Lenny Harper Guest posting.


Former DCO and Senior Investigating Officer of the Haut de la Garenne Child Abuse investigation (Operation Rectangle) Lenny Harper continues to answer the many questions that still remain surrounding this Investigation.


When will our “powers that be” start to realise that the truth is out, with more to come yet? In the meantime a big thank you must go out to Lenny Harper and Graham Power for continuing to support the survivors of unimaginable abuse and for having the courage and integrity to continue defying those who set out to intimidate and demoralise them into silence.


VOICE FOR CHILDREN – ANSWERS TO QUESTIONS

I have been away from home for a couple of weeks and on my return I have noticed that a number of people have asked questions which they would like me to answer. As the postings have now been superseded with others, I have put them all together in this document which VFC has agreed to pass on.


The first few questions were posed by Rob Kent. In respect of the situation regarding evidence when I left I recall that we had, I think, eighteen priority suspects. Among these were several still employed in senior posts in the States and some with frightening access to vulnerable children. Senior civil servants and the ministers concerned in those departments were all aware of the situation as was the then Attorney General who had been briefed personally by me. Of these, at least eight were capable in my opinion of being charged. There might have been more. This number contained at least two of those mentioned above as being still in positions of trust. I had also personally briefed at least one Head of Department about someone under his command within the Health Department. I was continually patronised by senior legal figures who insisted that they as lawyers were the only ones who really knew if there was sufficient evidence to charge someone. This of course is utter nonsense. Thirty years of involvement in prosecutions, including charging and presenting our own cases in court, then close working with the CPS in England, the DPP’s office in Northern Ireland, and the Fiscal’s Department in Scotland had left me with massive experience in when there was sufficient evidence to charge. Events in Jersey proved this also, with me defying the then AG to have Wateridge charged and subsequently convicted, and in the case of the couple assaulting children with cricket bats when even the Centenier agreed that there was sufficient evidence to charge in spite of the Law Officers ordering us not to.

Among these cases where a number where if the allegations had been made in the UK there would have been prosecutions on the basis of similar fact evidence. One of these involved a high ranking States Official with access to children on a daily basis. Two separate individuals had made allegations against him which would have been considered both to be Rape in the UK. In Jersey, because of the law, one was seen as an indecent assault. I considered this to be semantics because the facts of the cases were still similar enough to charge. But not according to the Law Officers’ Department in Jersey.

As for part two of Rob’s question regarding how the investigation would have developed, there are a number of aspects to this. The investigation had already been extended out from the wardens and employees. As I have said, there were several in extremely high positions already being investigated. We would have, and I expected Gradwell to continue to do the same, kept on with the same lines of enquiry. We would have just kept on plugging away and gathering evidence in the same fashion. We were already looking at the investigations involving the Sea Cadets, some suggestions of a ring at HDLG (supported by witness statements in the convictions of other abusers – you may recall the ‘lending out of children to members of the boating fraternity), and the abuse by victims. All of these lines of enquiry seemed to be terminated when Gradwell and Warcup arrived.


I should have had some inkling that something was not quite right when on one of his visits over, Warcup spent several hours with the AG (longer than he spoke to me) and pronounced that he had got on very well with him. I should add that we had closed the live enquiries involving allegations of assaults within the Sea Cadets as the offences we uncovered were either not proceeded with by the law officers or the victims were reluctant. Allegations of cover-up by police officers, sea cadet officers, and other officials were not part of our remit at that time although I have no doubt that the evidence was so strong of threats, intimidation, (towards the victims) and downright dishonesty among certain officials (such as in the case of Maguires) that someone would have had to look at this eventually. The one exception to this was the involvement of a senior States of Jersey Police Officer who was clearly involved in obstructing earlier attempts to investigate HDLG and the involvement of other senior police officers in cover-ups. Graham Power and I instigated an investigation by one of the Yorkshire forces into this and I liaised closely with them. During all of this time I was being kept informed and all the signs were that the report would find this officer culpable of a number of discipline and possibly criminal offences. After my retirement I heard nothing of this enquiry and to the best of my knowledge it has been completely suppressed. When I retired the investigating officers were only a matter of a few days away from delivering their report. My view was that given the time, resources, and of course the political and establishment will, then prosecutions and convictions could have been brought in respect of these crimes which made worse the abuse already suffered by the victims. However, as can be seen from the moronic foot stomping and jeering in the States by certain members at the mention of child abuse, this was never going to be allowed.

