Lenny Harper Interview part 2 (of?)

In this part 2 interview with former Jersey Police Deputy Chief Officer (DCO) and Senior Investigating Officer (SIO) of "Operation Rectangle" (Jersey Child Abuse investigation) Lenny Harper, he tells us, "at the very least parts of children's bodies were buried there (HDLG) illegally."

This statement, once more, is backed up with hard evidence as published by VFC previously HERE.

The former DCO also explains, for the benefit of Home Affairs Minister, Senator Ian Le Marquand, just what a S(C)ANDAL is.

The "infamous" Gold Group" is also addressed where Mr. Harper informs us "If I had appointed a Gold Group I would have been putting some of the worst suspects for this abuse onto the Gold Group".


The "infamous" Press Release of Gradwell and Warcup according to Mr. Harper, and many others, has now been "so clearly discredited." There are still questions as to whether that particular press release was "sexed up" as former Chief Police Officer Graham Power QPM alluded to in his LETTER TO PPC where he wrote "The media script was then subjected to significant changes (I believe that “sexed up” is a popular term used to describe this type of process) in order to enable the Minister to claim that he took a decision after being shown the content of the presentation on 11 November 2008, and in order to conceal the real reason or purpose behind the action taken. This may or may not be what actually occurred. Until the truth is known we cannot be sure."

Mr. Harper finishes this interview by saying "None of the Jersey Media have tried to nail down the truth and that is to their discredit."

  2. Keep them coming VFC and Lenny. I think we are now getting honest and truthful answers, from the only credible sources we have so far.

    All those who still maintain that Mr Harper said there were murders at HdeLaG, please now find the evidence and produce it. The first commenter has hit on the very relevant statement about fresh and fleshed, burnt bones, illegally buried. Now what on earth is the answer to that one all you sceptics?

    The truth is getting closer and closer. Bring on the Committee of Inquiry.

  4. Mr Harper was interviewed for 5 days solid by Wiltshire it was also tape recorded. Do you think Mr Harper could ask the Home Affairs Minister to reales it? How come none of these statements are seeing the light of day? Bit like our FOI.

    Lets get all this information out into the public domain lets have Mr Harpers statement or by the sounds of it cross examination.

  5. Yes, hindsight is a wonderful thing; I should have asked Lenny if he would request Ian Le Marquand to publish his statement to Wiltshire.

    Graham Power QPM submitted SIXTY TWO THOUSAND words of statement. Lenny Harper gives FIVE DAYS worth of statement and Ian Le Marquand doesn’t publish a single word from any of it.

  6. This is the first i've heard of Lenny Harper being interviewed by Wiltshire. I was under the impression it was just Graham Power. Did Harper ever get a copy of his interview and if so can you publish it hear VFC. Keep these coming well bonza.

    Lenny, are you able to confirm if the items found by your team at HDLG were in fact the same items that were shown all over the media by Gradwell and Warcup whilst they were trashing the investigation back in November 2008?

    CO Power neglected his duty to provide strategic oversight of States of Jersey Police Media Policy following reciept of confirmation that Exhibit Jar/6 was not human bone, as previously portrayed by the SOJP within its media releases.

    VFC, can you find out from Graham Power when he found out that Jar/6 wasn't human bone. Everything I have read from Part 1 concerning Jar/6 is saying its inconclusive. Wiltshire have seen conclusive proof yet the Home Affairs Minister refuses to release it. Even the Deputy of St Mary cant get his hands on it.

    I have a feeling about the Wiltshire report that I might share sometime down the line.

