"With the report of the Committee of Inquiry being delivered on 3rd July I have over the past few weeks been contacted by various media outlets in the United Kingdom and Jersey. Each of them has asked if I would be willing to speak to them when the report is delivered.

Whilst none of us know what will be contained within the report, I feel more confident in being able to predict the different ways in which the contents will be dealt with by media in the UK and the local media in Jersey.

Jersey’s media, and admittedly some have been worse than others, have continually sought to protect the image of the Jersey establishment to the detriment of the abuse survivors. There have been many ways in which they have sought to do this. One of the most used tactics has been to discredit anyone who was seen to be acting in the best interests of the abuse victims and survivors. By smearing and attempting to discredit myself and others, vested interests have ignored and trivialised the sufferings of the abused.

I find it inconceivable that the horrific abuse suffered by children through the decades in Jersey could have been covered up, both pre and post Operation Rectangle without at least the tacit complicity of the main stream media in Jersey. 

I have witnessed at firsthand how actions of mine have been deliberately misrepresented and how evidence which did not suit the agenda of the Jersey media has been ignored, twisted, or just plain perverted. Only through the blogs of Voice For Children, Rico Sorda, Stuart Syvret, and other public journalists has the truth emerged. There are numerous examples of this but I will mention only a few.

Despite all the evidence to the contrary, and in denial of the facts, the Jersey media still insist on referring to the coconut myth. Evidence that the item concerned was never conclusively identified as a coconut and indeed, was even found to contain collagen, (only found in mammals) has been ignored. The evidence of a respected Professor who stated that the bones found had been burnt and buried whilst fresh and fleshed has been totally ignored. Even a few weeks ago a media source in Jersey was asking me about this nonsense.

The fiasco of the BDO Alto report was a stunning example of how the establishment went to great lengths to deflect from the abuse and the evidence of the survivors by discrediting myself and others. The Scrutiny Report was scathing in its condemnation of the behaviour of the Jersey media, elements of the States, and of course Mr Gradwell and Mr Warcup. What happened to the Chair of that Scrutiny Panel, Trevor Pitman, was intended by the Jersey establishment to be a stark lesson to all who dare to challenge their version of history on behalf of the abused.

More recently we have had the desperate attempts to discredit me and by extension the abuse survivors by the efforts to somehow link me to the criticism by the Police Service of Northern Ireland (Operation Belfong) of the States of Jersey Police in its failings regarding Data Protection issues and much more from 2009 onwards. This despite me leaving the force in 2008 and being told by the PSNI that I did not feature in its investigation, which is why they declined my invitation to be interviewed as part of that investigation.

It was perhaps an unfortunate “oversight” that the Inquiry Terms of Reference did not include how the Jersey mainstream media was able to manipulate public opinion to try and turn it against the survivors and those acting on their behalf.

For all of these reasons and more, I have decided before knowing what is contained in the report, and no matter what is, that I will not be speaking to the mainstream media in Jersey. Should the public journalists that I have mentioned above wish to speak to me I will of course agree to do so. I will also be happy to speak to United Kingdom media sources.

  1. well said Lenny, absolutely hit the spot, could not agree more, don't forget the bones !! When reading the testimony of certain witnesses such as FW,BO,AL,they state that "no remains were found". Now correct me if I am wrong but my understanding was that the bones and teeth found were insufficient to mount a murder inquiry. That you had a "potential" murder scene but never a murder inquiry yet AL in his testimony keeps referring to the murder inquiry so this is in 2016 and he still misses the point .If incorrect information keeps being repeated then magically it becomes fact.
    The local media don't deserve the story, they are part of the story and not a good part, they need a few coconuts thrown at them!

Those days can't be forgotten. Who can forget the Rankin induced garbage coming out of CTV. Truly shocking. Sucking up to, and letting that so called top Cop Gradweĺl spurt his sh.the like a muck spreader.. We could go on and on.

    I have faith that BBC Jersey and the JEP will report this fairly and without bias.
    We will find out next week.

    1. You did some great work on your "Hollywood Harper" posts Rico which exposed the local MSM (of the day) agenda. It was all about discrediting Lenny on how much he spent on a prawn cocktail and ignoring the abuse that occurred.

