“The chosen one”

We at “The Voice" do not have the resources of the “accredited” Media. We cannot check stories out in the way that they can. However we do get supplied with a fair bit of information from people who admire what we are doing on behalf of the ordinary people of this Island.

Most of the information we receive is true, some isn’t. We just have to try and deal with the information as honestly as we can with the very limited resources we have. Below is a story about some information which we have received. From our research it would appear to be accurate, it came from a source, shall we say, close to the Chief Minister's Department. The same person, (whose correct identity we don’t even know), contacts us under a codename (very cloak and dagger stuff). They have always been right in the past. We do not know if their information is always accurate, but we do carry out research before publishing, or “go to press” as the “accredited” media would say!

Before we go further it is only right that we should acknowledge that not everyone who works for the government is a pawn in their game. Many are appalled by what is going on and some are brave enough to risk their jobs, pensions and mortgages to expose the truth. They are the unsung heroes of the public sector. Remember them next time you are tempted to condemn everyone who works for the States, there are some very “good apples” and we at Team Voice appreciate their work and courage.

Here is the information we have been given. We reproduce it as it was handed to us. Time might tell whether it is correct or whether we are being fed a false line.

Whether true or false the very existence of the story among the inner circles of government is an insight into how things work in this island.


Long before the final version of the Napier report was presented, key players were given an indication of its contents. The "powers that be" quickly concluded that David Warcup’s position as Acting Chief Officer and the next Chief Officer of the Force was untenable. So plans were made to secure his release under a "cover story" that he was leaving due to the activities of "nasty bloggers" and “hostile Politicians”.


So Napier was delayed until after August 2010, but why that date?? Because that was the date by which WARCUP would have achieved two years service in the Force and thereby qualified for a public sector pension based on his final salary (that of course being the Chief Officers Salary due to his Acting role.) But before resigning he had already lined up his chosen successor in collusion with the Minister for Home Affairs. That person was Mike Bowron, Commissioner of the City of London Police.

On the face of it that seems an implausible choice. The Commissioners post in the City is high status and high profile. It is also very well paid. Alas for the incumbents it is also of a fixed term which means that if another job has not been found before the end of the contract then the post holder has to retire. Unless of course they can have it both ways!!

Because Jersey is outside of the UK policing system it is possible for UK candidates to retire on pension in the UK and take up a Chief Officers Post in Jersey.

Whether he/she is right or wrong our insider gave the name of BOWRON as the next Chief before the selection process even started!!

Of course, in order to appear to be playing fair, the position was advertised and a number of people applied. Although our source tells us that once they had got wind of the real agenda a number of applicants pulled out in disgust. In any event, a "selection process" took place and we’re told that, to nobody’s surprise, BOWRON was "The Chosen One."

All of the above might or might not be true. But what we know to be absolutely true is that the "in crowd" are awash with the story. Will our source be right or will there be a surprise?? We will know soon enough.

It might be true or it might be false. But if it is true, then how come we knew about it before the “accredited” media did? Why do the Bloggers get these leaks, and not them? Are Bloggers, or Team Voice “trusted” more than the local “accredited” media? And if so why?

But then again if this information turns out to be wrong it can only be a "Procedural error"……………eh Terry?

  1. What is certainly true is that an officer can retire with pension from the UK and take up a post here - one David Warcup did precisely that; and there was media reported criticism of the size of the lump sum he took as his pension pot.

    Mr Warcup is in line to become the island’s chief constable in just over a year.
    But it has been revealed that he has received a lump sum of around £300,000 from Northumbria Police.
    Mr Warcup is also receiving £60,000 a year from his old force as part of his retirement package. The pension — which lasts for the rest of his life — represents half of the £120,000-a-year he received from Northumbria.
    It is being paid on top of the £100,000-a-year he receives from the States of Jersey Police.
    Due to the fact that the island is a tax-haven, he only pays 20 per cent on his Jersey police salary.
    In the year before he retired, Mr Warcup also received an undisclosed share of a £47,000 bonus split between Northumbria’s five chief officers.
    Mr Warcup has done nothing wrong and both Northumbria and Jersey police have defended the deal.
    But Mark Wallace of the Taxpayers’ Alliance said: “While nothing illegal has gone on, this case highlights the divide between people who enjoy high-end public sector pensions and the taxpayers who fund them.