Someone else mentions the cellars. I have gone over this again and Bob Hill has of course blew it out of the water, but such is the denseness and sheer lack of objectivity of the JEP and its editorial team (oh dear – I am just about to bring another attack on me in its pages!) that it is worth repeating again. I personally escorted a number of those who have criticised the enquiry and subscribed publicly to the theory put about by Gradwell and Warcup that there were no cellars, around HDLG. This includes Diane Simon of the JEP, (she who has memory lapses from one article to another and forgets that she reported the fact that I refused to mention shackles), Deputy Andrew Lewis when he was in Home Affairs, Frank Walker (and his wife) when he was Chief Minister, and a number of others. They all clearly saw the cellars because I stood over them with all present and described what evidence we had about what had gone on in there. Their denials show either the onset of Dementia or outright lying. Only they know which it is.

And of course there is one other strange bit of behaviour recently highlighted by Voice For Children. That of Deputy Kevin Lewis. When we had allegations of abuse in the cellars we were at a loss as to where these were or had been. Deputy Lewis very kindly came up to HDLG, described them to us and took us to the spot where we could access them. It was thanks to him that we found the cellars and all the teeth and children’s bones that we found in there – including those which the Anthropologist in Sheffield said were “fleshed and fresh” when burnt and buried. Why he did not come forward and contradict the obvious untruths in the now notorious press conference by Warcup and Gradwell, only he knows. It is perhaps a “tribute” to the power and the ruthlessness of those who do not want the truth to be known that a man like this is scared to do the right thing. For make no mistake about it, these people are powerful and ruthless. The examples are numerous. My own experience when early in the abuse enquiry I was being stopped for scurrilous reasons by the AG’s Honorary Police and the subject of false complaints which didn’t stop until I challenged the AG in a letter which I subsequently published in Senator Syvret’s blog, and all that has happened since then show the lengths to which they will go. This continues even recently when the charity I do some voluntary work for received anonymously, copies of the Jersey establishment malicious allegations against Graham Power and myself. Perhaps Kevin Lewis, as others, does not want to let himself in for this.

The new heating system was installed, we believed, late sixties or early seventies.

These are the answers to points I believed I missed whilst away. I apologise if I have left any out.

    There is so much propaganda around that it is easy to forget the sheer amount of evidence and detail that you and others have already revealed.

    None of it, I might say, has ever been contradicted anywhere. And by contradicted, I mean refuted with counter-arguments and counter-evidence.

    It is such a sad state of affairs for Jersey and more so for the victims.

    I'd forgotten about how you were picked out for 'special attention' by the AG's Honorary Police.
    At least you are out the island and immune to their threats and intimidations.

    I bet you miss the Jersey way of life, eh?

    Thank you for continuing to take an interest in the Haut de la Garenne child abuse cover up scandal, Mr Harper. You can't know how much it means to all institutional survivors when senior police officers as yourself voice the displeasure at the whole disgraceful affair that we all feel so keenly. Us PINDOWN abuse survivors from the mainland are given a great boost of hope every time you post on this site, thank you.

    There are those (myself included) that will never give up the quest for the truth, and to those abuse deniers - shame on you.

As has been said on here none of this has been refuted - just smothered in a mushroom cloud of lies and half-truths. Those of us who have been in those cellars in the past know they are there and what they were like. How come Frank Walker and the rest of his party were able to walk round with you on a guided tour of them? As I have posted before - were you all crawling round on your hands and knees? I think not! Think of Frank's suit! Some people are suffering from collective and convenient amnesia.

    Somehow I just knew that would be the answer and I’m almost sorry that I asked it. The more that is revealed about our sorry state of affairs, the scarier it all becomes. I am forcing myself to go over your posting again in order to properly digest the frightening facts contained in it in the hope that readers will comprehend the magnitude of toxin that is in our system and how dangerous this toxin is to, not only abuse survivors, but for anybody who expects anything like justice on this island.

    Thank you for not abandoning the survivors and the “good” people of Jersey. When I pluck up the courage, I’m sure I’ll have some more questions for you.

  25. Lenny - again thanks for your honesty. Now that Neil has asked a question, may I also do likewise.

    This is personal to myself and a member of my family. If you do not wish to answer or feel unable I will understand, but it is something I need to clarify.

    Could you confirm if a member of the SOJP who was also involved in the Sea Cadets are one of the people involved in cover-ups with regard to that group. I know who I am talking about, and that person remains in the Force. If you are aware, it would seem we are talking about the same officer.

  26. The cell PINDOWN system was used all over the UK. Teresa Cooper was put into one, and drugged and raped, at Kendal House in Essex, the Church of England was the agency in her case.

    They had strategy discussion meetings at a place called Tavistock House, jusges, people from Australia and America, and social workers.