      Back in November 2011 former (possibly illegally suspended) Chief Police Officer Graham Power QPM wrote"

      "The attempts to divert this debate into discussions concerning the trivia of expense claims, is a scandal of which all involved should be thoroughly ashamed." Published HERE.

  4. It will certainly be interesting to see MSM reaction to the Report irrespective of what is in it. As far as the Jersey MSM are concerned we have seen them attempting to get their ducks in order from a while back.

    The publicly available witness material would allow a person to construct any scenario of choice by selective quotation. For instance Lenny Harper does not come well out of the testimony of Fossey, Cornelisson and Bailhache.

    What seems to be ignored in all the criticism is that the impossibility of knowing who they could trust left Harper and Power in a very isolated position. If they were to get anything done they were going to have to go at it bull headed and criticism regarding their lack of compliance with existing bureaucratic procedures misses the point.

    People who, over the years, were not in the least concerned with bringing the criminals to justice were now suddenly preoccupied with the risk of abuse of process.

    I am reminded of the film "In the Heat of the Night" which is the nearest I have ever come to what must have been the feelings of those two officers.

    Again my litmus test: did Gradwell interview 737 under caution as a suspect. If so, what was the result? If not, why not? It was on his task sheet for the period just following Power's suspension. This is not the first time I have mentioned it and nobody has taken it up despite my reproducing the entry online from the documentation provided by the Inquiry.

    1. Thank you Polo. You're litmus tests are always valid and reliable. You raise a very important point in regard to the outcome of Gradwell taking office and 737. I suspect the decision to interview or not to interview wasn't taken by Gradwell. And regardless of whether there was an interview or not, the outcome will always be 'move on. Nothing to see here.'

      There are similar 'dropped' cases- the son of _____ who was caught smuggling drugs. Charges dropped despite bringing in a quantity that would merit a heavy sentence. I recall (but it appears to have left the internet now) a speech by one of the Bailhache brothers- William I think. It was about the rule of law. In it, the brother mentioned how drug offences could expect a heavier sentence than comparable in the UK. Sorry. I digress.

      Another investigation to vanish from the radar was that of a nurse suspected of being linked to a series of suspicious hospital deaths but the investigation was mysteriously shelved despite corroborating empirical evidence and witness statements, and, an initial search of the nurse's property which found stashes of medicines stolen from the hospital, illegal drugs and fire-arms? Some sort of deadly weapon.

      So Polo, the 737 matter you refer to, why would it not go the same way when it all depends ultimately on whatever suits the Establishment at the time. Sad really. There clearly is no rule of law.

  5. So pleased to see this statement from someone who the victims know was a hero to the survivors for his bravery with Graham Power in refusing to back down on dragging the conealed truth in to the light of the 21st century.

    I was also very pleased to see Mr Harper highlighting the establishment setting up of former Deputy Trevor Pitman and his wife Shona for his daring, not just to stand up against their own smearing by the JEP and a wealthy client, but doing so for the victims by screwing them in a kangaroo court.

    The Scrutiny investigation in to the joke of a BDO "investigation" in to the financial management of Operation Rectangle was the sort of thorough work that Scrutiny should be. Unfortunately the report remains something of a rarity of a toothless function nowadays. Scrutiny's investigation so what an unprofessional hatchet job was done by BDO not even interviewing Harper.

    I might be over-stepping the mark here but I believe that it only Voice and Rico Sorda managing to persuade Trevor Pitman to try and get this Scrutiny review up and running that led to official investigation of and damning condemnation of the local media smearing/distortion of Harper and Power's work.

    This bravery obviously cost Pitman and by default his equally outspoken wife dearly as we have seen. But it nevertheless must be said that for doing so Team Voice collectively deserve the hugest amounts of praise. You both persuaded a politician who was still in a position to undertake something of huge embarrassment to establishment, judicary and media to do it.

  6. Has this statement gone out nationally or is it just to the local media? If so I doubt they will use it given their treatment of Mr Harper. I do hope he does some national press interviews once the report comes out. A true man of the people.

    Well I suggest you look at this evenings 6.30 BBC Channel Islands news - biased or what and the 'coconut' issue was also raised.

    1. Well they are bound to say that Health Minister Syvret refused to give evidence to the CoI.

      They won't mention that he was constructively excluded by the refusal of legal representation unless he signed their protocols first.

