Chief Minister To Seek Re-Election

Jersey's Chief Minister, Senator Ian Gorst, has declared his intention to put himself, once more, before the electorate and seek a third, and final term, as Chief Minister.

Last week VFC was granted an interview (video below) with Senator Gorst to discuss his decision/reasons for seeking an unprecedented third term as the head of the island's government. As an anti Child abuse campaigner I wanted to know how much his support for the Jersey Independent Care Inquiry, and its recommendations, might have hurt him politically, how can he appeal to reformers and traditionalists at the same time? How can he make the public, and States Members, aware of the atrocities which took place (for decades) in State-run "Care" Institutions when some people (and media) only want to discredit the Care Inquiry, and its panel, for ordering a Prawn Cocktail rather than the soup of the day (a-la Operation Rectangle)?

We discuss (among much more) the possibility of (long time critic of the Care Inquiry) Senator Philip Bailhache challenging the leadership role, either openly, or by proxy and what this could mean to the implementation (or not) of the Care Inquiry's recommendations should Senator Bailhache, or a proxy, be successful?

The way I see the up-coming contest for Chief Minister is a two-horse-race. It's either Senator Gorst or Senator Bailhache in the running. Who we elect, at the General Election in May this year, will decide who leads Jersey for the next four years. Who is committed to implementing the Care Inquiry's recommendations? Who is committed to reforming the States and bringing it somewhere close to the 21st Century? Who favours "The Jersey Way" and would take the Island back to the 15th Century?

Gorst has come in for a lot of criticism over his leadership across Social Media. One doesn't have to look far on the internet to see remarks like "get Gorst out" "Gorst is useless" "wait until the next election Gorst will be history." This is all well and good but I don't see anybody saying who he will be replaced by? So far the only other declared candidate is Senator Lyndon (Philip Bailhache by proxy) Farnham. With his track record of the Jersey Innovation fund, the Aircraft (non) registry, Condor, and so forth is he really the man to replace Gorst?

Would Senator Gorst be my first choice for Chief Minister? No. But one has to be realistic and look at the "realistic" alternative(s).

Of course this all does depend on either/both Senators Gorst and Bailhache being re-elected in May and unless there's a huge (monumental) shift in the demographic of the voter (traditional Jersey) I think it is a forgone conclusion that both will get back in comfortably.

  1. Be interesting to see how many candidates in the election support what Sen Gorst is promising re the implementation of the Report.
    I don't just mean with casual comments - but as integral parts of their own election campaigns. Even if he goes for implementation and is elected on that basis - he will still need a strong support group of like minded members in the new Assembly.

  2. Personally I think that after the May election regardless of who becomes Chief Minister it will be back to business as usual. The Jersey way will roll on and quite probably I believe even the already agreed referendum on removing the Bailiff will be left in the long grass and quietly forgotten about. Never mind Brexit or independence. I think we should be absorbed in to the UK and our government abolished.

  4. Gorst has kept Bailhache in office for 6 years when he could have easily sidelined him because of the Roger Holland scandal/ crime. They are two sides of the same coin.

  5. Dep. Sam Mezec will stand as Chief Minister.
    Reform Jersey have done a deal with Dep. Tracey Vallois to vote for each other if they both go for it and either ends up I the shake up. Also another standee due to be announced with stand as Chief Minister but I am not at liberty to give a name yet.

  6. Gorst is the goofiest Chief Minister ever. Talks like he's giving a sermon or a School Assembly, always uses the quote 'the Deputy full well knows....' an embarrassment all around so dunno why VFC supports him so much. 2 terms is more than enough.

      Mezec is in cloud cuckoo land if he thinks he's gonna to be the next CM.
      After some of the Social Media on Reform's record, or lack of, unless he puts on a good Hustings act he may struggle to convince.

      This witness intimidation in support of corruption and paedophilia dates from 2011, half a decade before the £23,000,000 CoI report into the decades of abuse was published.

      The chrome plated CoI is all well and good but nothing will change as long as these criminals are left lose and the whistleblowers are persecuted.

  12. At least Gorst gave an interview, he is not that stupid and social media is leading the accredited paid media. Trump like him or loath him bypassed much of the leading media and went straight to the people using social media. The people loved it, the media hated it. Trump even showed them up calling out fake news. I thought Gorst gave a good election interview, but ( as always ) his snapshot remark that the economy is doing well is well just fake news. Jersey has never borrowed so much, has never let private fully states owned ( quango ) companies run riot with public assets and property at arms length from proper government. As the Auditor General says ( think locate, Digital, Jersey Finance and Jersey Tourism for starters ) in her deep report. Grants are given out but no proper accountability or research into quango results, indicates that multi million pound grants are actually producing value for money in Jersey in fact the report said the opposite took place in some cases.