    What Teresa described, people being let in to rape the children. I know was also happening where they dumped me as a child, Chadswell Assessment Centre (THEY WERE NO ANGELS - the newspaper described us kids, but a lot of us were only there because we had been abused)

    Incidentally, Teresa Cooper has also been subjected to further abuse, to try to persuade her to stop talking about what she suffered as a child. She has been treated in a really vicious way, as all us who were abused as children have, called "nutter", "Liar" "Drama Queen" ect ect ect. She was also advised to change the title of her book, "Pindown", to "Trust No-one", an attempt to keep what was happening at Kendal House isolated from all the other PINDOWN abuse.

    If the whole child protection system has been infiltrated by a massive gang of paedophiles, which is what I am rock solid certain has happened, then we ought to make a big effort to look carefully at who was involved, to bsee where the links are. I don't know what the proper police terms for all of this, but I just know that what happened at Haut de la Garenne was part of something much bigger, they were sending kids from the West Midlands there.

When the Haut de la Garenne horror came onto the television and newspapers, I phoned Jersey Police a few times, and I spoke to a very kind person, a policeman, but I cannot remember what his name was. I told him how what had happened at Haut de la Garenne, the raping of children in a cell, had also happened where they dumped me as a child, and that the the Staffordshire PINDOWN abuse had been deliberatly covered up, and the Stafford police had done nothing to investigate my complaints of abuse. So he got in touch with Stafford Police and then phoned me back to tell me what he had done, and promised Stafford Police would contact me in the next few days. About a week later I phoned him back, Stafford Police had not contacted me, so he told me he would get in touch with them again, but they never did. The way Stafford has acted over the PINDOWN child abuse is pretty much the same that Jersey have acted, the same lies, the same persecution of the victims of abuse. They even sent me for abuse "therapy" at one of the very same places where I was abused as a child, and that ended up with me in hospital, you just do not send a victim of child abuse for therapoy at one of the places they were abused, but they did, and there have been so many other underhand dirty sneaky malicious things they have done to me as well. My friends thought I was being paranoid when I first started to tell them that I felt there were people who really wanted me incarcerated or even better, dead, but now they support me, and we even joke about it, because we have to laugh, it's so bloody awful, they won't rob me of my sense of humour though at least!

  33. Thank you VFC and Lenny for confirming the information I had. Frightening indeed, and a young life in total disarray thanks to the non-action of this officer and his involvement in this particular incident.

    I am a fighter and like Stuart, have absolutely nothing to lose by getting right to the bottom of this. The fire is back in my belly too.

    Just realise all you good people out there, if this corrupt government has not touched you, there is nothing to say it will never happen. Then you will see what we are all up against.

    I think, with regard to the whole investigation, there are two distinct aspects of the behaviour of offenders. Firstly, the sexual assaults and secondly the physical assaults. Were these generally (alleged to have been) committed by two different types - social grouping or employment wise?

    Can you confirm, without mentioning names, whether any of the high up States employees were involved in the allegations of sexual assault - the HDLG cellar scenario - or were they solely suspects in physical assaults - the extreme "clips round the ear" in their offices scenario.

    This is just so Shocking. Is this the reason for the mass cover up and the dropping of casses.

  39. So now it appears we have a police report that never saw the light of day or reached its conclusion after Lenny retired.

    Yes, if we believe in fairy tales I guess that the infamous Tooth Fairy probably nabbed it in time and buried it deep in those 'non existant' cellars.

    Trouble is, a lot of us don't believe in fairies any more. Any of the 'good' politicians willing to ask the question as to what happened with this report?

  41. correct me if i am wrong on this. Cellars as we understand them,do not exist under Haut de la Garenne.There is a deep void at the Bath end which becomes shallower along the building as, it was constructed on sloping land.There were no deep cellars as described in the book'Nobody came'.Decades ago,certainly before the fifties,the Bath void area was certainly a high roofed cellar until that end of the building was for some reason lowered.
    So what,some people may say.Well I thought that truth,accuracy and honesty were what people visiting these sites were after.

  43. Could this high ranking police officer also have had a hand in supressing any further investigation and prosecution of a man that was raping a seven year old boy almost on a daily basis while his five year old sister was made to watch.
    All the evidence was there but the case got dropped as the police and social workers thought it best for the childrens sake not to drag all this up through the courts.

    Only in Jersey eh!
    People are connecting through the Internet now and th.see horrors will be dragged out into the open and the abusers and the peodafile sympathisers will be punished.

    To date these children have had absolutely no counselling or support from anyone.

    Dear Colleagues,

    You will recall that on Tuesday I asked the Home Affairs Minister what the depth was of the deepest void/cellar at Haut de la Garenne and how many allegations of abuse in that area had been received. The reason for the question was because it had been claimed by the Acting Chief Police Officer that there were no cellars but only voids. This could imply that no abuse could have taken place under the floor boards and those claiming to have been abused were misguided. Also the States Police should not have wasted any time investigating the allegations.