      They won't mention that the CoI failed to subpoena the Ex Health Minister (which would have overturned their decision to refuse him unconditional legal representation)

      How can a £23,000,000 CoI invalidate itself by failing to call him and other essential witnesses?
      Was it incompetence or a deliberate act?

      A first year student would not be that incompetent.

    3. How right you are anonymous. I was dismayed at tonight's BBC coverage on the Inquiry Report. Indeed the coconut and bones were mentioned, but left it wide open to the viewer as to what that involved in truth. Furthermore why oh why do they base their reports around Haut de la Garenne when in fact the abuse happened in all States run facilities, even 'family' group homes. It was rife everywhere so the BBC must drop this fixation with Haut de la Garenne because it is wrong. Abuse was taking place everywhere.

      Very poor reporting BBC - let us hope it improves in the next week or so.

      It would of course be very bad PR for CTV, but Krichefsky was not anally raping little boys in his capacity as CTV's founding director.

      He is more likely to have been raping orphans in his capacity as the political head of Jersey's Police Force.

      So, a major paedophile was:

      - a senior politician
      - political head of Jersey's police force throughout the worst years of HdlG abuse
      - a director of the TV company whose journalists might otherwise be expected to expose the scandal

      What's the chances of the Inquiry coming to the same conclusions on Monday?

  10. As comment above says the coconut bit on Channel ITV News was shocking but you have to remember they,(ITV) have an award for slagging down Harper, proudly on display.

    2. ITV are just out and out shysters. Always out to misrepresent the good guys/gals. Did it to Lenny and Graham time and time again. And Syvret made out to be a loon. And who can forget the report they did in the aftermath of the Pitman's tribulations making out being lumbered with a dishonest (police opinion we heard at the COI) jurat was their problem and even using untrue info they were illegally given by the former Viscount to make up a lead story as The Pitman Files? Hope you or Rico never forget to post your tax forms. They say Jersey's judiciary is of a standard you would expect in the Third World. Even many London lawyers now tell clients simply not to get embroiled here because it is corrupt. Almost as many point out that Jersey's MSM are about as professional as a 9th grade charity car wash. We are stuck in feudalism and those lording it will do anything to try and ensure we stay there.

As Mr Harper points out Deputy Pitman's Scrutiny Panel tore the media coverage of Harper's and Power's alleged failings to shreds. They can hardly do anything but keep shouting, fingers in ears against the truth, repeating the same old lies. It is that or admit they were part of the cover up. It isn't going to happen is it.

  13. I did not see the earlier broadcasts however I note that any nonsence about coconuts has been dropped by the late news bulletins on both local channels. The MSM need to decide whether they are agents of analysis and relevance or of what they assume to be current popularism. Popularism is what we are left wuth when taken for granted assumptions are amplified by those who should know better but believe they have their finger on the pulse. Recent events have showm that mainsream commentators get it wrong. Local news and opinion commentators should bear this in mind during the next few days if they are to claim to have any relevance in the future. Their future public legitimacy will depend on how they handle the report of the public inquiry into child abuse. So far they have failed to report matters in an objective manner. They have an opportunity to change this and to save thenselves from the widespread suspicion that they are part of what is seen by many to be a discredited establishment here in Jersey because of the inability to to safeguard children in the past. I hope there will be change. I won't hold my breath however.

  14. At least two commenters (RL and Stuart) have pointed out that it is ridiculous to think that there could be any considered response to the Inquiry's report on the spot, or even in the few days up to the States debate. I agree, but there are particular factors at play here.

    The Inquiry has displayed its customary arrogance and lack of engagement by scheduling a brief no-response presentation of the report. The take the money and run approach.

    Ideally, they should have a longer embargo, include the bloggers who are ten times more trustworthy than the local MSM, and devote at least half a day to an initial Q&A. It should be quite clear from a cursory perusal of the main features of the report what the stance of the Inquiry is. And this should not preclude a further day or week long engagement after the summer holidays. But that would only happen if the Inquiry was genuine.

    As far as the States are concerned, the same considerations apply.

    There will need to be some more or less instant reaction to the report. The MSM will certainly jump on it and this will set the tone for the ensuing debate. There is an advantage to getting States material on the record at an early stage for reference purposes but there is an equally clear need for a considered debate at a later stage.

