Scrutiny Call for Evidence.

IJCI

On the 3rd of July 2017 The Jersey Independent Care Inquiry (IJCI) delivered its damming REPORT on the decades of Child Abuse carried out in Jersey State run "care" homes and elsewhere across the island. The Panel, as part of its report, made 8 key recommendations which can be found in the link above or the shorter version can be read HERE.

In response to that report, and recommendations, a Scrutiny Sub Panel (The Care of Children in Jersey review Panel) was formed which is tasked with monitoring the Children's Minister's progress (or not) in implementing the 8 key recommendations of the IJCI. In December 2018 the Panel presented to the States its quarterly REPORT where it had set out its findings concerning the implementation (or not) of (IJCI) recommendations 1-4.

The Panel is now looking for evidence, from institutions and members of the public, from witnesses who have experience/knowledge of recommendations 5-8. The closing date for written submissions is this coming Friday 16th August 2019. Oral evidence can be given past this date. Its Terms of Reference, and contact details can be found HERE.

ITV/CTV

Some readers might (like myself) believe that all witnesses who gave evidence to the IJCI (like myself) will be receiving a letter from the Scrutiny Panel inviting them to make a submission/give evidence to it. This is because local (Old Media) ITV/CTV, who has a long history of broadcasting Fake News, told it viewer(s) this in a report last month. As I hadn't received a letter from the Panel I contacted them explaining I had given evidence to the IJCI HERE,  HERE, and HERE and not received an invitation (as reported by ITV/CTV) to give evidence to the panel. The Scrutiny Officer (who has been extremely helpful) told me:

"I’m afraid it was incorrectly reported that the Panel were writing to all those who gave evidence to the Inquiry."

I asked the Scrutiny Officer if he would contact ITV/CTV and suggest they broadcast a correction to its "incorrect reporting" because potential witnesses might believe, because they haven't received an invitation/letter from the Panel, they are not required to give evidence. The Scrutiny Officer told me that, after making contact with it, ITV/CTV will amend anything necessary on its website but would NOT broadcast a correction as I understand it. I explained to the Scrutiny Officer the long history of ITV/CTV's Fake News and in particular when it comes to do with anything about (Child)Abuse. I sent a link backing up (with hard evidence) the long and sordid history of ITV/CTV's Fake News reporting HERE to suggest, it is more likely than not, that the "misreporting" is more of a design than a mistake. No correction was broadcast (to the best of my knowledge).

In the hope of minimising the potential damage caused (again) by ITV/CTV and to, hopefully encourage witnesses to come forward, we asked Chairman of the Panel, Deputy Rob Ward if he would agree to an interview and explain what kind of evidence the panel is looking for and from whom. The Chairman was very accommodating, agreed to an interview (below) and answered our questions as best he could.

VFC's  interest primarily with recommendation 7 (The Jersey Way):

"13.18 "Throughout the course of our work we heard the term the “Jersey Way”. While this was, on occasions, used with pride, to describe a strong culture of community and voluntary involvement, it was more often used to describe a perceived system whereby serious issues are swept under the carpet and people avoid being held to account for abuses that have been perpetrated. This was well summarised in the contribution of a Phase 3 witness who told us:

“We (also) have the impossible situation of the non-separation of powers between the judiciary and political and there is a lot of secrecy, non-transparency and a lack of openness. This brings with it the lack of trust, the fear factor that many have spoken about and contributes greatly to the Jersey Way.”

"13.19 That fear factor and lack of trust must be addressed, therefore we recommend that open consideration involving the whole community be given to how this negative perception of the “Jersey Way” can be countered on a lasting basis. While constitutional matters are out with our Terms of Reference, we are of the opinion that this matter cannot be addressed without further consideration of the recommendations made in the Clothier and Carswell Reports."(END)

"The Jersey Way" and "fear factor" are not exclusive to matters concerning Child Abuse and is the culture of those who run this Island, as in Crown Officers Bailiff/Deputy Bailiff and the Law Offices Department. People live in fear of retaliation/persecution if they speak up/out and we feel this is NOT being adequately (if at all) addressed and might prevent witnesses coming forward to give evidence to this panel's review. We have previously reported on recommendation 7 and explained (or former possibly illegally suspended Police Chief Graham Power did) the far reaching (beyond Child Abuse) consequences of it HERE.

We asked Chairman Deputy Rob Ward, in regards to recommendation 7, if people have evidence of alleged political/judicial corruption, could they give this evidence to the panel/review? What assurances (if any) could he give those wishing to submit evidence that they won't become victims of "The Jersey way" and face persecution/retaliation? What "legal status" does people's written submissions have? Could the Attorney General's Office come after somebody for what they have written in their submission? The irony of that is, the Panel will no doubt be getting its advice from none other than....................The Attorney General's Office.

