Ogley "Shredded."

Although the Jersey Evening Post (online) ran with "States chief executive resigns", it is difficult to see how they got to that conclusion from the statement released (below) by Terry Le Sueur.

Dear Member

I am writing to inform you that, in accordance with the terms of his contract, the Chief Executive, Bill Ogley, and I have agreed to a mutual termination of his employment as from 31st May 2011.

Mr. Ogley came to Jersey in April 2003 to work as Chief Executive responsible for all the functions of the Policy and Resources Committee. He was recruited to lead on the executive changes required to implement Ministerial Government and then to become the Chief Executive to the Council of Ministers and Head of the Paid Service. It was envisaged that following the Clothier reforms the States would become a corporate entity and that the Chief Executive, answering to a unified Council of Ministers, would have responsibility for the whole organisation.

Since 2003 the States has undergone fundamental reform of its political, officer and fiscal structures. However not all the changes envisaged were adopted by the States. During that period the Council of Ministers and the States have also undergone an unprecedented level of turmoil, whether it was the Historic Child abuse investigation and attendant issues, the global recession, or increasing international pressure on the Finance Industry and our fiscal structures.

Despite the pressures, the first Council of Ministers made excellent progress with its strategic plan and we, as the second Council, are well on the way to delivering our plan. The Chief Executive has played an important part in delivering these successes and in responding effectively to the pressures. I thank him for his sterling work.

However, today the States is a significantly different organisation to the one it was planned to become. The Financial, international and domestic climate has also changed fundamentally. At a time when we are intent on making savings across the States we have to look at every possibility. I therefore intend to carry out a review of the senior corporate structures and roles, with particular reference to the Chief Minister’s Department. Thus after 8 successful years, the Chief Executive and I have agreed that now would be a good time for change at the top of the civil service.

Mr Ogley and his wife will be returning to the UK to be nearer their family. I thank him for a job well done and wish him all the best for his next new venture.

  1. Did Bill Ogley protect a A child Abuse suspect? Well according to Graham Power's sworn Affidavit he did. Would this be the "sterling work" Terry Le Sueur was referring to?

    "The third example I have chosen relates to a Strategic Planning Workshop held at the St Pauls Centre on Friday 24th October 2008. The Workshop was attended by a number of senior public servants including myself and the Chief Executive. At the commencement of the workshop the Chief Executive asked for silence and said that he had an announcement to make. He named a senior civil servant who was present. The person named is a suspect in the abuse investigation but has not been suspended. The Chief Executive said that the suspect had his total support and that “if anyone wants to get…….(the suspect)…….they would have to get me first”. This announcement was applauded by some but not all of the persons present. I took it as a further indication of the “in crowd” closing ranks against the “threat” of the abuse enquiry. The Chief Executive later played a significant role in my suspension"

  2. A little more from Graham Power's sworn Affidavit concernin Bill Ogley.

    "The Minister read out to me some of the content of the letter at “B” and showed it to me. This was the first indication that I had been given that the meeting was of a disciplinary nature. I had been given no notice, no time to prepare, and was not offered any representation. The Chief Executive said that in view of the content of the letter I would be allowed up to one hour to “consider my position.” With hindsight I recognise that the Chief Executive may have chosen his words carefully. However, at the time neither myself, nor I believe anyone else in the room, had any doubt that this was an invitation to resign. I treated it as such and said that I was rejecting the opportunity and denied any wrong-doing. I also protested at the unfairness of what was happening, the fact that I had not seen the documents to which the letter referred, and had been given no chance to offer representations or a respond to their content. These comments were noted but nothing was done."

  3. Bill Ogley getting a mention in Graham Power's sworn Affidavit again.

    "In order to clarify matters I asked for a true copy of the handwritten record made by the Chief Executive during the meeting.

    On 5th December 2008 I received a further letter on behalf of the Minister (Appendix “I”). This informed me that the original notes of the meeting had been destroyed. It is my belief that, in the sequence of events, this destruction took place at a time when the Minister and his civil servants were on clear notice that I was preparing a legal challenge to my suspension, and may have been done because the notes contained evidence which was in my favour."

    Some "sterling work" from Bill Ogley so far, and that's without looking at the Napier Report, for which it has been reported Ogley was disciplined for.

    .15 DEPUTY T.M. PITMAN OF ST. HELIER OF THE CHIEF MINISTER REGARDING ALLEGATIONS CONTAINED WITHIN THE SWORN AFFIDAVIT OF THE CHIEF OFFICER OF THE STATES OF JERSEY POLICE:
    Question

    In the light of the serious and detailed allegations against the Chief Executive to the Council of Ministers outlined in the sworn affidavit, signed by the suspended Chief Officer of the States of Jersey Police, recently released into the public domain by the Deputy of St. Martin, will the Chief Minister clarify why he has not, as a ‘neutral act’, suspended the Chief Executive until the allegations of engaging in political activity wholly outside of his remit can be fully investigated?

    Answer

    I have not suspended the Chief Executive because he has denied categorically the allegations of the suspended Chief Officer of the States of Jersey Police. Further, an internal investigation carried out in November 2008, when the suspended Chief Officer first made this allegation, demonstrated that the weight of evidence suggests that his recollection of what happened at the meeting in July 2007 is not accurate. ( an internal investigation ? lol )

    I should also add that before the allegations were made public, I had already undertaken to commission an independent investigation into all aspects of the suspension process, given the known concerns of some States Members. ( what lol )

  8. It's absolutely staggering that our most Senior Police Officer can swear an affidavit and it is completely ignored by Terry Le Sueur, because Bill Ogley says "I didn't do it guv."