    You are correct VFC voting back in Bailhache ( Maclean, Router, Farnham, Green, home affairs minister and social security in fact most of the ministers ) will only invite more of the Jersey Way for another term.

    Don't worry about phone call boy, he cannot help himself, and most people see straight through him anyway and his silly out of touch troll comments.

  13. A good interview indeed VFC, and all credit to Senator Gorst for agreeing to participate. I cannot really decide at this moment in time exactly who to vote for. At present there are only a handful that would merit my support. However, having said that I am going to stick my neck out and say that Gorst would be one of those. Not so long ago I would not even have considered him, but in fairness, he seems to have become stronger in himself, and determined to see certain matters through to their conclusion (if he is able).

    He is strongly and passionately committed to the Care Inquiry recommendations being implemented, and I feel he is the only one who is certain to do that. What a disaster it would be if all the hard work of the Panel, and the courage of the survivors who gave evidence were laid to waste because almost without a doubt if PB were to 'take over' this will not happen.

    I am also confident in the new Children's Commissioner and Charlie Parker. They both appear to be strong and forceful, no-nonsense professionals. Not before time have we needed people of their calibre to tell Jersey where it has/is going wrong and take steps, however painful, to rectify this. Again with Gorst I feel this will happen. It will be an opportunity missed otherwise.

    This election is so very important, and as I have said elsewhere, it must be policies we vote for not personalities. Senator Gorst may not be the best, but the alternatives (especially as CM) do not bear thinking about.

    So good to have you back VFC - always a good read and debate.

Voice for children or Voice for elected members of the states, a few months a way from an election.Especially a chief minister who has so far paid lip service to the issues at hand.He was in the states when the child abuse scandal blew up and said nothing.Chief minister for two terms and what more has he done?Unbelievable that Voice has given him this space.He is part of the problem.

      Gorst is a follower not a leader. A mere political animal.
      A *leader* would have recognised the bleedin obvious without a fake CoI and would have put justice and children's safety first at the outset.

      However Team Voice have been pretty clear that they don't "support" Gorst and his damage control modus operandi. They merely point out that Gorst is highly preferable to the alternative of the full blown Team-Cover-Up and Team-Paedo.

      Team Voice has to be realistic -and so do we.

  15. Great news with Ozouf, Routier and the ultra useless Pryke going. Mezec should get in as a Senator now. But what a pity we can't have Trevor Pitman standing for Senator. A proper politician who always stepped up. Mezec only seems to appear on safe, non-contensious issues. As for Gorst he is an utterly weak waste of space. Terrified of Phil Bailhache, the Bailiff and Attorney General. Wish he would stand down too.

A question as to just what Gorst had done regarding allegations of corruption in our judiciary would have told your readers all they need to know.

  24. A great piece of journalism, VFC. Once again the overt inadequacy of Jersey's MSM is thrown into stark relief.

    Turning to the words and position of Ian Gorst - and I say this as someone who attempted to engage with him some years ago, and alert him to the truth - the man is pathetic.

    I e-mailed him - twice - offered to meet with him - speak with him - give him the advantage of my - hard-earned - insight into the gross systemic failings of the Jersey polity.

    He didn't even reply.

    And later - when I again wrote to him on a third occasion - concerning the ultra vires failure of Jersey's supposed "public-inquiry" to even follow its legislative-instruction (Part e of the States decision) I received an ignorant and incompetent foot-stamping brush-off.

    Ultimately, my position is this: 'the population of Jersey - especially children and women - do not presently enjoy the effective protections of the rule-of-law. What path of events are most likely to rectify that 800 + year failure - and rectify them most quickly? An Ian Gorst CM - or a Phil Bailhache CM?'

    Regrettably, it's the latter. Ian Gorst is operated by the more intelligent factions in London. Those factions know that Phil and Bill Bailhache are so toxic and compromised and frankly deranged, they and their faction represent an existential threat to the very standing and reputation of The Crown.

    That's why those 'powers' want and need an Ian Gorst-type CM - and why they know a Bailhache Brothers CM accelerates and drives forward the inevitable. That 'inevitable' being the unavoidable intervention and clean-up of Jersey by those UK authorities whose posture on the world-stage as global 'leaders' for democracy, separation of powers, the rule-of-law, human-rights, and justice - is simply non-compatible with their present support for "The-Jersey-Way".