    No doubt the powers that be hope the whole thing will go away quickly but that will hopefully not be the case particularly if the issue can be kept alive through links with the "mainland" inquiry.

  16. Only four days to go to the release of Oldham's report. Will this be the end or the beginning? Maybe to borrow Churchill's phrase it will just be the end of the beginning? I really can't see Stuart Syvret's talk of a whole new inquiry coming about. But surely it will finally bring some UK intervention if the Bailhaches and Gorst attempt to just bury it? One question I have to ask is will anyone in the States be hardy enough to call for PB's removal as External Relations Minister if he gets discredited as he should in the report? I think this one fact will be an indicator of which way this all swings.

If not will this mean that we can just click on to the not very good COI website and read or download it there? You would think someone might be a bit more forthcoming on this information. Possibly someone just doesn't want Joe Bloggs to read it?

    1. Our Chief Minister did say that he would 'find out' if they could be published as a hard copy. However there has been no update on that and at this late stage, I am quite prepared to e-mail and ask what the position is on this as I feel it is very important that everybody should have the opportunity to read this. I will let you know if and when I get a response.

Auditor General reveals even more damning evidence of taxpayers money being paid for old rope by these Conservative incompetents under Gorst, Ozouf, Bailhache and co with bodies like Visit Jersey and Digital Jersey having next to no controls on who is on the boards, for how long or how much they are paid. We need a proper left leaning council of ministers come next year or our island is finished.

  23. It's going to be really interesting to observe if any of Jersey's MSM attempt to redeem themselves after years of collusion and cover-up hand in glove with your local mafia. It's obvious to us external observers that your local media was always a huge part of the problem. Personally, as a long term interested observer, I'd be amazed, just amazed, if any of Jersey's media tried to redeem themselves. Look at it logically, if they had grown up, and realised the cover ups couldn't carry on, they'd have given your public inquiry utter hell, for ignoring an important part of the decision of your legislature, that part which required consultation with stakeholders, the kind of consultation thats long been recognised as necessary. Like is being undertaken now, in the UK with the victims and survivors of the Grenfell Tower fire disaster. It's actually pretty shocking, that Eversheds thought they'd get away with that.

    And yes, as others have mentioned, the failure of the public inquiry to use its powers to subpoena a load of obvious witnesses, of which Syvret is only one, is hardly credible! It's going to be pretty entertaining, if they've slagged off Syvret, but didn't give him legal representation, and then didn't subpoena him either. I bet he's slapping his chops with the anticipation! He's going to be on to them like a barrel house dog!

  24. Minor diversion....on the "Jersey Politics" Facebook page, it has dawned on Mark Proudfoot and several others that "Paul Holmes" is our old friend JSH.

    Regular commentator Jean Lelliott has found him out:
    "As I understand it though, the Paul Holmes alias actually belongs to [you know who] who originally set this group up and so obviously admitted himself. This was before Mark and Mike took over and so they cannot be blamed for this. He has been having conversations with himself for some time now so I suspect he needs medical help. He also goes under the names of James Le Gallais and Alan Gower. If those profiles are on here they should also be removed."

    He's a toxic influence on sensible public discourse in Jersey. He had found himself a home in the echo chamber that is https://www.facebook.com/groups/jerseypolitics/ but it now seems that he has been well and truly found out in his last little refuge, just in time for the release of the Inquiry report.     "....Odd then that the same States members who couldn't analyse a 111 page report in April in a day or two are now confident enough to read digest and debate in detail a probably (hopefully) much larger report of the Committee of Inquiry in to abuse in less than 3 days. It just does not stack up.

    What does stack up to my mind is the stage management of the publication of the report. Only accredited press (no interested parties?) will be at the launch on the 3rd. As I read the information there will be no opportunity of question and the lock in session will only be revealing the executive summary at that stage. In effect the immediate press coverage will be what the chair and panel are telling the press is the important stuff, the 'party line'. and of course that will dominate the public information available just ahead of the States debate.

      A fit-for-purpose Inquiry would have Subpoenaed him -but they bottled it because they were too scared to let him have unconditional legal representation.

      This was a fatal error because it turned an imperfect Inquiry into a farce that PR can only keep afloat for so long.