  12. Carrie: I can't confirm that the items shown at the now discredited press conference were actually the same items that we recovered. Firstly, the items we recovered were what looked like one pair of purpose made manacles - so much so that the builders identified them as shackles five years before when they found them, left them where they were, and told the media (including Diane Simon) that we would find "shackles,)and even more chilling, a thick length of wire that had been fashioned into something resembling a 'home made' pair of manacles with a handcuff type shape at each end. None of these items were like anything I had ever seen on the roof of a house or gutter (as claimed by Gradwell) and of course as Warcup destroyed much of the evidence it seems they are now not available for examination. Furthermore, whilst we logged and audited (which the Home Affairs Minister doesn't understand) every movement of the evidence, it appears that no such care was taken by those following us.     A letter from Dr X at the Oxford Laboratory was sent on 1 may 2008 addressed to DCO Harper confirming the work carried out on Exhibit Jar/6 and the conclusion that it was not bone but almost certainly wood.

    VFC, do you now see the picture forming. Can you now see why the Home Affairs Minister couldn't release the information requested. HAHAHAHAHAHAHAHAHAHAHSHAHAH it doesn't exist.

    Excuse my childish outburst now look back at 2.142 even this Wiltshire Report doesn't make sense.

    What it really shows up is the ramshackle way this Report has been put together. This one piece of the report would have been challenged by Power/Harper. Mr Harper am I right?

    The Wiltshire is a "failed" report from start to finish. It was a disciplinary report that brought no disciplinary charges.

    It was a "failed" Report which, originally, was commissioned so somebody could discipline Graham Power QPM. Lenny would never have been given the chance to challenge it. As we know Graham Power wasn't even given the chance to challenge it!

    Graham Power is already on record saying he, and his defence team, were confident they would have ripped the whole lot of it apart.

    Ian Le Marquand will be releasing Mr. Powers 62,000 word defence at Mr. Power's request. If ILM doesn't redact it to death then we will be able to make up our own minds. So Senator Le Marquand has spent over a million quid on a disciplinary report that didn't bring any disciplinary charges and we'll have to make up our own mind on it, and people wonder why there's no money for school milk?

    I can also confirm that Lenny has already contacted Ian Le Marquand requesting that his (Lenny's) FIVE DAY interview with Wiltshire be put into the public domain.

    Of course ILM won't agree to this, even if he did then he would probably redact the five days down to a lunchtime!

  24. Ozouf is on the same bandwagon as Le Marquand and Le Sueur. as he proved again yesterday in the States.

    He kept reiterating that the HDLG investigations are complete and concluded, he apologised for using HDLG for other uses without consulting the care leavers, he also said that the council of ministers were sitting this week to discuss the TOR for the COI, but nothing to worry about.

    His whole disgracful attitude towards Jersey Child Abuse and HDLG is:

    "Done And Dusted".

  25. Anon. I don't have the letter but it contained the same contradictory information as all of their e mails. On the one hand it said that the fragment was almost certainly not bone, perhaps wood, but on the other hand, if it was bone it was very badly degraded. You can see how selective highlighting of a few words can change the context. I e mailed the lab and asked two specific questions as the letter was not giving a definitive view. I asked if they were saying it was definitely NOT bone, and if so, how could they explain the collagen they found. In answer they told me that the only way to get a definitive answer as to what it was would be to have it examined again by experts in that field (which they weren't). I am still waiting on an answer to the question about the collagen. Lenny Harper

    Maybe in some people's hopes and dreams, but not everybodys.

    I would like to challenge Mr Ozouf to meet with some of the abused, to hear some horrific stories, and at least try and understand why, in some instances, and having been denied justice, it is not done and dusted at all.

    Furthermore, why are the CoM holding a meeting to discuss the way forward on the Committee of Inquiry and not including the main players in this, namely Senator Le Gresley, Bob Hill, the JCLA and other abuse survivors. Time for more secrecy is it? and yet another broken promise Mr Ozouf.

    That is three broken promises in a very short space of time Mr O. Does not bode well for us if you are to be next Chief Minister.

  30. VFC - please forgive the length of this comment and if you feel it is too lengthy or irrelevant please don't publish it.

    I came across a press cutting today taken from the JEP and dated 12th February 2010.

    I think it goes to prove how wildly misleading and hysterical the media were, something which Lenny is now proving to us with these interviews (even though we were already aware!).