Adrian Lynch. (The "Official Line" Questioned)



On the night of the 4/5th of December 2015 twenty year old Adrian Lynch disappeared in the Carrefour Selous area of St Lawrence Jersey. Adrian had attended a works Christmas party at the Merton Hotel. He is STILL missing. What Team Voice will be looking at in these Blog Postings is the efforts of the States of Jersey police to find him. Have they done enough? Are they doing enough? Does their official line make sense?

There was an initial large scale search of the surrounding areas but this, according to reports, didn't turn up anything. One of the questions that must be asked is why there hasn't been an Island wide search? We must also remember that the dogs apparently didn't pick up any trace/scent of Adrian.

Here is a list of Adrian's movements on the night in question, the search area, and the last sighting as published in State Media.

Last Known sighting was at 2.17am on the 5th December 2015

Jersey Police have released more details of his last known movements, saying he could have been calling at houses on Rue Du Douet de la Rue.
His last known sighting has also changed; a homeowner saw him on Clos de Devant around 2am, after previous sightings of him at Bon Air Stables.
Below are details of all the known sightings of him from midnight on Friday evening.

0:00 - Adrian is dropped off by a taxi at the junction of La Rue and Ruette D'Avranches.
0:00 - Adrian spoken to by a driver just South of Carrefour Selous.
0:00-0:30 - Two further potential sightings in the same area of Carrefour Selous.
1:00 - Seen by a member of the public in Rue de la Golarde.
1:10 - Seen by a homeowner on Rue de la Gorlarde.
1:30 - Possibly knocking on doors on La Rue du Douet de la Rue.
1:30-2 - Sightings in the area of Bon Air Riding Stables by two witnesses
2:00 - Seen at Clos de Devant, seen by homeowner


Are we saying that in Jersey a person can go missing, there is a week long search, and then that's it? All the reported evidence could point to possible foul play. He hasn't been found lying in a hedge, field or in a barn seeking shelter (shelter from what exactly?) from a mild winters night when he could have just gone home. Where is the public concern? Why haven't the Jersey Media asked the police for answers to the real questions?

What concerns Team Voice is that the States of Jersey Police (and State Media) are still peddling the misadventure/hypothermia line. If that is the case why haven't they found him? How could a 20 year old fit boy die of hypothermia in such mild conditions and conceal himself so well that he can't be found?


On the 12th April 2016 Detective Chief Inspector Lee Turner released the below statement that appeared on State Media.

"Jersey Police are appealing to islanders to allow them to help search their outbuildings for missing Jersey man, Adrian Lynch.
Detective Chief Inspector Lee Turner, who is leading the investigation into Adrian’s disappearance, has issued an offer of police help for anyone living within a 2 km radius of Carrefour Selous.
It's now been four months since the 20-year-old went missing on his way home from a work party."


"It’s very possible that Adrian sought shelter that night, perhaps with the intention of lying down to rest and concealing himself for warmth. A large number of outbuildings (sheds, greenhouses, garages etc.) have been searched by police and partner agencies within the designated zones during the extensive searches, in the weeks after Adrian’s disappearance. Many people have already checked their properties themselves, however, due to whatever reason, such as physical impairment for example, some property owners may not have been able to satisfy themselves completely that they have looked as thoroughly as they would have liked.
This offer also applies to any neighbours of unoccupied or derelict sites which they believe may not have been checked."(END)


Surely the police must know what has been searched and what hasn't been searched? They must surely have a list of anyone who has been away for the winter months? These properties normally have a neighbour who would keep an eye out on everything.

"Lying down and concealing himself for warmth"

Really. I mean really???? He has been walking around the Carrefour Selous area for 2hrs 20mins. When Team Voice walked it on a cold winters day we found that you warm up quite nicely. How about the recent reports of two fisherman who were elderly and in the water for 4hrs holding onto their boat? They didn't die of hypothermia. Two pensioners have got the fitness and strength to hold onto an upturned boat for four hours and don't die of hyperthermia yet, according to the police, a 20 year old possibly died of hypothermia walking in country lanes for a couple of hours?

Readers might recall, in November 2013, six fisherman, were rescued from the northern isle "The Ecrehous?" One of the fisherman, Jason Bonhomme, was in the water for five and a half hours, wearing no survival clothing. The sea conditions were horrendous that night, with gusts of up to 64 knots coming from the South. Jason, in 2013, was forty years old (twice the age of Adrian Lynch). Jason told us, when he was eventually rescued, that his core body temperature had plummeted to 27/28 degrees. He explained that the normal core body temperature is 37 degrees, if/when your temperature hits 30 degrees (if not before) you will die of hyperthermia. His core temperature was 2-3 degrees below that and he, it must be said, "remarkably" survived and in such treacherous conditions. Yet the police are telling us somebody half his age could have died of hypothermia, fully clothed, walking the lanes of a country parish on a mild winters night? It doesn't make sense!