    According to our source Commisioner Bowron was indeed interviewed. The question is, was the interview "just for show?"

You doubt me, check out the last time his forces Economic Crime Department conducted an investigation into a major crime within the City of London which resulted in a successful prosecution.'

    This has to be a joke, otherwise the courts will have to operate 24hrs per day dealing with every rumour passed amongst the public, 'cause let's face it, you could not treat one rumour any less important than another, all people being equal. I would also imagine thousands of rumours turn out to be true.

  18. Well, if you have heard this and it is true or soon to be true then I would imagine the accredited media are aware of it and are not mentioning it. I would think that the jep and ctv at least already know. Although out of the two i reckon the jep are the ones more likely to be aware of it.

    Regards data protection and gossip, will have to see it to believe.

    “What was the basis on which the then Deputy Chief Officer of the States of Jersey Police commissioned the report from the Metropolitan police on 27th August 2008, was the advice of ACPO followed in the commissioning of this report, and does the Minister consider that use of that report, as detailed in the Napier report, was consistent with best practice and has it damaged relations with the Metropolitan Police?”


    23. Deputy M. Tadier of St. Brelade will ask the following question of the Chief Minister –

    “Given that the Chief Minister stated that the initial suspension of the Chief Officer of the States of Jersey Police, which was heavily criticised in the Napier report, was justified in light of the Wiltshire Report submitted a year later, can he confirm whether ‘the end justifies the means’ is now an accepted principle of his administration, and, if so, in which other areas this will be applied?”

  23. Since when has Channel TV bothered with the truth they are the same as the JEP follow the PARTY line, change the story when instructed by the PARTY only publish some leters sent to them, control what the public are allowed to know at all costs,truth is irrelevant to these organizations

    Don't waste your time with them they are just a bad habit like smoking giving them up its only the first few days you miss them after that you get your news free on the net but remember if you log in to there sites never never ever hit on there adds hit them where it hurts in the pocket

    Somebody, a couple of weeks ago, was giving out free ones. They offered one to me and I politely declined the offer.

    Unfortunately there are alot of people who still believe what is written in it and the paper itself is influential.

    However, the last statistics I saw was that their readership is dwindling, and as a consequence, so is their influence.

    More and more people are starting to look at the internet, and Blogs for their news and information hence our readership is growing, time will tell if the same goes for the influence.

    They (JEP) only have themselves to blame!

  26. Heard on the radio that Deputy Reed in St Ouen will be facing some voters next elections. More great news from Team Voice.

    It sickens me when the man cutting our childrens' educational opportunities does not have to face all the island voters.

    I guess the Team Voice candidate would be a blogger of that parish with known political leanings. I don't know what chances he has in the rottenest of Jersey's rotten boroughs. I am looking forward to it.

  28. We don't want to spoil your slumbers children but the issues about gossip spreading under the proposed Data Law are discussed in the Corporate Services Srutiny Panel Report pub'd by the States in April 2010 (copies are free from the former Greffe bookshop).

    There are things to worry about.

    Art. 47 as amended seeks to be extended to give the Data Commissioner (Emma) powers over people who are not registered as "data controllers" but are believed to have information. As the report says (quoting from a UK observer) "it would effectively permit her to demand information from anyone at all, whatever their connection to a controller on threat of criminal sanction. That would be excessive, intensive and quite inappropriate..."

    And there is more...."reasonable belief" is not provided for under Jersey's Aticle 55 "which may have an adverse effect on journalism."

    "When there is a reasonable belief that the obtaining, disclosing or procuring of the information was justified as being in the public interest an offence under Art 55 would not have been committed."

    So listen very closely when SS appears again in Magistrates Court No 1 again soon. You may ALL learn something to your benefit as his case unfolds.

