failed children and their families. The report couldn't guarantee that children were safe in the "care" of Jersey authorities at time of it's publication and it would seem that STILL nothing has changed when it comes to government departments either doing the right thing or protecting the system. The latter, it would seem, is the priority.<br />

VFC, and many others, have been campaigning, for more than a decade, against bad practice and lack of accountability. We know others have been campaigning for many decades yet the same culture (of fear) remains on the island and "The Jersey Way" prevails. Where victims of the system are portrayed as the perpetrators and the perpetrators as the victims. We know that going through the "correct/official channels" in an attempt to hold services/individuals to account is a fruitless task and is set up in such a way that you just get worn down after being sent from pillar to post, being ignored, portrayed as "anti Jersey" or a "trouble maker". It is important to make one thing clear here, especially to those who say "the system is broken." The system ISN'T broken, it is working exactly the way it was designed to work, Where you, the aggrieved, remain aggrieved while those with the power remain in power.<br />
<br />
This is something discussed in the interview (below) with Cheyenne (among much more). Should she (or anybody) STILL have to go through the huge time and effort organising protests/marches/gatherings just to have her/their voices heard? Shouldn't Government Departments (particularly Children's Services) be doing the right thing from the get-go? Shouldn't the priority of Children's Services' be to its users/clients and NOT the protection of the staff/system? Shouldn't the users/clients have the upmost faith, and confidence, in the Children's Services' rather than living in fear of it? This too is discussed in the interview (below).<br />

We are sure there are others who have had "experiences" with Jersey Children's Services, or other States departments, who can relate to the experiences discussed in the video interview and are possibly too fearful of speaking out? Either employees, former employees, users/clients?<br />

We have been asking just how many people have "really" died of this disease, how dangerous is it "really?" The official local (death) figures for the last three years tell us that, so far, the amount of deaths this year are average (if not less than) the last three years.<br />

Last Tuesday (12th May 2020) Deputy Mike Higgins (video below) asked the following question of the Health Minister Deputy Richard Renouf:<br />

Readers/viewers will have to make up their own minds as to whether the Health Minister's "answers" (video below) were convincing or reassuring? From our perspective he was blindly parroting the official guidelines which (from our perspective again) read that if a doctor presumes the patient died of COVID-19 then that's good enough for the death certificate.<br />

The island is in huge fear and the public are willingly having their civil freedoms, and rights, stripped from them on a balance of probabilities and this is scary stuff. Scary that the public (for the most part) are so willing to be stripped of their rights and scary because "The Powers That be" (the Attorney General's Office) are stripping us of them.<br />

For the avoidance of doubt we are NOT claiming that covid-19 doesn't exist. We are NOT claiming that it doesn't kill people. We are NOT saying that everybody should ignore the suggested guidelines to help curtail the disease.<br />

What we do advocate is that people do their own research and don't blindly believe what you are told by the Old Media (formerly known as MSM), The government or so-called "experts." They are all proven liars. That's not to say they are lying about EVERYTHING to do with COVID-19 it's just stating a fact. Does the "official line" stack up? Do we, or our loved ones, not deserve something better than a "probable" cause of death?<br />
<br />
Don't we deserve to know "exactly" how many people this illness has killed before we give up all our rights and freedoms so willingly?<br />
<br />
It should also be noted that I am inundated with private messages on Facebook/Twitter/emails and texts by people who do not believe the official line surrounding COVID-19 but are in fear of speaking up/out. The fact that the Jersey "Culture of Fear" is still so prevalent is another alarming factor to have arisen from this crisis.<br />

If it wasn't so dangerous it would be comical but this new guy (Dirk Dastardly), and others, will be looking to discredit "independent"/Citizen Journalists to strengthening the dwindling power of the local State Media. Readers will be aware that in the latest <a href="https://www.gov.je/SiteCollectionDocuments/Government%20and%20administration/R%20Opinions%20and%20Lifestyle%20Survey%202018%20Report%2020181205%20SU.pdf" target="_blank">SOCIAL SURVEY</a> only 37% of those surveyed had trust in the local State Media, it is losing its control, and it is losing it to New Media (formerly known as Social Media). This isn't only on a local scale but a world-wide scale. The public is waking up to the disinformation and propaganda fed to it by the "professionals."<br />