    The article reads as follows:-

    HAUT DE LA GARENNE - THE FINDINGS

    It was announced at the police conference on 12 November 2008 on the day police chief Graham Power was suspended that:

    1. No children were murdered at Haut de la Garenne.
    (Yes - as per Lenny's interview he never made any such claims. However
    horrific abuse DID take place).

    2. No bodies were hidden or burnt there.
    (So - what about the fresh and fleshed burnt bones, and the still unexplained lime pits).

    3. There was no evidence to suggest that 65 children's teeth found there had not come out naturally.
    (Yes - well we ALL know about the infamous tooth fairy who told all children about to lose a tooth to stand above the same gap in the floorboards until said teeth fell through).

    4. The majority of bone fragments tested were animal.
    (And the minority that were not animal were.........?)

    5. Two of three bone fragments which were possibly human but not positively identified were dated between 1470 and 1670 and the third was dated between 1660 and 1950.
    (Again we ignore the fresh and fleshed, burnt bones).

    6. Items suggested as possibly shackles, but not named as such by Deputy police chief Lenny Harpoer were just rusty pieces of metal.
    (And just which newspaper reported them as being shackles? and furthermore why have these 'rusty pieces of metal' changed quite dramatically between 2 photos. See the JE Propaganda website).

    7. There was no evidence that an item found which was believed could have been possible improvised restraints was anything suspicious.
    (See above)

    8. Underground spaces referred to as cellars were just voids.
    (Well this has been disproved absolutely. Deputy Bob Hill and others visited, photographed and measured these these 'voids', and we all know otherwise).

    9. No blood was found in samples detected by sniffer dogs in a concrete bath, and there was no evidence that the bath was used to carry out offences.
    (Ah the infamous disappearing bath - now where is it and why the necessity to remove it?)

    So - it would seem to me that most of the 'findings' used to discredit Mr Harper and Mr Power were very weak and can be pulled apart quite easily.

    Why did the 'accredited' media take a little effort before they published this list, and why are blogs and members of the public left to do this?

    Because we still believe there was a cover-up!

    That "discredited" press release has been torn apart more times than I can remember.

    As for the teeth, this is what it says in the Gradwell and Warcup "discredited" Press Release

    "There are 65 teeth found in the floor voids and 1 elsewhere. They are milk teeth coming from at least 10 people - up to a maximum of 65 people. Around 45 of the teeth originate from children aged 9 to 12 yrs and 20 from the range 6 to 8 years.
    There is wear on some of the teeth; these teeth generally have the appearance of being shed naturally.
    It is possible for more tests to be done on the teeth to clarify age and other factors.

    And this is what it says in that stalwart of journalism the JEP.

    "There was no evidence to suggest that 65 children's teeth found there had not come out naturally"

    So from the original press release "It is possible for more tests to be done on the teeth to clarify age and other factors." But nothing mentioned about that in the JEP then OR SINCE.

    There is also evidence that says some of the teeth could NOT have been shed naturally, but no mention of that in the JEP.

    Like I said the Press Release AND the JEP have been discredited that much and that many times i'm now bored with it. I can't be arsed to rip it all apart again for the fear of the JEP believing (mistakenly) that I take them seriously.

    A few paragraphs from it, that the JEP or any of the rest of our "accredited" media aren't reporting on.


    Enquiries to date are showing that the original solid fuel central heating and hot water supply furnace in the west wing was replaced in the late 60’s early 70’s with oil fired furnaces. This may have coincided with the floor in cellars 3, 4 & 5 being removed. This would explain the deposition of the bone fragments and teeth with ash deposits as being the waste from the furnace upon decommissioning.

    It would also suggest some element of ‘guilty knowledge’.

    The tests clearly indicated the presence of human remains decomposition scent.

    The meticulous search of Haut De La Garenne has now been completed and the building handed over to Property Services. Evidence has been obtained to support the abuse enquiry and suggestive evidence that the remains of at least one child were present within the structure of the building.