The police are also telling us that Adrian could have sought shelter, under a bush, or in an out-building/shed. What could he possibly have had to shelter from? It was a mild night.

From the State Media reports we have seen, the police seem to be ruling out any third party involvement/abduction/murder. How can that be ruled out? To a lay person it makes more sense than the hypothermia/shelter line.


On 13 April 2016 ITV/CTV broadcast, what many see as an insensitive, and distasteful, "news" item concerning the abilities of Jersey police sniffer dogs. In a four minute article, they demonstrated how effective the dogs are by getting one of its "journalists" to hide behind a bush and the dog finding her. Not once during the broadcast was the name Adrian Lynch mentioned. Not once was the question asked; "if the dogs are that good how come they haven't found Adrian?" Once more the "official line" of events just don't stack up and some serious questions need to be asked of our police (who, as a force, haven't reportedly been externally reviewed since 2008)

There is a 20 year old boy/son/brother still missing in Jersey and his family deserve answers, they deserve some kind of closure. The public deserve answers.

The media needs to start challenging the official line instead of promoting it. The official line, as mentioned above, doesn't make sense. Adrian's family and the general public deserve better than this from our police and media. Questions need to be asked/answered.

A Witch Hunt............In The Public Interest? (2)



In part two of our exclusive, and in-depth interview, with former Deputy Trevor Pitman we discuss, among other topics, the decision to force him, and Mrs. Pitman, into bankruptcy.

Team Voice, the Pitman's, and many others can't see the sense behind it if this decision was made on a financial basis. If however it was made on a political basis then it makes a lot more sense.

As more, and more, people are coming to the conclusion that Jersey's "justice" system is politicised and corrupt readers/viewers might see merit in that argument after viewing the interview.

Alternatively it could be that making the Pitman's bankrupt and cutting off their income DOES make perfect financial sense and if this is the case then we would be very interested in finding out how/why?

A Witch-Hunt.............In The Public Interest?



Due to the misinformation, and invasion of privacy, against Mr. and Mrs. Trevor Pitman broadcast by the local State Media recently. VFC has exclusively interviewed Mr. Pitman in an attempt to, once more, get the truth behind the propaganda. Furthermore to ask the questions the State Media could/should be asking if it did not have its own agenda which has been described as "A Witch-hunt" against those who speak out against the Jersey Establishment.

Readers/viewers might be aware that the Viscount (in an unprecedented move) has allowed the local State Media to publish/broadcast contents of the ( un-finalised) creditors claims against Mr. and Mrs. Pitman following their unsuccessful claim of defamation/libel against the Jersey Evening Post and Broadlands Estate Agents which saw the Pitman's made bankrupt. (more of that in part 2)

In part one of this exclusive, and in-depth, interview we discuss the misinformation being fed to us by the local State Media and hopefully, to some extent, we right its wrongs. We also attempt to discover the meaning of the term "in the public interest." One must bare in mind that Mr. and Mrs. Pitman are members of the public and an extremely dangerous precedent could have been set by the viscount where it would now appear that the public (in Jersey anyway) have no right to privacy (in the public interest).

Deputy Nick Le Cornu, and many others, have described this latest invasion of privacy, and State Media propaganda, as a witch-hunt against the Pitman's. Trevor Pitman sees it as a witch-hunt and it must be said that it is difficult to see it as anything else.

Bloggers to be marginalised by Child Abuse Committee of Inquiry?

Bloggers (Jersey's only independent, and most trusted, media) look to be getting sidelined/excluded by the newly formed Child Abuse Committee of Inquiry.

Regular readers of the Team Voice sites will know that we have been reporting the "evidence and facts" concerning the Child Abuse cover-up and related issues. We have published the official documents buried by the State Media, exposed the State Media, for what looks to be their complicity in the cover-up of events ,since the original Child Abuse Investigation (Operation Rectangle) went public.

The State Media has given us Tooth Fairy Tales, told us, through the discredited, and disgraced, Mick Gradwell that the cellars at Haute de la Garenne didn't EXIST.

We've attempted (unlike the State Media) to discover how a piece of child's skull containing 1.6% collagen (only found in mammals) can turn into a piece of COCONUT.

Indeed, just in one posting alone, (including its links) we blew the lid off of the propaganda being fed to us by the Establishment and its media concerning the Child Abuse (and related events) cover up which can, and SHOULD be viewed HERE.