    In the meantime - be very afraid.

    The answer to that is yes. He could prove it in any functioning accountable democratic government.

    Whether he'll be able to prove it in our cess pit, is another thing. He'll prbably get told that the TOR fell through a gap in the floor board and accidently landed on Bill Ogley's shredder which was on at the time and accidently got shredded. It will be put down as a "procedural error" the Foot Stamping Lackeys of The Motherland (FSLM) will go into overdrive and that will be an end to it.

    It would have to be Human Rights Compliant and could not be enforced on any service supplier outside Jersey, notwithstanding, it would be a nightmare to enforce with any consistency, although it might allow those who can prove their case a quicker resolve, if someone complains and is found to be lying.

    Are they getting these ideas from South Africa!!

    Surely only a State where they fear the truth being known would try to introduce such a ridiculous law!

  31. The political orthodoxy is that where there is a data protection law there ought to be a counter balancing freedom of information law.

    The original proposal for FOI was dropped -too expensive, but has resurfaced. I have been told it has some serious flaws, and needs revision. Needs some serious scrutimy it seems.

    If they really wanted to know if there really was a conspiracy, they should have left the remit as agreed with Deputy Hill.

  35. One of the great differences between blogs and the "accredited" media is that the "accredited media" are bound by regulation, and convention, not to engage in unfounded speculation.

    In terms of hard news stories such as the new Chief Officer of Police for Jersey, they can only print/publish/broadcast what they can demonstrate to be true.

    Blogs can engage in wild speculation which, if proven to be wrong, or unfounded, they can just ignore, or say "procedural error."

    In order to become respected as journalistic outlets, blogs, like this one, need to adopt a much more responsible attitude and some form of "standard of accountable veracity."

Although no complaints have been made to the police, rumours have been spreading about a prostitution ring involving women from eastern Europe backed up by men who threaten ‘clients’ with violence if they fail to pay up.     I wanted to discuss the Stuart Syvret abuse of process trial, after they had just reported on their headline news that the case had concluded and the verdict given. The case was over, finished, no longer live, but it wasn't allowed to be discussed on BBC Radio Jersey.

    Anyhow, I'll not go on too much now as it will all be in a Blog of it's own in the not too distant future.

    Back on subject. Word on the street is that the name of the new Police Chief will be released by the "accredited" media in the next couple of days. Wonder if they are waiting 'til after the States are over so no questions can be asked immediately?

    Uhh, apparently not, or all accredited Jersey media would be in serious violation of regulations and conventions. I can't believe you even said that!

    Today's journalism schools have moved on past the acceptance phase when it comes to the future of new media. At the forefront are J schools which emphasize this reality, including UK's fine Westminster J School and Harvard's Berkman Center.

    Sounds like one of the cub reporters from the JEP/BBC/CTV is on here. He/she still seems to believe that the newspapers print the objective truth and that there are no political or corporate interests at play.

    I knew a jounalist at the RAG not that long ago who used to write small articles on fashion, music etc. This person told me that all they did (and other jounalists at the RAG)was to cut and paste directly from UK publications such as fashion mags, NME etc. They admitted to not really writing very much at all of her own, it was all lifted.

    Anon, you might call that "accountable veracity" or "a much more responsible attitude" to journalism. I call it plagiarism. What regulation or convention does that come under?

    Whether or not this 'technique' is generally accepted in your trade, it reeks of laziness and makes a mockery of the moral high ground taken by Anon.

  48. There are all types of journalist's, many who report rumours and speculation.

    Just for one example, read the sports pages in the UK and they are always at it, be it football, F1, cricket etc.. Is so and so leaving, being sacked etc...

    Only in Jersey, would some think so narrowly to only want to encompass political rumours, so much for open government.

  49. Having herd that Deputy K. Lewis was questioning my ability to contact dead people on the local radio this morning i thought i would take a stroll down to his place of work.

