Graham Power QPM. Dark Secrets of a Trillion Dollar Island:Garenne.

Former Chief Police Officer Graham Power QPM

Further to our PREVIOUS POSTING where we interviewed former Senior Investigating Officer of the Jersey Child Abuse Investigation (Operation Rectangle) Lenny Harper. And in continuation of our series of interviews with those who participated in the BBC4 Rogan Productions documentary "Dark Secrets of a Trillion Dollar Island:Garenne" which can be viewed on iplayer HERE.

We were granted an exclusive interview with the former Chief Police Officer Graham Power QPM to ask him about his thoughts on the documentary and related matters. Regular/long time readers will be aware that we at Team Voice have interviewed Mr. Power on a number of occasions following his (possibly illegal) suspension in 2008. We have covered the story of this huge miscarriage of "justice" for much more than a decade and we continue to do so....................

What is quite often overlooked is that, in the early days 2008/9/10/11 former Jersey politician, and 30-year MET Police veteran Bob Hill was the politician keeping Mr. Power's (possibly illegal) suspension on the political agenda. It should also be said that St Helier Constable Simon Crowcroft played a huge part ALSO.

Many people played a big part in keeping Mr. Power's (possibly illegal) suspension on the political agenda and indeed continue to. The problem with attempting to name them all is that one might forget somebody and create a resentment which is why we won't try and list them all here.

Former Deputy Bob Hill

Former Deputy Hill DOES deserve special mention because his pursuit of the truth and justice for Mr. Power and Survivors of Abuse almost certainly cost him his career and contributed to his near fatal stroke. Back in 2015 Bob, and his family, were delivered a severe blow when he was struck down by a stroke which we reported HERE. We followed some of Bob's progress HERE and HERE. We were pleased that the documentary (Dark Secrets of a Trillion Dollar Island:Garenne) used the footage, supplied to it by VFC, of Bob up at Haute de la Garenne showing Gradwell and Warcup to be "less than authentic" when they tried to tell us that the cellars at Haute de la Garenne didn't exist. The film footage of Bob was taken from HERE.

Mr. Power, in the interview below, gives Bob a mention and we thought it was high time we did. Readers can view Bob's Blog HERE.

Mr. Power, just as in the case of Mr. Harper in our PREVIOUS POSTING, first, and foremost, pays tribute to the Survivors of unimaginable abuse that was covered up by the Jersey Establishment for decades. He points out how the State Media got people talking about how much Mr. Harper spent on a prawn cocktail in a London Restaurant and other such mundane diversionary twaddle. It (State Media) took the focus away from the decades of suffering, and covered up Child Abuse, that Lenny Harper (and the Operation Rectangle Team), under the leadership of Graham Power, was trying to investigate. How did that happen and just as importantly "why" did it happen? How and why did the State Media turn a story of a police investigation into decades of covered up Child Abuse into a story of the lead investigator asking for a second helping in a restaurant?

Francis OldhamQC

Further discussed in the interview is the fact that neither Mr. Power, nor anybody else (who wasn't involved in it) knows why he was (possibly illegally) suspended. Fourteen years later and we are all none-the-wiser. We do know that Judge Oldham QC, Chair of the Independent Jersey Care Inquiry (IJCI), found that Andrew Lewis, who (possibly illegally) suspended Mr. Power, lied to both the States Assembly (the Island's parliament) AND the IJCI with his "reasons" for the (possibly illegal) suspension.

The irony is (discussed in the interview) that Mr. Power was ready to retire from the police force. He was well past his retirement date and had they have asked him to resign then he would have walked away. They chose the route to suspend him or "SCAPEGOAT" him which clearly was not the wisest of moves - or to quote Mr. Power from the interview: "it was a damn stupid decision." he further goes on to remind us: "This is not just a legal, political, academic point. While they were showing no political interest, people were suffering life changing harm. It's about real blood, real pain and real suffering that they allowed to happen"

Plenty more is discussed in the interview which we hope will open the eyes, or educate viewers, of what has been allowed to happen and what is allowed to continue to happen in this island that I was once proud to call my home.

  1. What comes across in this interview and the earlier one with Lenny Harper is that these two cops really cared about the victims and survivors of abuse while the administration was concerned only with itself and Jersey's perceiced image in the world of big (and criminal) finance.

