Jersey Care Commission/Ofsted Report.




The Jersey Care Commission (JCC) was set up in the wake of the Independent Jersey Care Inquiry (IJCI) but quite what its remit is is a little of a mystery as yet. There is little information online and as it is still relatively young, it does not, as yet, have its own website. JCC invited Ofsted to inspect Jersey's Child Care system, which it has done, and produced another damming report. The report isn't online yet so we will publish a link when it becomes available.

This morning JCC held a Press conference presenting the report and to answer questions from the media and the public. VFC went down on the off-chance they may be allowed entry and film the Conference. We are pleased to say we were made to feel extremely welcome and the Commission members were very accommodating, appeared enthusiastic, open and transparent about their work. This in itself could hopefully be part of the cultural change so badly needed in Jersey where those who question authority have been marginalised and pushed to the sidelines. Bloggers and Social Media publishers are now being recognised as legitimate commentators? The JCC is independent of the States and pretty much of Jersey so may be it is just them who are so accommodating at Press Conferences? We did film the entire Press Conference and will look to publish the video to Youtube.

When more information, and the report, become available we shall publish it.

Directly after the JCC there was a Press Conference held by, among others, Children's Minister Senator Sam Mezec, and Chief Minister Senator John Le Fondre. They want all States Members to sign a pledge to children which consists of 8 commitments.

The Pledge to Jersey’s Children and Young People has eight specific commitments:

  1. We will listen directly to children and young people and involve them in how we design, deliver and review our services
  2. We will provide integrated support for families that need extra help caring for their children
  3. We will provide all children in our care with access to a safe, loving, secure home environment
  4. We will expand, join up and target our early help offer to ensure that children and young people get the support they need when they need it, to prevent risk and issues from escalating
  5. We will recruit and retain a child-centred, stable, highly professional workforce
  6. We will make it easier for data and insight across organisations to be shared so that, when assessing how best to meet their needs, we look at children’s and young people’s lives as a whole
  7. We will ensure that sufficient funding is available to be effective and that any regulatory and legislative changes needed will be progressed swiftly
  8. We will set and publish clear standards and we will be held publicly to account for achieving them.



VFC was also welcomed to film and ask questions at this conference, again, we filmed the entire Conference and will look to publish the full version on Youtube.

After 12 years of savage corruption, destroyed lives, another avoidable decade of living with their harm & scars when survivors should have been receiving the help they needed, the cost of £24 million of public money for a fake public inquiry, the inevitable costs of many £100s millions in compensation, and a cancer unleashed on the Jersey body politic, this is it? 8 lines of platitudinous blue skies wish-fulfillment thrown out by a spin doctor during their water cooler break?

    God help us. If any more evidence was needed of meltdown and the total collapse of the Jersey polity to be able to cope with basic standards of child protection, this is it. 8 paragraphs of political 'promises'. And not even the slightest indication of the necessary systemic changes to 'the Jersey way'. After 12 years. This is what happens when an entire establishment thinks spinning is an acceptable substitute for reality.

  4. What a load of crap - nothing can be done whilst we have a corrupt Judiciary , AG Office , and civil servants . It matters not what Sam Mezec says as he just plays the political role - I dont see him doing anything to get to the heart of the problem.

    Children will always be in danger ...because we have corrupt persons in position of power .

VFC - I would first of all like to say how very pleased I am that at long last you seem to have been accepted and recognised as a credible media source after many years of giving the public excellent blogs, always honest and never shying away from the truth. Long may it continue. The questions you asked were strong and relevant, and Sam also spoke confidently and well.

    I cannot comment either positively or negatively on the Report/s as I have not yet had the opportunity to read them, but yet another damning Report showing that all is still not well concerning the care of children must surely be a huge wake up call for this new government to prove themselves. We have been here before - let this be the last time.

  6. So where is the all important No 9 as per the COI recommendations - securing a separation of powers by dumping the latest of a long line of Bailiffs to have been apologists and even protectors of abusers? Please tell us Le Fondre and Mezec

    1. Come on Senator Sam. The above point is a fair one. Are you a reformer, a fighter for justice? Or are you now satisfied with being important? I want the Bailiff role ended. I want the obscene bar on the Pitmans lifted. I want an apology for Syvret. I want compensation for Power. And I want children safe for ever more. Are you up to it?

    2. I have to be honest, I don't really get why you feel the need to even ask those questions. My voting principles have been the same through my entire time in the States and I have never swayed away from anything I've put in an election manifesto.

    3. OK. So may I ask what have or are you doing about anyone of them? What is the state of play on ending the dual role for example? Or, as there is now an official report criticising it too, what is being done to lift the illegal ban on your former fellow Leftie colleagues Trevor and Shona Pitman? We all know that Power will never get recompense for his betrayal so I won't even pursue that one. Too many cans of worms would be opened. Thank you for answering in advance Senator.

    4. I have voted for every proposition to end the dual role of the Bailiff and continue to argue for it every chance I get. The most recent proposition failed. So we need to take stock and determine what will be our next chance and how best to use it. If that means bringing another straightforward proposition, then we will do it.

      As for the ban on bankrupts standing for political office, I believe that PPC are putting together their response to that report, which should include proposals to update our elections laws to implement those recommendations. I will vote to end the ban.

    5. That is good to hear. But should we hold our breath? I am sure the person who raised the question knows the answer, but were you not a part of the PPC who sat by and did nothing so ensuring the Pitmans could not potentially stand last May in seats Reform hoped to win? Did you not also agree with ditching the dual role referendum? On the last point anonymous raised how about pushing the CM for an apology to Graham Power? It is the least the States should do.

    6. If you hold your breath too long, you'll suffocate. So far you haven't asked me any questions directly relevant to our children's services here and now and what needs to be done to improve them. With the greatest of respect, the standard of service that vulnerable children are receiving today is the most important thing, not the issues you are raising.

      I voted against having a referendum on the dual role of the Bailiff because it was deliberately set up by the establishment (specifically Philip Bailhache) to prevent splitting the dual role and to legitimise the illegitimate, which would have set us back even further from where we are now. The separation of powers is sacrosanct and just needs to be implemented.

      I have always supported ending the ban on bankrupts standing for election. If the majority of PPC disagreed, then your irk is with them, not me.

  9. Great to hear but what about all the other Manifesto pledges like getting more affordable housing, stop wasting money and population control?

    Can they all sign a pledge to deal with these issues as well.