    The maintenance of "The-Jersey-Way" is wholly non-compatible, unsustainable with the global posture of the British state.

    Gorst gives London a fig-leaf.

    By way of contrast, Functional-Phil leaves them no-where to hide.

    No hiding-place.

    Give the Jersey / London camorra what they wish for.

    Vote for Functional-Phil.

    It will force the inevitable UK state intervention on behalf of the vulnerable, far sooner than the patsy Ian Gorst

They didn't follow through on their bankruptcy process against him did they, when they dug up supposed court costs from years earlier, to make sure he didn't become a candidate in the by-elections caused by them forcing Trevor and Shona Pitman out of office?     1. My understanding is that they didn't follow through, which was surprising. To make play with court processes which are not then carried through is the kind of frivolity which would attract the criticism of the court in England. But, we can understand the 'Jersey-politics' of it. The move by your establishment had the effect they desired, without the deeply negative publicity of bringing about a stale and redundant bankruptcy upon a man who is a hero in the eyes of Jersey's downtrodden. From memory, I think VFC did an interview with him around the time of the Pitman expulsion by-elections during which he was asking questions of Jersey tv media? (maybe you have a link?) I recall he explained then that he felt intimidated by the court action against him, and that it would always hang over him as a threat, a Sword of Damocles, always ready to 'dropped' every time an election came around? So he was threatened out of the democratic process, as your 'glorious' leaders desired. I expect your judicial debt collectors are gearing up to go hammering on Syvret's door any day now.

      He hates the States calling them oligarchy gangsters among many other things.
      He believes there is no rule of law in Jersey, it is all corrupt, so it would be hypocritical for him to be involved in the passing of laws with an Assembly he detests, and does he really want to be another a Ted Vibert?

    3. Speaking for my part (comment at 21.48) I have no idea if he would want to stand again. It's very possible he would not, given the suppressive and sustained 'course of conduct' carried out against him by your establishment. But this discussion is theoretical. If he did wish to seek reelection, he should certainly be free to do so. He may not succeed, of course. But undoubtedly a significant cohort of Jersey voters wish to exercise their democratic right to have the opportunity to vote for him. By the establishment and maintaining of a collection of harassments, threats, and suppressions against a significant 'opposition' figure we see the qualitatively similar oppression of dissidents carried out in Jersey, as we see in Russia.

      The point is, you may hate him. Most voters may dislike him. Some voters will like him, and free and fair democracy should win-out. But you cannot have free and fair democracy when those who are serious opposition candidates are either expressly, or indirectly, through fear and threats, kept off of the ballot sheet. And I'm afraid your argument about Syvret viewing your polity as a corrupt and dangerous oligarchy is the weakest you advance. A community-minded political activist who saw your establishment as a stagnant and rotted system has, very much, a duty to oppose it. One does not contest elections only if you agree with entrenched governing culture.

      Let us not lose sight that Stuart has tried to get back into the States on 2 occasions and did not succeed after a 20 year run in there. Many say a week in politics is a long time, but 20 years? If you cannot get results then your policy is either wrong or nobody agrees with you. Either way the Public will eventually lose interest.

  34. Syvret for all of his faults will forever remain a Legend. Just like Trevor and Shona Pitman. We need people like them who will always stand up for the ordinary man and woman, and refused tobe bullied in to silence by Bailiffs unlike most.     Instead, in Jersey, people like me trawl around the election campaign trail – trying to sell our wares to the voters – usually on the basis of nothing more substantive than “Hey – I’m a nice guy – my great-uncle lived in this parish – and I like your pub - so please vote for me.”

    In my case I like to imagine I offer a little more substance – but the net result of this approach to democracy is a legislature comprised of a disjointed, directionless rabble which possesses no electoral mandate for a particular political direction or programme of policies.

    Such a lack of focus results in a “let’s make it up as we go along” approach to policy formation. Most members of the Jersey legislature, no matter how well intentioned, are just sitting around waiting to be led – waiting to be told what to do.

    And it is into this policy vacuum that the winds of power rush ....."

  46. Just watched the latest Reform Jersey promo for a candidate they are standing here in St Helier 1. Seems like a pleasant enough lady but hardly a Trevor Pitman. After such good representation when the former Deputy was in the States, likewise Deputy Martin until two or three years back to be fair, now all three of our current reps are frankly useless. Maybe Martin just ran out of steam but the other two! Labey and Wickenden do sweet FA and appear to barely be able to make a worthwhile let alone coherent speech. Bleak times. Come back Mr T!

    Anyone standing for election in Jersey should be made aware of the still unmitigated risks of standing for election if they are going to take on the establishment or the unprosecuted child abusers.