    A significant amount of human remains have been recovered that is suggestive of foul play in relation to the cause of death and guilty knowledge during deposition.

    I have now been able to make contact with Mr. Power and here is his response.

    Quote “These matters are covered in my statement to Wiltshire Police paragraphs 292, 316 and elsewhere. On the morning of Sunday 23rd February 2008 I learned that a UK forensic scientist working at HDLG had identified an item found in the dig as part of a child’s skull. This was the entirety of my knowledge until 20th May 2008 when I learned of a media report which stated that another scientist in the UK had cast doubts upon the findings of the first scientist and at some later stage I saw a lab report which restated those doubts but gave no definite conclusion as to what the item was. By that time further work at the site had confirmed that the find had in any event been made in a layer of deposits, which dated prior to the parameters of the enquiry. I have never seen a forensic report, which states with certainty that it is not a piece of skull. That is not to say that such a report does not exist. It is just that I have never seen it.” End quote.

    So one would suggest one sentence in this statement sums it all up and that is, like the rest of us, Mr. Power says “I have never seen a forensic report, which states with certainty that it is not a piece of skull.”

I was interested to hear the recent reported comments of the Minister for Home Affairs, Senator Ian Le Marquand, who was defending his decision to appoint two retired UK Superintendents to the States Police to fill a post previously held by one Jersey officer. When commenting on the Historic Abuse Enquiry Senator Le Marquand has frequently criticized the decision to appoint Lenny Harper as Senior Investigating Officer on the basis the Wiltshire Report which said that other Senior Officers were qualified and able to command the enquiry. I wonder if any of these Senior Officers include those who the Senator has recently described as unfit for promotion and not able to command a major crime enquiry, thereby justifying two appointments from the UK?? I think we should be told.

There were more appropiate candidates for the role of SIO already available from within the SOJP albeit , like DCO HARPER they lacked experience. Their greater appropriateness stems from the fact that each is currently trained"

  41. My first attempt to send this seemed to fail. If it has registered, there is no need to repeat it. According to Wiltshire, Harper was "inexperienced." His career has been well covered in the media and in these blogs. He is a man who whilst in the Met investigated numerous murders of many types. These included a multi murder by stabbing in a nightclub,(for which he was commended), a gangland execution, the frenzied stabbing of a young woman, a "gay bashing" murder,and many others. He investigated many dozens of Rapes and many more crimes of Child Abuse at Peckham where he was head of CID. He spent time in Ulster investigating terrorist crimes including a large number of murders and was commended there too. I remember reading that one Commander had called him "the most effective investigator in South East London". He also carried out a successful anti corruption investigation in Guernsey during his time in Jersey. What experience, I wonder, did the Wiltshire officer who made this slur have? Not a lot, according to Graham Power.

  42. There is no doubt that Lenny's credentials stack up and show he is a more than capable cop.

    We must remember that the National Policing Improvement Agency (NPIA) endorsed Lenny's work, as did the Association of Chief Police Officers (ACPO) in the HDLG Investigation. Warcup slagged it, but one only needs to google "Operation Rose" to have an idea of where Warcup is coming from.

    The Wiltshire Report turned out to be nothing more than un-founded allegations, and indeed should be held up as an example as how NOT to conduct an enquiry as explained by the former Chief Officer Graham Power QPM

    But once more the point is being missed. Whether it was a good, or bad, investigation is almost irrelevant. The fact is children were abused while in state run institutions FOR DECADES! Nobody had ever launched an investigation into these horrible crimes until Lenny Harper and Graham Power turned up.

    The question should"t be "was it a good or bad investigation?" It should be "who the hell was covering it up for all those decades?"

  44. Totally agree with the comment from Anonymous.

    My spouse suffered parental abuse with the Police, Church and Education all turning their backs.