Well done with the two interviews. They show how relaxed these two men are with you and how they trust you.

  2. My tribute to Bob when I learned of his stroke. Sadly he is still hors de combat as far as campaigning is concerned. Nevertheless, we should celebrate his great work for the island.

  3. It is good to see Mr Power on fine form.

It is an absolute scandal that, when Mr Power was suspended in 2008, both the Attorney General William Bailhache and the Solicitor General Timothy Le Cocq had both "independently given legal advice saying that you don't have grounds for suspending the police chief, you shouldn't be doing it" yet Deputy Andrew Lewis went on to suspend Mr Power, and Senator Le Marquand kept Mr Power suspended until the end of his career. What an absolute scandal, particularly for the victims who had put their trust in Mr Power.

Link to above video where Mr Power says that

I think it was former Senator Stuart Syvret who pointed out that Tim Le Cocq was present in the States Assembly, in his role as Solicitor General, on that fateful day in 2008 when Andrew Lewis lied to the Assembly about the grounds for suspending Graham Power, yet as far as I understand, Mr Le Cocq did not intervene to correct Deputy Lewis.

I suppose Mr Le Cocq was stuck between a rock and a hard place; he gives advice in private, but if the recipient of that advice won't listen to it, what can he do? Although surely the Solicitor General could have sought an emergency adjournment of that sitting, to give him time to once more advise Deputy Lewis not to proceed, by reminding him that it would have been unlawful to proceed?

  4. The JEP has published some truly remarkable text in the last few days regarding the child abuse saga, but what I find difficult to comprehend is whether this is an admission of complete failure as a newspaper in this tragic saga or a serious case of 'damage control' following the explosive documentary.

  5. I have followed the child abuse saga from day one and after watching the BBC documentary it shames me to be a Jerseyman, I am absolutely convinced that if Senator Stuart Syvret had become this Islands very first Chief Minister as the voting public had clearly showed by his vote topping pole this whole tragic affair for the abused children would have been avoided. But what happened was that the one politician who only scraped in by the seat of his pants got voted in by his crony mates to become the Islands very first Chief Minister and from that moment the die was cast to what tragically was to follow.

  6. Andy Sibcy of the JEP has published an article today Sat 20th March 2021, full of praise for Neil McMurray. You can buy a digital edition for £1. Worth a read.

It also contains an interview with Graham Power, where Mr Power say that he suspects the phones of his team were hacked by the national tabloid media, the way those rats used to hack everybody's phones.

    1. I agree, a number of people saw Neil McMurray as nothing but a stooge for Stuart Syvret before the documentary, but now see him slightly differently, so good for him.

But let's not lose sight of the JEP who they tried and failed to sell 18 months ago. It was not even worth £2 Million.

Andy Sibcy knows he's the captain of a sinking ship and at 90p a paper, the JEP is all but dead. In fact they were that desperate last year they even gave Terry Le Main a column and then Andrew Lewis.
      Says it all.

    2. The JEP will never change. Damage limitation as a reader says. What they did to Lenny and Graham was dispicable. I'll believe they have changed when I see an admittance on their part for setting out to shaft the Pitmans. So that will be a never. But that is a good point. Where were the Pitmans in this documentary? Where was Wimberly? Where was Higgins? Where was Tadier?

    3. Never saw Neil as a stooge for anyone.

Neil's posts and Stuart's posts were as different as chalk and cheese but in the same cause. That was the resemblance for me.

    4. From a presentational point of view it probably suited the programme to focus on Team Voice and Stuart and the time was relatively limited.

That's why I'd love to see a follow up programme going into the individual issues raised in the programme, and indeed the making and distribution of the programme itself. But I guess that bolt is shot.

There were many others not mentioned, including Leah, who was intimately involved in the programme until she was dumped. There is another whole story there for the telling as well. The main concern, of course, is that the survivors/victims take centre stage and that Walker, Perchard, Lewis etc. were shown up for the feudal lackeys they are. There were a few more in this category who escaped mention but hopefully truth will out and justice be done (eventually ?).

    5. I have always wondered about the phrase Frank Walker used when he said "I am being put under immense pressure" (or words to that effect)BUT who was putting the then Chief Minister Walker under pressure?