The article/statement drew the attention of fellow Blogger <a href="http://tomgruchy.blogspot.com/" target="_blank">TOM GRUCHY</a> and he asked if I would agree to an interview (by him) to discuss it to which I agreed (video below). Mr. Dastardly's statement was published by the "professional" media and urged the public to ONLY trust the "professional" media particularly when it comes to information concerning the so-called "Corona Virus." The truth is this guy almost certainly knows what he is doing, just like the rest of the world's "professional" communicators/Old Media/governments and that is to help erode the public's Civil Liberties and freedoms under the guise of a pandemic. To discourage the public from doing its own research and to remain in fear while relying on one of the most discredited professions (old media) to give it the truth.<br />

What he was referring<b style="font-style: italic;"> </b>to is the local media's role in reporting how much Senior Investigating Officer, (SIO) Lenny Harper, spent on a Prawn Cocktail in a London Restaurant and diverted the attention away from the public of the horrendous abuse that had been able to go on for decades and covered up by those in authority. The local media was never held to account for its disgraceful propaganda and the Scrutiny Sub Panel's report and recommendations sits on a shelf gathering dust (like most Scrutiny Reports).</div>

Now, almost a decade later, we see history (the media) repeating itself in relation to the proposed memorial (as recommended by the Independent Jersey Care Inquiry) for the Survivors of abuse. The media are attempting: "<b style="font-style: italic;">to divert this debate into discussions concerning the trivia of expense" </b>giving at any opportunity to report how much the memorial is going to cost, and of course a great number of people have followed the media's lead/agenda and are experts on how better the money could be spent elsewhere. A lot of these online self proclaimed money experts seem to only have a view on the money but not on the abuse that was perpetrated, and covered up, for decades.</div>

With that in mind we have decided to publish the interview with the Children's Minister in two parts. This is so those who aren't interested in a solution to bring Abuse Survivors together and find some kind of consensus regarding the memorial they can watch part one (below) and talk about the (media led) money.</div>

For those who are interested in attempting to unite the survivors rather than keeping them divided by "taking a side," either for or against the memorial, then part two of the interview should interest you. Again we have seen, online, so many experts on what's best for Abuse Survivors or not. From our perspective we don't see Survivors as a "one size fit all" we see them as individuals with their own personal experiences. Taking a side does not help their cause, it keeps them divided, and therefore the old "divide a conquer" wins yet again.</div>

Team Voice has been campaigning for Abuse Survivors for more than a decade now, we have published around 600 Blog Postings almost exclusively fighting their corner, exposing the lies and corruption of those in authority. We were instrumental in formulating the Terms of Reference for the Independent Jersey Care Inquiry (IJCI). We have given evidence to numerous Scrutiny Panels both written and oral. We were asked to submit evidence to the IJCI which we did and appeared as a witness in support of Survivors. We were asked by Survivors to sit with them while they gave evidence anonymously at the IJCI public hearings which we happily did. Our support is for ALL Survivors and that means not taking a side when they are in disagreement with each other. Perhaps those who are "taking sides" might want to reflect and ask just how much good they are really doing? </div>

We are conscious that there are some well meaning supporters who are taking sides, and genuinely supporting the Survivors they have been in contact with, but we are also aware that there are "false prophets" among them who want to keep Survivors divided for their own duplicitous agenda so beware.</div>

The Children's Minister has a hell of a task on his hands and is in a unenviable position in attempting to implement the recommendation(s) of the IJCI by commissioning some kind of a (sympathetic) memorial and at the same time not causing any further trauma to those Survivors who are against it. What he is looking for is solutions and not political point scoring and personal attacks from "the usual suspects." We have witnessed some online commenters hijacking this very sensitive, and emotive, subject by those who don't share Senator Mezec's politics in order to sling mud at him. To our way of thinking this is not about politics, it's not about the Minister, it's about the Survivors, what can be done to bring them together and do what's right by them and the good people of Jersey? Those trying to score political points, along with the media, should be holding their heads in shame and certainly are not on the side of the Survivors.</div>

We are pleased to announce that the Minister has agreed to sit around a table with survivors, both for and against the memorial, in order to see if some kind of a consensus/agreement can be met and we will look to make that happen in the very near future.</div>