When the State media has been BURYING DOCUMENTS, kicking Abuse Victims/Survivors in THE TEETH, or just "OPINION MANAGING" Bloggers have been bringing you the bare facts and giving the Abuse Survivors/Victims a voice denied to them by the local State Media.

Team Voice has published official transcripts of "in-camera" (secret) States (parliament) DEBATES. We have published the letter which got our most Senior ranking Police Officer, Graham Power QPM (illegally?) SUSPENDED. Not to mention the infamous supposed MET INTERIM REPORT.


We have been able to do this by gaining the trust of concerned whistleblowers who have leaked us these and many more, published (on our Blogs) documents. We have their trust and confidence to publish these documents where the local State Media clearly DO NOT. 


We have published possibly the most in-depth interview the Former Police Chief has EVER GIVEN. We have published his AFFIDAVIT.

We have also extensively, and exclusively, video interviewed Former DCO and Senior Investigating Officer, Lenny Harper who has regularly contributed to this Blog to include a GUEST POSTING. Our last video interview was published HERE although we did publish a live interview Mr. Harper gave to Sonia Poulton HERE.

Mr. Harper has been the victim of a relentless smear campaign by State Media, and paedophile protectors ever since he unearthed Jersey's dirty secrets. A five part interview with Mr. Harper covering the topic of the State Media smear campaign and much, much, more can be viewed from HERE.

We have gained the recognition of National/International Journalists and featured in a number of broadsheet publications for our researched and credible published documents. We have contributed to a number of TV Documentaries some already broadcast and others yet to be broadcast. Most important of all we have gained the trust of Abuse Victims/Survivors.

What questions has the State Media ever asked? When has the State Media ever been leaked a document..........And published it.......JON GRIPTON? All the State Media has ever done is to regurgitate Establishment Press Releases and bury anything that is uncomfortable for the Establishment. Bloggers (Jersey's only independent media) have challenged "The Party Line" and not just repeated/regurgitated it.

Below are a couple of e-mails between VFC, Mike Haden (Clerk to the Inquiry) and, who appears to be, the Press Officer Peter Jones. Where it appears the COI Panel are looking to exclude/marginalise Bloggers and not allow us the same access as the local, State Media.

Thursday 13th March 2014 I wrote to Mike Haden

"Mr. Haden.

Thank you for speaking with me yesterday on the phone. However you left me with the impression that the COI website was going to be "all singing - all dancing" and would answer all my questions you couldn't/wouldn't when it went live (last night).

After being on the website I am none the wiser. It is (far from being all singing all dancing) a very basic website that could have been thrown together in a matter of hours let alone the months it has supposed to have been under construction.

You assured me that the questions I've been asking (for months) concerning inclusion/exclusion of Bloggers (Jersey's only independent media) would be answered on the website..............They're not. What's more these questions, I feel, have been ducked, and dived, by yourself, and Michael De La Haye before you and STILL remain unanswered.

On the 6th February 2014 (after asking for months before that) I wrote to you, in an e-mail, the following;

"Could you please also ask Francis Oldham QC if myself, and Rico Sorda, can be included in all Press Releases from the COI at the same time as the State Media bearing in mind that we Bloggers (Jersey's only independent media) have adhered to EVERY Press Release embargo, unlike the State Media, the JEP being a case in point of the last Press Release from the COI where it breached the embargo.



I have discussed this with Mr. De La Haye in the past where I pointed out that myself, and Rico, have the trust and confidence of the JCLA and Victims/Survivors of the abuse. As a whole the State Media isn't trusted by, not only the Victims/Survivors, but (according to the latest annual social survey) 60% of Islanders who also DON'T trust the local State Media.


I hope this Inquiry, or Francis Oldham QC, will see the benefit in including myself and Rico in all Press Releases/conferences and will steer clear of "The Jersey Way" by excluding us, as I explained to Mr. De La Haye, It is not the trust and confidence of the Bloggers (Jersey's only independent media) that is up for question. It is that of the Jersey authorities, its media and indeed the COI itself." (END)

It is now time I/we were given the answers and I once more ask you to get them from whoever IS able to answer them.

As mentioned earlier the answers are NOT on the COI website like you said they would be on the phone yesterday, and I don't know how many times I need to keep asking them and for how long?

Mr. Haden then phoned me and told me there is a NEW set of "correct channels", through the COI Panel's website, where I had to ask all the same questions, to the same people that he was supposed to have asked for me months ago.

I duly did this here on the same day/date.

Dear Anonymous.

I have been attempting to get a number of questions answered concerning Blogger (Jersey's only independent media) inclusion surrounding the access to media releases/ Press Conferences/interviews coming from the COI Panel which I have been told, by Mr Haden, have been passed onto "somebody" at the COI panel. I have repeatedly been asking these questions since November 2013 and have never received any answers.