    Now my Jersey Friends, i have found myself in some very dark places, i have contacted people from deeper places than a chilean miner, i have regressed where only very bad monks and chief ministers roam, but let me tell you my friends even my spirit guide Sam went Ghostly White at what confronted us.

    40 States members so Mentally Dead and gone that not even the best Mayan Mystic from Ancient times would have a chance of reaching them.

    I felt a very deep presence that was making the hairs on my bum crack stand on end, yes evil was present. Sam assured me all was ok but our worst nightmare was hurtling towards us, this was no Pendal Hill or Salem's Lot this was your States of Jersey.

    Was your States building built on an old cricket pitch? as myself and Sam were making our way out we came across an old angry grounded spirit, he was very mean he even whacked me over the head with his cricket bat and squealed in some ancient tongue.

  51. I am led to believe that there has been some "wrangling" over the contract. Apparently there is, among other things, an assurance that an Independent Police Authoruty will be put in place and the disciplinary code updated.

    But as we have learnt, it matters not a jot what is in place, or updated. Our Chief Minister and his cohorts in the Law Offices and Civil Service can do what the hell they please.

    They will give the new CPO (whoever it is) as many assurances as he likes, knowing that they're not worth the paper they are written on.

  52. Listening to the States yesterday I am sure when questioned ILeM stated that final interviews for the post of CoP had taken place the previous day, and he would soon be announcing the name of the new incumbent.

    If this is true?? and that is a big IF, and your information is correct it shows that they are just going through the motions even though the outcome has been pre-determined.

    Any sensible, straight cop would not want to touch this job with a barge pole.

    I didn't hear Le Marquand say that he will be anouncing the name of the new incumbent, but didn't hear all the States sitting.

    I agree, who would want to be our Police Chief Officer after what "they" have done to Graham Power QPM.

    Still, I believe the new incumbent deserves a chance. After the damage (in my opinion) Gradwell and Warcup have inflicted on the trust and confidence in our Police Force, the new guy is going to have his work cut out re-building that trust and confidence from the public and most inportantly the Abuse Survivors.

    I listened intently yesterday, but have listened again on TJW (thanks for this very valuable service)just to remind myself as to what I had heard.

    This is not statesmanlike, professional or anything remotely like what we should expect from politician in their positions. They behave like petulant little school boys who have been caught out - no, can't, shan't, won't, not prepared to - always the negative, never a positive.

  58. Why is Jersey not capable of training up replacements for top jobs within?, why does it appear to me that nobody gets promoted.

    Police
    Chief Executive
    Health
    Lawyers
    etc....


    I believe the calibre of the people at the top can often be best judged by their ability to encourage and prepare his/her replacement.

    Even when ILM was not available, his deputy had not even been kept in the loop.

  60. ILM says he can’t understand it because it criticises his blue eyed boy Mr. Warcup. TLS well where do you start with him? Interesting to hear him say yesterday that he (TLS) believed there was enough evidence to suspend the Chief Police Officer in Nov 08 and Napier says there wasn’t.

    So you’ve got the Home Affairs Minister that doesn’t understand the Napier Report, the Chief Minister that doesn’t agree with it and a Chief Police Officer that still has no justice.

    If there was ever an argument to get Napier over here and present his Report to the States and the public, then TLS and ILM have just made it. If Napier refuses to come over, withhold his, reported, 50 grand until he does!!

    It stands to reason that he has already been paid and the deal/agreement was to, not keep in contact and not to come back to Jersey.

    Is £50,000 worth his credability being trashed?

  64. Why on earth would Mr. Napier not want to defend his own report? TLS has done him no favours. I believe he should publicly be asked to defend his report so that it can publicly be acknowledged he refused.

  65. The only time that Brian Napier will have to defend/answer to his report is when he is asked to stand up in a court of law.

    There is no way that the present States Members are going to let him come back to answer questions.

    The vote in The House would be something like 35 to 18 against.

    Sussex police won't touch it because "civil matter" and "acted reasonably" but after a few strings are pulled City of London Police spend over £1m using anti terror legislation to multiple arrest and harass a plumber !