      Mr Syvret can be relied upon to pursue his strand of the campaign -maybe until a 'Dr.Kelly' befalls him -but he is not the only chestnut in the fire.

      To deny victory to the oligarchy requires for a large proportion of the population to say "No" quietly
      or for a small proportion of the population to say "No" loudly.

      Your hint @22:21 is not the right sort of "No"
      (except occasionally in very specific circumstances)

      If the Inquiry Report is the candy-coated cover-up that we all fear, there are so many other options.

      We may not have the talent of Banksy but circumstances give us an equal right to engage in public art

      Public art without time and talent must therefore rely on quantity not quality.

      To wake up to a well planned and executed colourful display on chosen sites including the major roads into town? would capture the attention of the authorities, the silent majority and the media.

      To be effective this requires buckets or barrels of the stuff. Normans-yellow would be a nice touch (good luck asking them for sponsorship LOL)

      Non violence should always be the first choice. It would be an interesting social experiment to see how quickly a tiny (or not so tiny) paint blemish on the motor vehicle of the comfortably silent majority makes them rediscover their intellect and conscience and notice the massive blemish they suffered to be inflicted on scores of other people's children.

      IOM, Timing and intensification are important.
      One could start with watered down or thinned emulsion and move on to a more permanent gloss

      ASAP after an unfit report would engage the present off-island media, then monthly, or randomly, or annually around the significant dates.

    5. The kind of "Paint Protest" discussed by 11:20 would be a very serious grime against property

      We would have no alternative to launch a massive investigation involving analysis of hours of security camera footage, tracing of decorating related credit card receipts and raids on garages across the island to compare brands and paint colours.

      Readers should be in no doubt that this sort of crime will be dealt with far more swiftly and effectively than any number of offences against children.

As a rule I do as much as I can not to give him any attention on this Blog and only published the comment because he had been bombarding me with (what he thinks are) "anonymous" comments.

    There are 39 comments that have not been published on this posting and around 35 of them I would guess are from him.

    In order not to have this posting hijacked by the trivia of his Trolling I have decided not to publish any more comments which relate to him, his multi identities, or related matters.

  28. Can VFC confirm (along with Rico) that by the CoI policy you will be excluded from the 'Lock In' primarily because you are NOT accredited media? If so this really is the final insult, CTV, BBC and JEP have collectively over the decades been the purveyors of lies and deceipt and 'they' get the title of accredited media when VFC, Rico and others have been the real force that got this CoI started, WAFJ.

  29. Just to keep your readers up to date on an issue that was raised on a previous post -

    Currently, the plan is for the Greffier of the States to preside over the Assembly for the in-committee debate on the CoI report next week. The Greffier was and is the CoI's accounting officer.

    In my view, this is inappropriate as there will clearly be a perception of a conflict. It is difficult to be critical of this decision when I'm genuinely struggling to think of a feasible alternative because many of the States Members who could preside are also conflicted.

    I have had my objections to this raised with the Bailiff, but he hadn't changed his mind (and his decision cannot be appealed).

    Having done that, there isn't much else I can do, but I will raise this issue early on in the debate and make sure that the fact we will have a presiding officer that day who played a role with the CoI goes very clearly on record.

    I did e-mail the Chief Minister and have had a response both from him and Ruth Johnson which indicates that copies of the Report will not be widely available, but if I could give some indication as to how many people would wish to have sight of one, they will make copies available. Clearly I do not have a clue how many people would wish for a hard copy of this - it could be an awful lot of people, and I find it very disappointing that,the public having in effect paid for this cannot have easy access via hard copy rather than going on line.

    If I am able to help anybody who can let me know asap if they want a hard copy availble to them I am very happy to let the 'powers that be' know, but I think it will have to be a.s.a.p. I am very disappointed that this is the only way members of the public will have easy access,

    An important subject for discussion is for people to form a plan as to what can be done if the report does not set us on a road to the proper protection of children, justice and the rule of law.

  35. As we head into Monday I must say that the tension is beginning to mount. Years and years of hardwork by the victims and their supporters to get the truth out.. I really hope that the COI delivers for all. Will we be fully happy with the findings?

    I want all the failures laid out clearly for all to see.

      We know from statements and evidence published on the inquiry's website that babies were taken into 'care' at the age of one.