I have gone through the "correct channels" and have now been told by Mr. Haden that there is another set of "correct channels" I must go through in order to ask the SAME questions.

I reproduce (below) my latest e-mail to Mr. Haden sent this morning in the hope that you, or somebody, will finally give me/my readers the long awaited answers?

I am informed that the COI Panel read my, and Rico Sorda's Blog, and would have done sufficient research to now know that we are credible, and most importantly of all "trusted" by the JCLA, Abuse Survivors/Victims, national journalists, UK MP's, local MP's to name but a few.

The COI Panel SHOULD also be aware that the local mainstream media DO NOT share that same trust and stand accused of complicity in "The Jersey Cover-up." 

With that in mind I ask that the COI Panel allow the same media access to Rico Sorda, and myself, as the mainstream media are granted?

Please don't tell me that an announcement will be made on the 3rd of April concerning the media matters as this will give us NO chance to appeal the decision should it be concluded (as I suspect it will be) that Bloggers will be excluded.

I/we would like the opportunity to make our case before any decision is reached by the Panel and am dismayed that we (Bloggers) have not been approached by the Panel in order to make our case.

Finally it is a little off putting having to write to a media contact who is anonymous, could you please give us your name?(END)

Some 24 hrs later I received a reply from somebody called Peter Jones.

Thank you for your enquiry about access to media releases / press conferences / interviews in relation to the IJCI.

Questions of media accreditation and access will be explained at the preliminary hearing on 3 April.  As you know, this is a public hearing. 

We are aware of the public interest in the Inquiry's work and, in the interests of fairness and impartiality, we will be making all relevant information available to everyone at the same time, by publishing it on the website.

To which I promptly replied on the same day.

Thank you for your reply. However you have completely ignored my concerns and would like you to kindly address them?

For example I wrote, among other things;

"Please don't tell me that an announcement will be made on the 3rd of April concerning the media matters as this will give us NO chance to appeal the decision should it be concluded (as I suspect it will be) that Bloggers will be excluded.


I/we would like the opportunity to make our case before any decision is reached by the Panel and am dismayed that we (Bloggers) have not been approached by the Panel in order to make our case."


Then you wrote;

It's almost as if I didn't ask the question when in fact I have been asking these questions since November 2013! Would you please (I did say "please" in the previous e-mail also) answer the questions, or give me a valid reason as to why Bloggers (Jersey's only independent media) are not being given the opportunity to state their case as to why we should be included?

Furthermore I take issue with your assertion;

Why then, if you are to be believed, were the local State Media given an interview by Frances Oldham QC yesterday and obviously told about Ms. Oldham actually being on the Island when Ms. Oldham's presence on the Island was purposely kept hidden by Mr. Haden from myself, and as far as I am aware, the JCLA?

With that mind could you tell me, as you claim "in the interests of fairness and impartiality, we will be making all relevant information available to everyone at the same time, by publishing it on the website." Where on the website is it written that Frances Oldham QC was on the Island and available for media interviews?

I look forward to you very clear and concise answers in the interest of openness, transparency and to use your words  "in the interests of fairness and impartiality."(E-MAIL END)

Not surprisingly I have not, as yet, received a reply from Mr. Jones but will keep readers informed.

Former Jersey Politician, 30 year Met Police Veteran, and Blogger BOB HILL B.E.M who was instrumental in forming the Terms of Reference (as were Team Voice) for this Committee of Inquiry and avid campaigner/Blogger for truth and justice for Abuse Survivors/Victims has made his own submission, as a Blogger, to the COI Panel, and as far as I'm aware has not had a reply either.

Similarly Former Senator, and Health Minister STUART SYVRET who has campaigned tirelessly for the Abuse Survivors/Victims has also made his own submission, as a Blogger, to the COI Panel but he too, as far as I'm aware has not received a reply.

We can only hope that the COI Panel DO NOT exclude Bloggers (Jersey's only independent media) from the process as we are arguably the most trusted and credible news source on the Island. The State Media is not trusted and has no credibility, as the links in this Posting demonstrate.

This Committee of Inquiry NEEDS to be seen as open and transparent in order to gain credibility and TRUST and for Jersey to be able to move forward after dealing with its sordid, and ghastly past. If Bloggers are excluded, and we have to rely on the discredited, and disgraced, State Media to report the TRUTH then we will have learnt that "The Jersey Way" still prevails and NO lessons have been learnt.

It's time to start doing things differently.

Sonia Poulton on Journalism.

Further to a previous VFC Blog Posting demonstrating how State Television is able to EXONERATE THE DEAN OF JERSEY , on the strength of a Press Release from Senator Philip Bailhache, and a cosy chat in the "news" studio but contrary to the English language/dictionary/documented evidence. Not to mention the Dean's own APOLOGY.