On Tuesday 8th of October 2019 the retiring Bailiff, <a href="https://voiceforchildren.blogspot.com/2015/05/jersey-child-abuse-inquiry-and-william.html" target="_blank">WILIAM BAILHACHE</a>, abused his dual position as the Head of Judiciary, and Speaker of Parliament, to launch a political and personal attack on the Chairman (Francis Oldham QC) of the Independent Jersey Care Inquiry. He did this in the now infamous <a href="https://thebaldtruth-postcardsfromdystopia.blogspot.com/2019/10/the-jersey-bailiff-2019-jersey-way-made.html" target="_blank">SPEECH</a> and by abusing the "Communications by the presiding Officer" element of the States Sitting he could NOT (like any elected non-conflicted) be questioned on his speech/statement.<br />

He made a few interesting observations, not least, that former Bailiff, and Senator, Philip Bailhache, was pushed, and didn't jump, from the role of Bailiff. It does seem a little bizarre that he allegedly "retired" as Bailiff through "ill health" but felt well enough to run an election <a href="https://voiceforchildren.blogspot.com/2017/07/liars-in-politics-government-you-deserve.html" target="_blank">CAMPAIGN.</a> Not only run an election campaign but once elected becomes External Relations Minister jetting all over the world. But he felt too ill to be the Bailiff?<br />

As readers would expect, The Bailiff's apparent total <a href="https://youtu.be/FZksAshzHKA" target="_blank">VINDICATION</a> of former Senior Investigating Officer, Lenny Harper, and indeed Operation Rectangle, does not tally-up with his actions/in-actions during his time as AG (during Rectangle) and Advocate Sinel points a number of these out. Including, apparently, having the former Police Chief, Graham Power QPM unsuccessfully criminally investigated as part of the Curtis Warren "car bugging incident" which we reported on <a href="http://voiceforchildren.blogspot.com/2013/01/operation-invicta-conspiracy-theory-and.html" target="_blank">HERE,</a> and <a href="https://voiceforchildren.blogspot.com/2013/01/operation-invicta-timeline.html" target="_blank">HERE.</a> We further Exclusively published the <a href="https://voiceforchildren.blogspot.com/2013/02/curtis-warren-car-bugging-disciplinary.html" target="_blank">BARTON REPORT</a> which was the disciplinary investigation into the cops involved in the Curtis Warren case. The cops were all exonerated but the Law Offices' Department were left with some very uncomfortable questions to answer.<br />

Advocate Sinel HAS given (pro bono) advice to survivors where he can, but as he says in the interview, this is not his legal expertise and there ARE Law firms/lawyers who do specialise in this field yet Survivors have to rely, pretty much one ONE Lawyer from the UK, Alan Collins.<br />

In this exclusive guest posting by our very good friend, Lord Reginald Hamilton Rawley Tooting-Jones III, the Chairman of the JUP (Jersey Ultra-Conservative Party) reveals who was the "<b><i>good authority"</i></b> behind John Le Bailly’s (now infamous) “Breastfeeding fad” comments.<br />

Speaking exclusively to Team Voice, he said: <br />

<b><i>"We were at The Club when me, Rolly and a few others started telling John (Le Bailly) about Breastfeeding. He had never heard of it, and so we told him it was brand new... a bit of a fad if you like, and that it would never catch on. Well, poor old John believed us."</i></b><br />

<b><i>"He wasn’t sure at first and asked how small humans were normally fed, as he could not remember anything from his childhood after the incident with the female roofer, when he and her fell off the roof after a particularly technical job, and he suffered a severe concussion."</i></b><br />

<b><i>"Anyway, we said that in the past it was the norm for most babies to be suckled by wild animals, either by wolves, as in the case with Romulus and Remus, or by apes, as with Tarzan. But, for health and safety reasons, it was now considered best practice to use Cow and Gate baby products."</i></b><br />

Lord Reg went on to say that they were chatting about this ahead of the so-called family friendly legislation (or “business hostile” legislation, as the JUP call it) that the Social Security Minister was bringing forward. <br />

<b><i>"We did not expect him to actually say it in the Assembly, although we were rolling around in fits of merriment at the lodge when we watched it on the direct interweb and The Facebooks broadcast."</i></b><br />
<br />
Lord Reg, who has recently come back from a safari and business trip in Rhodesia, said that he was particularly pleased with the "<b><i>amazing free publicity"</i></b> that has now been given world-wide to Cow and Gate, in which he is a major investor.<br />