    An example of education turning their backs was when my spouse, as a child, collapsed at school. On inspection by a member of staff, bruises were found. Parents were called in and were asked to stop hitting the child and to ensure that any bruising could not be seen... As far as education were concerned they had done their bit.

    The Police? Well, why don't they stop and wonder why a child is running away from home in the first place before you decide to take the child back home. It really isn't rocket science.

    The Church? All those prayers to god at Sunday school to ask him to stop the beatings. Did god listen and make them stop? Well, I'll let you guess the outcome but I can assure you that my spouse is now a devout atheist .. and has not been inside a church for a long time. After all, what is the point of wasting ones time going to a church when no one wants to know? And the god botherers in the church weren't interested either.

    Indeed Lenny Harper and Graham Power have been very open and transparent. They have answered questions as well as giving in-depth interviews on camera.

    In stark contrast to this we have the Home Affairs Minister, Senator Ian Le Marquand who does't even acknowledge e-mails, let alone answer any questions in them.

    Below is the latest e-mail sent to Senator Le Marquand which has not yet been acknowledged.

    Readers will note that the question(s) are perfectly legitimate, are from a constituent that Ian Le Marquand is supposed to represent and deserve to be answered.

    Tony's argument is, as usual, a splendid objective analysis of the situation as we, the public, understand it.

    We have been presented with what appears to be weighty information which shows two main points -

    1. The lack of willingness to prosecute some of the alleged abusers - particularly the Maguires - appears to have been created by the Law Officers. There appears to be little doubt that the "lack of evidence" reason is not the real reason. The Law Officers are unwilling to provide the very information that would put the public's mind at rest - and the reason for this unwillingness is flimsy in reality. So, we are left thinking that the real reason is a sordid one.

    2. The suspension of Graham Power - and the sustained attempt at the destruction of Lenny Harper's career - was politically driven. If this was not the case, then the evidence we have seen needs to be rebutted properly. By properly I mean with equally weighty evidence to the contrary - not wishy-washy hints at scandal and half-baked allegations of impropriety.

    If those of us who have taken the trouble to read the available information properly are to be convinced that the Law Officers and the Ministers (and Chief Executive) have acted in a proper manner, we deserve to be given the facts which are available to those parties.

    Like many others, I am not a political animal but I am a thinking person. I have no personal allegiances to any of the characters in this drama. I merely seek the truth. I am not in a position to get at the truth as an individual and I therefore have to rely on my elected representatives to do their utmost to do so.

    I do not believe that all Ministers and Assistant Ministers are evil conspirators. Many of them appear to be decent people. In many walks of life they could turn a blind eye to what appears to be happening here. But, if they truly have any conscience as individuals, they must realise that in their political role their allegiances must, at the end of the day, be to the people they represent and not to those who have some political or personal axe to grind.

  53. VFC. The two local Chief Inspectors who failed to make the grade for superintendent recently were David Minty and Andre Bonjour. Both of them are former heads of the CID. Which begs a question you might like to ask ILM. If both recent heads of CID are not good enough to be promoted to Superintendent, how can ILM or wiltshire claim that they were better qualified than Lenny Harper to lead the abuse enquiry?

  54. There are lots of questions that I would like to ask ILM, indeed there are lots of questions that I HAVE asked ILM. The trouble is Ian Le Marquand has never seemed to grasp the theory behind the word "Democracy."

    It appears he just can't make that transition from being a magistrate where the public had to answer to him, to the position he is in now where, in theory, or in a "Democracy" he answers to the public.

    Ian Le Marquand, like all Ministers on this island does what he wants, and answers to no-one.

    As you will see from my comment above, I have yet again e-mailed him asking perfectly legitimate questions and he has yet again ignored the e-mail.

  55. no matter how many words are said nothing will be done people look to what is happing in other places words do not work do you not think it is now time for a call to arms to save our island. i do belive this is going to be the way.by the time all the words are done it will be far to late

    I also agree that this is going to be around for a long time to come, as new "evidence" is coming to light on an almost daily basis.