As well as State Radio CUTTING OFF THE MICROPHONE of an opposition politician and refusing to give her the opportunity to provide evidence (she had in her possession) to substantiate some of what she was saying that goes against the status quo. And the BBC burying (after reporting on the prosecution case) the interim defence case submitted by former Chief Police Officer Graham Power QPM.

Or Jersey's only "news"paper hailing a cop who is alleged to have been leaking confidential police information, during a live Child Abuse investigation, to a "journalist" with a history of supporting convicted paedophiles as a "WHISTLEBLOWER" when anybody with just a fraction of common sense knows former SIO Mick Gradwell should be investigated as a suspect in "Operation Elveden."

Jersey's State Media has consistently either buried public interest/news stories or OPINION MANAGES them into anything that will help maintain the status quo of this, not fit for purpose, feudal government and what many perceive to be a politicised, and corrupt judicial system.

Readers should ask themselves; when has The Establishment ever been seriously challenged by a local "journalist?" When was the last time a local "journalist" seriously challenged (rather than repeated) a Press Release from an Establishment Politician? When has any of the local State Media challenged the status quo or even asked the most blindingly obvious challenging question?

The answer is they don't/won't they just report whatever Press Release they are given, no matter how ludicrous, and keep their heads down too scared to rock the Establishment boat and any "journalistic" integrity is washed away in favour of keeping their jobs and not becoming a victim of "The Jersey Way."

Readers might now be aware of an exciting new online news/magazine channel THE PEOPLE'S VOICE (TPV) and in particular The Sonia Poulton Show. Sonia has interviewed (so far) former DCO and SIO of Jersey's Child Abuse Investigation LENNY HARPER and local politicians Deputies TREVOR AND SHONA PITMAN and she is keen (I am told) to interview others from Jersey. All going to plan, in the New Year, she will be.

The Sonia Poulton Show is broadcast every week night between 1700-1900hrs GMT and is a wealth of information concerning what is buried, or spun, by the "professional" mainstream media and shows us that Jersey's local State Media is only marginally worse than that of the UK and others.

A few nights ago Sonia Poulton interviewed Keith Allen who directed a documentary on the death of Diana Princess of Wales which can, and should, be viewed HERE. As fascinating as the interview was, it was just before Sonia Poulton introduced Keith Allen that was probably the most truthful and accurate monologue I have ever heard from a journalist live on air and simply has to be shared with readers of this Blog.

Can anybody legitimately argue with what Sonia Poulton has to say in this one minute forty nine second monologue and seriously argue that she isn't describing Jersey's State Media?

Jersey's State Media is no more than Guardians Of The Status Quo who daren't challenge those in power............... Which is exactly what a "journalist" is supposed to do.

"Exonerated."

Discredited, and disgraced, ITV Channel Television continues to mislead its viewer(s) with what looks to be a carefully orchestrated/rehearsed piece of media spin/opinion management led by Senator Philip Bailhache.

In the video below readers will hear Mark McQuillan, and Senator Bailhache, claim that the Dean of Jersey, Bob Key, has been "exonerated" by the un-finished, and un-published Steel Report.

The interview would have come about as a result of Senator Bailhache publishing, a misleading and inaccurate, Press Release which was shown for what it is on this Blog posted HERE. In that Blog Posting I published an extract from an e-mail I sent to ITV Channel Television pointing out how the Steel Report had NOT exonerated the Dean of Jersey nor had it exonerated the Island's clergy and asked if ITV/CTV was referring to another Report?

After having to be chased up ITV/CTV responded to my e-mail and a subsequent exchange took place between them and I where CTV/ITV explained it was indeed referring to the Steel Report and concluded that what was reported was "Entirely Accurate." Regular Readers will know that ITV/CTV (or CTV as it was then) has a very strange understanding of the phrase "Entirely Accurate" as has been demonstrated on this Blog HERE and HERE. Yet ITV/CTV has gone one step further this time and, for all intents and purposes, claims the English Dictionary to be wrong while ITV/CTV is "Entirely Accurate."

On Monday 25th Nov 2013 I wrote to CTV/ITV;

"On tonight's edition of your 6pm news programme Senator Philip Bailhache was interviewed by Mark McQuillan concerning the Dame Heather Steel Report. On a number of occasions Mr. McQuillan, and Senator Bailhache, stated that the Report had exonerated the Jersey Dean/Clergy.

Could I ask what Report Mr. McQuillan, and Senator Bailhache, were referring to? It clearly can't be the un-finished Dame Heather Report because that hasn't been published.