      We have evidence from brave survivors of forced abortions conducted on 14 year olds in 'care' that were raped by adults who were supposed to be looking after them.

      None of this is normal.

    4. Rico - I was going to leave my final comment pre- Report release until today. Indeed the tension is rising - what to expect? Will we get the damning report we should after all the evidence that we heard? Will the survivors get the justice they deserve after being villified and disbelieved before this Inquiry hit the ground? Being an optimist I hope so and believe it will deliver. Knowing the 'Jersey Way' and all that involves, notwithstanding the obstructions and interference that the Panel had to deal with from the SoJ and it's servants I have to have a little apprehension. It has been a long, long journey so let us hopethe destination is worthwhile.

      So many people have played a part, however big or small, but I can honestly say that without Team Voice who have dedicated themselves to this without fear or favour, the public would not have been privy to half of the truth and the facts that you uncovered and worked so hard to unveil to all. There have been so many other brave and honest people, politicians who have paid a huge personal price for their fight, very moving and powerful testimony from survivors and others who despite many fears and concerns gave evidence to the Inquiry.

      Friendships have been forged between people who had not know each other prior to all this, but all have had a common aim.

      Monday looms large and I hope and pray justice will at last be done and be seen to be done.

      I am not an optimist, Gillian Garcia. I would prefer to call myself a realist.

      Syvret - much as I'd disagree with him on some issues - has brought it back to basics.

      It's about the rule of law. I am pessimistic that the rule of law can be established in Jersey, given the fundamental, and basic failings for the oligopoly to comply with the separation of powers.

      This is basic stuff, for any democracy.

      Legislature, executive, and judicial.

  36. I have had my doubts about what the report would ultimately reveal (or not?) ever since I watched your interview with ex-Deputy Trevor Pitman on his experience of giving evidence. Not much has happened to lift those doubts since. Hope I am wrong for all of the victims/survivors sakes.

    Please also allow me to add my thanks to yourselves (this blog has become a legend of true journalism even if you are't good enough for a lock in), Rico, Stuart Syvret, the aforesaid Trevor Pitman and his good lady wife Shona, Bob Hill, the Care Leavers Association, Daniel Wimberley, Monty Tadier, Dr Mark, Mike Dun and belatedly even young Deputy Mezec for the efforts they and others too numerous to mention have put in over the years.

    If this report is half as damning as it should be Jersey should be turfing a lot of silent assassins out of office come May of next year!

      No - "everyone else" does not necessarily support this CoI. Some do, certainly.

      And, equally, some don't.

      Amongst that latter number are a number of abuse survivors I know, some of who even gave evidence to the CoI (but don't trust it) And others, who didn't.

      Likewise, some key whistle-blowers; again, some who gave evidence. And others, who didn't.

      So much has been written about Jersey's so-called "public-inquiry" - that there's no point in writing huge amounts about it now.

      But in many ways, I don't need to.

      My view can be summarised very simply - very easily.

      Question: - "What was at the foundation of - what enabled and facilitated so many appalling decades of child-protection failure - and child-abuse - and child-abuse cover-up - in Jersey?"

      Answer: "The complete absence of functioning - independent - lawful - checks-and-balances; the absence of the proper oversight - and impartial - non-conflicted - non-contaminated - rule-of-law - the absence or a real, independent policing function, prosecution function, and judicial function."

      And as the Jersey mafia - who control the present feudatory which exists in Jersey - instead of a lawful society - will never change voluntarily - the only way we secure real child-protection - is by requiring the responsible UK authorities to intervene.

      If the CoI report is - expressly - issued by them to Privy Council, Justice Department, and Crown - with a strong recommendation for urgent intervention - then the CoI might have got close to hitting the target.

      Anything less than that - it's just another gangster enterprise.

I would like to give thanks and praise to Gill Gracia who like VFC sat through every session of the Inquiry, this must have been at great personal cost, both in the loss of family life and the emotional toll it took. Without the hard work of Team Voice the Inquiry would not have taken place, for almost ten years they have reported the facts ,given voice to those who could not be heard in the MSN, they have exposed lies and spin and to me they are heroes! Credit must be given where it is due. The local media will be buzzing around but it is too late now, I have never trusted them and now hope that the National Media will approach the story in a professional and accurate manner.