      Delete
    6. the Bat was probably being pressured by those who REALLY run the island. AS IF the States Members can do anything except window dressing!

  7. Excellent interview with Graham Power, and judging by the reactions on social media and elsewhere to both this and Lenny's interviews let us hope we, as an Island, realise just what it did to these two men and their lives at that time and beyond. The Weekend Essay by Andy Sibcy in the JEP yesterday was I felt fair and balanced and appears to be a 'recognition' of decent bloggers and an 'olive branch ' moment which is a huge step forward. Well done!

I would also like to say a big thank you to Bob Hill, who did so very much in his quest for the truth. Miss seeing Bob on his trusty bike cycling around the lanes with a smile on his face. Hope you are keeping well Bob - a good man.

Let us hope that this week will see a fresh outlook on the most sad and sorry part of Jersey's history, and not before time.

    1. Sibcy's weasling didn't ring true to me. Just damage limitation, trying to claw back a shred of credibility.
      They knew.
      We all knew.
And thanks to the programme, now the whole world can see it, clearly.

    2. In fairness Rico and Polo, the JEP had a different Editor at the time of all this and change in this Island takes a very long time. I have never seen Neil as a stooge for anybody either. He is his own very strong man, and the fresh outlook I spoke about was a general one amongst all the doubters and deniers of which there are still some out there. Perhaps too little to late, but I am sure survivors will be pleased with facts are once again out there and the damned have let themselves down even more.

  12. Deputy M.R. Higgins of St. Helier will ask the following question of the Chief Minister –

“Given that Wiltshire Police Investigation Report is currently accessible on the gov.je website, will the Chief Minister also agree to publish on the same website the response of the former Chief Officer of the States of Jersey Police, Graham Power, to the criticisms of him contained within that Report; and if not, why not?”

    ReplyDelete

    1. Is Graham Powers response still available? or has it gone the same way as his contract of employment, you know the one that was stolen from his personal safe at Police HQ and don't forget the copy that magically vanished from the States computer file. What these clowns do not realize is that VFC, RICO and others have this information right there. Oh one last point, I wonder if Ian Le Marquand (corporate parent)was asked to partake in the documentary.?

  13. VFC, your readers may be interested in watching this film, of a live broadcast on @NarativTv on the Tuesday night after the Storyville documentary was broadcast:

    https://narativ.org/2021/03/21/money-island-jersey-queen-scandal/

I had the pleasure of being a live guest on NarativTV with two very knowledgeable - specialist - American investigators of transnational serious organised crime, presenter, Zev Shalev, and Lincoln’s Bible.

Jersey survivors, whistle-blowers and campaigners will take great heart from the knowledge, understanding, and empathy shown by Zev and LB.

The audience of @NarativTV tends to be a highly specialised audience. And if you watch the recording of the broadcast, you will be confident that we’re gaining powerful international support.

  14. How about a further post detailing all of the other good, honest Jersey politicians who were left out of the doc but still did do the right thing anyway?

    1. Definitely agree with the above statement, why weren't Mike Higgins and Monty Tadier in the documentary and I'm sure others as well?

      Delete
    2. I guess because it would take a lifetime to fit it all on, but I agree there are many who were omitted who deserved a mention. Many of them decent, solid human beings who deserve recognition.

      Delete
    3. Deputy Mike Higgins definitely should have been in the film. Bob Hill, Trevor and Shona Pitman, Daniel Wimberley. People like this did huge amounts so to leave them out really undermines the film's claim to be an honest and full account against all the lies of ministers and Bailiffs.

      Delete
    4. Monty Tadier should have been in the film because he was fighting for the victims back in 2008 and is still fighting for them now.

      Delete
    5. There was much very good about the film. But what has probably let it down is rather amateurish editing. Not having any of the politicians who worked really hard for the victims being included left the false impression that only Stuart Syvret tried to help them. Any long time readers of this blog will know that nothing could be further from the truth. Those people named @10.33 above deserved some sizable recognition as they all worked hard from 2008 and were often mentioned here.

The process can take over a month, even more, depending if they start finding evidence of criminal activity. I am sure we will hear something soon and then a by-election will follow.