    In addition to the rehabilitation of offenders, there is other Jersey legislation which must be complied with:

    1. I recall Le Fondre opine in a public forum that States Members should be paid according to their salary before they entered the States. I challenged him on the basis of equal pay for work of equal worth - a concept he obviously had no understanding of. Does he now? Also, my concern was for female candidates who had taken time out to rear children from well paid jobs. Under his proposals they would have served as politicians in an unpaid capacity while their hussbands/partners would have received a salary. The man was a sexist and anti-working class numpkin. They do say a leopard does not change his spots......

With elections soon upon us these two (through experience ) could surely let the good honest and enthusiastic people standing for the May elections know if it's worth it or not. It would be so good for us, and others if The Pitmans came forward and be interviewed by Citizen Media and let us know why they are not standing.

They would both top the poll IMHO if they returned to their old didtricts. Trevor P would undoubtedly get in as a Senator if he tried too, experience and gravatas that no one else from the left can offer.

      What I really came on to comment about though was in regard to would be Senator Kristina Moore and as it happens Shona Pitman. In today's JEP the miserable faced Home Affairs Minister is waxing lyrical about the police becoming accountable.

      So could I, through your pages, ask Moore to explain this accountability stance with her dismissing the fact that Pitman had been knocked down by a driver in front of witnesses. And yet the police not charging the driver responsible and even refusing to give the poor lady details of the man for many months? I think it was only this blog that got the information released?

      All Moore could answer to States questions was that "this is a lady we all know". Just how accountable are our police under you then Minister? Or does it just depend who you are? Just pre-election hogwash IMHO.

    This manipulation of justice has even seen the contrived banning of a respected US journalist, Leah McGrath Goodman, from the island once it became apparent she was researching child abuse cover-ups and the island links to Jimmy Savile. A ban only lifted following the intervention of UK MP John Hemming and an international petition campaign initiated by Deputy Trevor Pitman himself. Trevor Pitman states that along with two other political ‘backbench’ colleagues the number of complaints alleging corruption received from members of the public has reached deeply disturbing proportions in recent months.

    Legal System - Corruption
    These complaints have included alleged tampering with court transcripts; destruction of and refusal to look at evidence; inconsistency in sentencing; and even perjury and collusion between lawyers. The recently leaked 'Barton Report' of a disciplinary hearing involving police at the centre of the illegal bugging allegations in the ‘Drug Baron’ Curtis Warren case even revealed claims of falsified and unsigned statements being presented instead of original documents.

    Yet the Deputies say the cold, hard evidence of the justice system being in desperate need of external investigation; and the depth of the obstacles facing victims of the cover-ups was only brought home to them after they pursued the island’s only, and hugely influential, pro-establishment newspaper, the Jersey Evening Post to court for defamation along with one of its millionaire clients. The newspaper and its estate agent client Broadlands had mocked the couple after Trevor Pitman’s election, falsely claiming they had increased their salary four-fold by entering politics when in reality they had taken a drop in income of thousands.

  56. It is quite clear that a Mistrial should be called in our case as it has not been compliant with Article 6 (the right to a fair trial) of the European Convention on Human Rights. I am learning of more people suffering serious legal abuses on an almost weekly basis. In fighting for justice ourselves we hope we are also giving hope to all others utterly betrayed by a justice system that is meant to protect everyone but which does not. We will endeavour to help anyone else we can. Indeed, we will fight all the way to Strasbourg if necessary until Jersey gets its judicial system in order’.

      Ian Gorst has done a fantastic job in pushing through the abuse inquiry recommendations and in bringing proposals to reforms our antiquated civil service ... he has appointed an INDEPENDENT children’s commissioner ... which many nay sayers said would never happen ... and, no matter how much this may be galling to some, he is a true reformer.
      I support these reforms and as a consequence I will be voting for Gorst. There is no credible alternative ... least of all Philip Bailhache particularly given his history wrt child abuse. We have to move forward, not backwards, slow as it at may be.

    The Ex Health Minister and 'Father of the House' went to prison for refusing to take offline the leaked copy of the police report into the spate of suspicious deaths of vulnerable patients in Jersey's hospital.

      Mr Syvret is not known for being a man who is behind the curve, and he has given his reasons (at least some of them) for not giving his evidence without representation.