    After reading the former Police Chief's affidavit, one would believe, Bill Ogley should be put in prison.

    What does he get? At a guess I would say a Mike Pollard lump sum pay out, a big fat Pollard Pension and the next one through the Pollard revolving door.

    Rico. Thanks for that posting, there's proof that he failed at just about everything he set out to do and got/gets bl--dy well paid for it and appears to escape any prosecution(s)

  12. Destroying the minutes probably wasnt the worst thing that Ogley has done in his 8 years.

    But hiding/losing/accidently not putting very important part "d" next to part a,b & c of a Terms of reference is as bad if not worse than the above.

    But who did it?

    A clue is.... Ogley's replacement!?

    It really is stunning when you look back at what has gone on here. There can be no doubt that the horrendous child abuse investigation blew the stinking lid of this establishment government. Questions must also must be asked of the local politicians who allowed this sham to carry on.

  20. I think what has lead to all these resignations etc is that "The Jersey Way" never thought that such a powerful "memory" as the internet would ever evolve. The Jersey way has always huffed and bluffed its way through difficult situations as no-one has had the opportunity to do a quick google search and hence put all the string of inconsitencies together to show the holes in their arguments/statements.
    I would not be surprised if TLS' computer and internet skills are limited and prefers a little notebook to keep his own notes of meeting etc. But as Egypt has shown, modern techology of the internet and social media sites/blogs is the most powerful weapon that the public has ever had against totalitarism. George Orwell's 1984 was a great read at school and we could all see the potential for thought control by the powers that be. But as with TLS, George Orwell never foresaw the power of the internet where truth cannot be hidden.
    Whether the Jersey Way likes it or not, the truth, no matter how uncomfortable it is, can no longer be hidden, spun or denied.
    The first Politician to stand up and say this will be vilified (oh, thats happened already (SS)) but slowly the rest will start to see that he was right. The more that accept that everything they have said or done and will say or do whether in public or in some cases private will be made known to the public the closer we will get to a truly transparent Government. When Politicians have nothing to hide they will embrace transparency; unfortunately there are still sum in the House who are life long members of The Jersey Way; until they (who still believe all their lies and deceipt should be hidden) are finally voted out/retired off then we must continue to highlight these Lies.

    Keep up the good work VFC Rico et al. The Egyptians took to the streets to achieve the ousting of their Leaders, Jersey is successfully having its own revolution using the power of the Internet. Yes it may take a little more time but it will succeed.

    Just a thought; is there any way of getting a double sided A4 weekly/bi-weekly Newsletter printed and distributed (in King St?)to increase the number of people who are given all this evidence highlighted by the blogs?

    "The meeting to give advice to the Minister was, according to Mr Ogley, requested by the Minister himself, at the end of the press briefing delivered to Ministers by Mr Warcup and Mr Mike Gradwell. It is clear, however, that the preparations for possible disciplinary action against Mr Power had been in place for some time, though Mr Crich was at pains to emphasise that, as far as
    he was concerned, it was not the inevitable outcome. As mentioned earlier, Mr Ogley had asked for advice from the Solicitor General about the powers of the States of Jersey to discipline the Chief Officer of Police as early as 24
    September 2008, and he had been in receipt of reports from the Gold Group meetings since that body started to meet in early October 2008. . That was some time before Mr Power had been seen by the officers carrying out the Metropolitan Police inquiry – an event which, from remarks made by Mr Warcup in interview, appears to have taken place a month later, on 29th October 2008".     OK, a question was asked, asking for an exit interview before her departure.

    But this woman was taking nearly as much as Bill Ogley and what did she achieve, who was she and doesnt she need to justify her 2 years in one of the highest powered jobs, concidering she took this job at a very contriversal time?

    She wasnt terminated, she is leaving of her own accord, but why?

    So the question is, why did TLS feel it was necessary for Ogley to go, what caused him to approach Ogley and suggest its was the right thing for him to do.

    Lets face it, when someone wants to leave on their own accord, they resign/retire etc.., others are offered the opportunity to resign, but this one was by a 'mutual' agreement to TERMINATE, so in political speak not quite mutual!!!

    I think it is right the public know the reason for the need to terminate, as TLS may have dealt with the situation inappropriately.

    In a word......."NAPIER."

    Bill Ogley's position became untenable after the Affidavit of Graham Power QPM, along with the Affidavit's of Lenny Harper and Stuart Syvret.

    But it was, IMO, the Napier Report that was the final straw. It is believed a "deal was struck" post Napier with Terry Le Sueur and Bill Ogley. Once the Napier dust had settled he (BO) could leave under a Pollard type excuse.

  27. Exactly, which is why we need to hear it from TLS, because that will show him up for not taking Graham Power's affidavit seriously and not investigate just take the word of Ogley. If that is so (which I believe it is), TLS should go.

    Incidentally, perhaps the next question to TLS or ILM should start with a quick intro such as, when I ask you a question, can you please answer it and shut up or answer it with some elaboration relative to explaining the issue to circumvent the need to ask more questions, in doing that you will reduce the costs of questions by a large percentage.