Is there another Report which has exonerated the Jersey Dean/Clergy? If so could you tell me where I could find a copy of it please? I'm not aware of any Report that has exonerated the Jersey Dean or Clergy."

After not receiving a reply, or acknowledgement of the e-mail, after a couple of days I sent a reminder e-mail and then got a response where on Wednesday 27th Nov 2013  ITV/CTV wrote;


"Thank you for your email.  I have taken the time to consider your query, reviewing the programme concerned and discussing the matter with the news editor and programme producer of the day.

Our interviewee Sir Philip Bailhache was indeed discussing the Steel report, which, as you correctly point out, has not been published.  However in a press release received by ITV Channel Television from the Bishop of Winchester, it states: "...based on Dame Heather’s findings to date ... I will not be taking disciplinary action against any member of the clergy in relation to the handling of the safeguarding complaint in question or the subsequent review process."

Sir Philip clearly used the word 'exonerate' as an interpretation of that statement. Mark McQuillan repeated the term in a question back to him which we do not believe is unreasonable or would have misled our viewers.  Our coverage of this story was entirely accurate and we have not make any misleading claims as part of the report or subsequent live interview.

I hope that clarifies the matter."

To which I replied on the same date;

"I'm sorry but I do not accept your interpretation of "not taking disciplinary action" as "exonerated" they are two completely different things. Viewers, in my opinion, were given the impression that the Dean, and clergy being "exonerated" would mean they are blameless which clearly isn't the case.

If you will not make clear, to your viewers, the difference between "exonerated" and "no disciplinary action" then I will take up my complaint with OFCOM or whoever it is that are supposed to regulate ITV. Could you send me the contact details of the relevant body who deals with complaints to ITV if you will not accept the difference between "exonerated" and "no disciplinary action"?"

To which ITV/CTV replied;

"I have given you my response to your original complaint.  If you wish to take your complaint further, Ofcom is indeed the correct regulatory body.  The contact details are:

I then responded;

"I find it incredible that anybody with the slightest understanding of the English language (let alone a professional Journalist) could interpret "no disciplinary action" as "exonerated."

My complaint is that your viewers would have been misled by Mr. McQuillan/ITV and after reading the dictionary interpretation of "exonerated" (esp. of an official bodyabsolve (someone) from blame for a fault or wrongdoing, esp. after due consideration of the case."  I would ask that you reconsider your response and agree with me that your viewers (according to the dictionary) would have been left with the impression that the Jersey Dean/clergy are blameless.

OFCOM will insist that I have attempted to resolve this matter locally before they will accept my complaint which is why I am once more asking that you reconsider your response (in light of the dictionary definition of "exonerated") and don't expect OFCOM to defend your interpretation of the English language which is contrary to the English dictionary?"

ITV/CTV were having none of it by responding;

"Thank you for your email.  We stand by the response I have already sent you, so I suggest that if you are not satisfied, you contact Ofcom for an independent adjudication."(END)

So there we have it, contrary to the English Language and Dictionary, ITV/CTV claim it has been "Entirely Accurate" in its reporting.

Moreover, despite being in possession of a document(s) which completely contradicts what Mark McQuillan and Senator Bailhache were peddling, ITV/CTV or Mr. McQuillan ("accredited" "journalist") didn't see fit to tell its viewer(s) of this contradiction. The Dean has apologised for his so-called "mistakes" when he wrote;

“I regret mistakes that I made in the safeguarding processes and I understand that, upon reflection, it would have been more helpful if I had co-operated more fully with the Korris Review. I now add my own apology to that of the Bishop of Winchester and Archbishop of Canterbury to the vulnerable person at the heart of this matter." From HERE

To any objectively minded person ITV/CTV's report (below), its subsequent refusal to acknowledge the English Language, and its total refusal to question Senator Bailhache's misleading and contradictory, Press Statement, one has to come to the conclusion this is nothing more than "OPINION MANAGEMENT"

We must also remember there is an alleged victim here (besides ITV/CTV viewer(s)) who is conveniently (for some) being air-brushed out of history. The lady who should be at the centre of this mis-managed shambles who claims she was abused by the churchwarden, then dragged through Jersey's so-called "JUSTICE SYSTEM" and kicked off the Island and left penniless, and destitute, in mainland England.

The victim, known as "HG" might very well feel she has been kicked in the teeth by ITV/CTV but hopefully will gain a little satisfaction in the knowledge that she is not alone when it comes to CTV kicking Abuse Victims/Survivors in the teeth CTV HAS FORM after accepting an award for cutting and pasting another, evidence lacking, REPORT.