      Telephone Boy and the rest of the States communications apparatus would claim otherwise but when there has been enough time for things to shake out Mr Syvret has generally proved to be bang on the money.
      There are a few things he appears to have been wrong about - like underestimating the resistance of the UK to bringing the City's "back office" into line

      It is indeed very disappointing that Ex Health Minister Syvret did not give his evidence to the "Care Inquiry"

      You and I have little appreciation of the threats (legal and otherwise) that Mr Syvret was subjected to
      so all of the "wouldn't you have thoughts" sound rather glib, especially if the 'thinker' has not made even a fraction of Mr Syvret's sacrifices.

      The CoI was employed to do a job. Mr Syvret's job ended when he ceased to be a States Member, everything else he has done is pro bono.
      Mr Syvret is not thick - a real Child Abuse Inquiry would not have refused him legal representation.

      Regrettably the only logical conclusion is that it was set up to fail.

    8. There's a comment which is useful to focus upon in order to broaden public understanding of the legal issues and proper functioning of the rule of law. On the 3rd April, at 14:20 a comment says:

      The comment is deeply legally illiterate.

      Stuart Syvret's blog, just as with the rest of the Jersey blogs, constitutes evidence already in the public domain, and which evidence was readily accessible to the Jersey child-abuse public inquiry. Thus it did not require Syvret, nor the authors of other blogs, to 'take their evidence to the public inquiry.'

      Rather, it was the legally binding duty of the public inquiry to include that evidence.

      A 'public authority', a 'public body' such as a statutory public inquiry is bound by law to take all 'reasonable steps' to fulfill its 'legislative purpose'. In the case of the Jersey COI that requirement meant they had to take into their processes all publicly available evidence.

      Therefore, all of the blogs which dealt with the Jersey child-abuse scandal should have been taken into the evidence gathered by the COI. It did not, and does not, require some third party to inject that evidence into the statutory inquiry process. That publicly available evidence should have been automatically incorporated by the COI.

      It was, and remains, an unlawful failure by the COI to have failed to take into account already publicly available evidence.

      It was not Stuart Syvret's task to take the contents of his publicly available blog to the COI. Rather, it was the task of the COI to take into account and include that public evidence.

      I'm afraid that is incorrect because the Care Inquiry was asked at the time about evidence on Blogs, and they said that they took no notice of any online Media.

      As you point out, this failure was not due to 'honest' incompetence but was done by deliberately excluding witnesses and evidence.

      The Trabant only had one destination. Lots of hand wringing on the way but the main causes of corruption and abuse carefully avoided and left in place.

      There are some who are determined to blame the failure of the CoI on anyone but the CoI themselves.

      Telephone Boy and the rest of the States communications apparatus will endlessly repeat their guff but it is interesting to learn from what happened when important witnesses DID attempt to present errr...       As I suggested earlier, a Functional-Phil and Barking-Bill Chief Ministership would have taken Jersey into the realms of no-longer-disguisable sociopathy. CTV tonight Steve Luce & planning have turned down a development in St Peter that was intended for locals, now Mr Luce should stand on an island mandate if he wishes to continue as minister of this department to gain the confidence or otherwise. Last election he was unopposed, no declarations yet in StMartin although one of their residents has been declared in St Saviior No.3 district WHY , stand in St Martin & give voters a chance to oust this clown am sure you would find more support in your own "manor"

    The discussion has strayed onto some surprising subjects. The Health Minister who was sacked for finding out and (worse revealing) that Jersey had a systemic child abuse problem believes that at least one witness to this abuse has been murdered

    "......these people would murder me. Just as they murdered a vital, core witness in 2015. A murder for which the States of Jersey Police Force have refused to even take a formal statement of criminal complaint."

    The Health Minister has not blogged since December 2015

    It seems that most readers are grateful that we had a CoI at all though many are perplexed as to how it cost so much and came up with so little of substance. It found no cover up and even chose it's words carefully regarding "the Jersey Way". The Jersey Way was not generally mentioned as such but rather "the negative perceptions of the Jersey Way". Lawyers are vague when it suits them and choose their words carefully to suit their client. The CoI has been compared to a "£23,000,000 Trabant with a prebooked destination".

    The Health Minister blogged of his concerns of this happening way back in March 2014.

    We have the usual protracted arguments between these views and those who apparently think the CoI was properly conducted and that anyway it is all that you are going to get!


    There has been the usual lively political discussion and debate about the upcoming election.
    I wonder if VFC has amended any of his views in the light of Bailhache not standing for re-election? Is Gorst still the best bet or has the landscape changed?
    Is there any chance that Higgins might put himself forward?

    1. I remain realistic (as mentioned in the main posting). The only two declared candidates for Chief Minister are Ian Gorst and Lyndon (Philip bailhache by proxy) Farnham. On that basis it has to be Gorst.