    It seems almost unbelievable that the police and forensic experts would have spent thousands of pounds and countless man hours investigating large areas under Haut de la Garenne unless there was sufficient evidence in the first place, yet all that time and expense can be dismissed by an officer whose claim has never been questioned. According to the Home Affairs Minister it now appears that some of the voids could be almost 5 feet deep and 30 former residents have made allegations of abuse in the voids.

    As mentioned in the States on Tuesday I visited HDLG last week and measured and photographed the underfloor areas. It is correct to state there are some areas which are around 3 feet deep, however as one moves further down the building the areas do get much deeper and as the Home Affairs Minister stated on Tuesday some are at least 1.4 metres deep. As one can see from this link http://www.youtube.com/watch?v=aq6X8QAtkog that one (void?) is around 7 feet deep.

    If some of the areas under HDLG are as deep as 7 feet and 30 victims have alleged that they were abused down there, it would be interesting to know how the claim that there are no cellars but only voids under HDLG was so readily accepted by the former Chief Minister and Home Affairs Minister who apparently visited the under floor areas and also witnessed investigatory work being under taken. They of course along with the Acting Police Chief all played a part in the suspension of Graham Power.

    One should also note that over £3.7million pounds has spent on the historic abuse investigation since the retirement of Mr Harper, plus near on a million pounds to cover the suspension of Mr Power yet no one at the Chief Minister's Department or at Home Affairs seems to be concerned.

    In our quest to publish "truth,accuracy and honesty" I must say I have no idea where the bath went.

    If memory serves me correct, I believe an outside Police Force detected, or diagnosed, bloodstains in the bath. Gradwell and Warcup said there were no bloodstains and then the bath went missing.

    Like I say, I'm going from memory and could be mistaken. Buth the bath has gone AWOL.

  48. Just found the following press release from the SOJP -

    UPDATE FOR MEDIA SENT AT 4.20 PM ON FRIDAY 7 MARCH 2008

    'This morning, (Fri 7 March) the specialist blood dog was put into the first room in the cellar at Haut de la Garenne. The dog indicated to two different spots within the bath.

    Presumptive tests for blood have given a positive result.

    However, it must be stressed that although the presence of blood in the bath corroborates the allegations made by some victims, there could also be an innocent explanation.

    The blood will now be forwarded to a laboratory in the UK for further examination.

    Work remains ongoing at Haut de la Garenne on Saturday 8 March but personnel are likely to have a day off on Sunday.

    It is hoped that the team will get into the second cellar early next week - there is NO definite day for this yet'.

    Also, apart from the blood being found in the disappearing bath, which would make it evidence and therefore surely should have been left 'in situ', mention of CELLARS, not voids, is made twice.

    A likely story! The only way for victims of child abuse to get closure is for the truth to be acknowledged, not for it to be supressed and the abuser to get off scot free!

    We recognise that some survivors might welcome an inquiry, but also that others might prefer the issue was not raised in public because that would reopen old wounds. We need to find a way of meeting the needs of both sets of survivors.

    Rather ironic when today UK experts and up to 200 local GPs ,teachers, youth and charity workers are at the OUR CHILDREN, OUR FUTURE event organized by the Jersey Child Protection Committee.

    I wonder if Doctor Guillochon participated .

    At a guess I would say it is probably because we still have people like these in the States.

    Both of which, if I'm not very much mistaken, were instrumental in the discrediting of Operation Rectangle while it was still live.

    Something that gave grave concern to ACPO among others.

    Gradwell and Warcup you are right they are not cellars now, but they were cellars before they changed them also there was a bath there before they got rid of it.

  55. Whilst the States are so concerned with saving money, why was it felt necessary to remove an old stone bath that had been in place for so many years, especially in an area not to be used?

    At what cost? By whom?

  56. Out of interest I thought I would have a look at who the members of the Jersey Child Protection Group are as they have been in the spotlight in the last few days. One name in particular jumped out and hit me, basically because when a 13 year old girl was sexually assaulted by two older boys whilst attending the Sea Cadets, it was under this person's watch. There were no repercussions for the two who were guilty of this assault, whilst the ongoing effects on the victim have been heartbreaking.

    It is particularly ironic that if anybody should have been in a position to take steps or give advice as to how to bring the perpetrators to justice, this person should have been the one, or is it again a case of 'it was not in the child's best interests' to follow this through to a conclusion? If so that is absolute tosh, and 'that' person should step forward as they are aware now of the impact it has had on that childs life.

    Where was the Child Protection then?