So contrary to the media spin peddled by ITV/CTV and Senator Bailhache, there is no document, I am aware of, in the public domain that exonerates the Jersey Dean, or the Island's clergy, other than Philip Bailhache's Press Release. There are, however, at least two documents that say the Dean, and others, are far from exonerated and have serious questions to answer HERE and HERE.

Leaks, trust and Credibility.

After today’s announcement that Mike Bowron is the preferred choice of our Home Affairs Minister, Senator Ian (P9-26) Le Marquand, to be our next Chief Police Officer very serious and very probing questions need to be asked of our “accredited” media.

These questions should go right to the very top echelons of the BBC, ITV and the “Independent” Press Complaints Commission, or whoever it is that are tasked with the job of watching over the JEP .

The Home Affairs Minister’s announcement raises many, many questions to the credibility and trustworthiness of our “accredited” media. Regular Readers/viewers of this site will be aware that we were provided with information, not only to the identity of the new (subject to States approval) Chief Police Officer, but the alleged “cover story” that enabled David Warcup to secure his pension, that the selection process was just a PR exercise, Mr. Bowron was “the chosen one” before the selection process had even commenced and  It enabled him (David Warcup) to resign before the Napier report became public and thereby claim that he was leaving because of political and Blog criticism.

After doing everything we could to substantiate the information we were given, we decided to publish it HERE.

NINE DAYS LATER the “accredited” media announce that Mike Bowron is “the chosen one”. It is a known fact that the “accredited” media read this Blog, and have in the past, used it as a source for their own news, but why not this story? So a few of the questions that need to be asked are “how long have they been in possession of this information?” How is it that they report it as “news” NINE DAYS after it appeared on here? Why wasn’t this information provided directly to them? And many more questions besides.

For now we’ll just concentrate on the “trustworthiness” of the “accredited” media, their credibility and that of Team Voice. If this information wasn’t given to the accredited media, then why not? Could it be that they could not be trusted with it? And Team Voice could? Let us just suppose they were provided with this information then we must ask, why didn’t they report it? Are they as “independent” as they claim to be? Were they “encouraged” by our powers that be to keep it under wraps? If so then how can they claim to be an independent media? Either scenario suggests that they cannot be trusted.


As for the credibility, we at Team Voice, believe ours has never been in question. That is because, to the best of our (somewhat limited in comparison to the “accredited” media) ability, we research the facts and rely on documentation to substantiate these facts. We do as best we can to only publish evidenced facts. By doing this and reporting “in-depth” on the more embarrassing (to our government) stories we have gained the trust of some very courageous, knowledgeable, trustworthy, and conscientious people from inside the very heart of our government/Civil Service. These contacts can not be thanked enough, they are taking a huge risk to their livelihoods, their pensions, mortgages and so forth in order to have the truth told. They are, along with the Abuse Survivors, the unsung heroes in this very dark period in Jersey’s History……But why are they not giving, or leaking, this information to the “accredited” and “independent” media?

Our source was right about the name of the successful candidate and it is reasonable to assume that they were also right about the other things in the same story. Or are we to assume that getting the name right was a lucky guess and the rest should be ignored? This is further evidence of how Ministers could be systematically lying to the public about these issues and how the "accredited” media are falling for it hook line and sinker, or are complicit in their party line and deliberately keeping the public ignorant. If Ministers are willing to lie and cover up about these things what else are they willing to lie/cover up about??   Can anything they say be trusted and can we believe anything the Jersey media repeats on their behalf?


It must be said that we (Team Voice) know little about Mr Bowron himself apart from what is available on the internet. From what we do know he appears to be a respected and capable officer and wish him well in his new position. However, his apparent (alleged) association with David Warcup and the "cover story" for Warcup’s departure is not a good start and we hope that Mr Bowron will take an early opportunity to assert his independence from the “untrustworthy?” political leadership of this island. We hope that he will strive to create a politically independent Police Force. We hope that he will also strive to rigorously pursue the perpetrators of Child Abuse and bring them to justice without fear or favour.


What (or who) must also be in serious question is the Home Affairs Minister Ian Le Marquand. Regular readers/viewers will be aware that he gave the Wiltshire Report to the “accredited” media before he gave it to his fellow States Members as we reported, with geat thanks to Deputy Trevor Pitman, HERE, with a follow up

Despite all the promises made about keeping Members informed, he (ILM) has again failed to show respect to his colleagues. We have just checked the States website and there is no proposition lodged to appoint the next Chief Police Officer. Given the concerns about the Police Chiefs one would have hoped that ILM would have ensured that proper etiquette was followed and his fellow States Members wouldn’t have to learn about it through the “accredited” media…………..or on here!

The credibility, trust and independence of our “accredited” media are seriously in question. If any of it was in any doubt concerning Team Voice then this should now have been dispelled……………You heard it HERE  first.
