Lenny Harper Responds.

As the Jersey Establishment (and parts of its media) has recently upped the smear campaign against former top cop and Senior Investigating Officer (SIO) of Jersey's Child Abuse Investigation (Operation Rectangle). Lenny Harper has (reluctantly) issued a brief response (below) to some of the criticisms levelled against him and makes a couple of observations of his own.

For those following Jersey's ongoing Child Abuse Committee of Inquiry (COI), you will be aware that "Interested Parties" (IP's) were recently given the opportunity to make final submissions, to the Inquiry Panel, based on the evidence given to the COI by witnesses/Survivors/Victims etc.

As reported HERE by Rico Sorda the Jersey Establishment took (abused?) this opportunity to carry out an all out attack on those who lifted the lid on Jersey's dirty secret(s), exposed the scale of paedophilia on the island, and attempted to bring the Survivors/Victims something close to "justice." This attack was dutifully regurgitated by the State Media, and as far as we are aware, totally unchallenged.

Former SIO Lenny Harper.

Response from former SIO Lenny Harper.

"The past few weeks at the Committee of Inquiry into Child Abuse in Jersey has seen a succession of closing statements by various people and organisations. I chose not to present a closing statement as I believe that I said all I had to say in my evidence and that a further statement, which of necessity would have had to include rebuttals of some of the nonsense written about myself, would only further divert attention away from the victims/survivors and also detract from the main issues. These of course, being the abuse suffered by innocent children at the hands of the States of Jersey, and the disgraceful treatment handed out to them when they tried to report that abuse.

It did not come as a surprise to me, nor I suspect, to any of the victims/survivors or those who have been following the inquiry evidence, that once again, many of those failed organisations or individuals who were implicated in the actions of those organisations, totally ignored the suffering of victims or at best paid lip service to it. Instead they launched a repeat of the attacks on myself and others who had tried, albeit unsuccessfully, to obtain some measure of justice for those victims. Once again, the plight of the innocent victims took second place to an attempted character assassination of the people who had challenged them and refused to give in to their bullying. The same sort of bullying I notice, to which the Inquiry team were subjected to in the very recent past. It may be now that the Inquiry knows exactly the sort of treatment we were talking about when we said that the Jersey establishment came for whoever dared to stand up against them.

As I stated, I do not wish to present a new rebuttal of all the nonsense which would only entail an extension of the slanging match and erode further the focus on the abuse of children. However, there are two factually incorrect assertions made against me which show the desperate nature and intent of the establishment response to being caught out, and I will briefly mention those.

Mick Gradwell.

One of my successors, Mr Gradwell, made part of his closing statement, an allegation that myself and a well known and respected BBC journalist were in a corrupt relationship and that I had been giving him “off the record” briefings during which confidential police information was passed to him. Let me say straight away that nothing improper took place between myself and that BBC journalist. I did indeed meet him away from the environment of formal press briefings, always in public places, and never to discuss information he should not have had. Such meetings are a common occurrence. Indeed, the journalist when told of Mr Gradwell’s ridiculous claims contacted me and during the conversation confirmed that he and Mr Gradwell had also met at a service station in the UK where a similar briefing took place. It seems just a little hypocritical of Mr Gradwell to mention one without the other.

The other matter was the statement by counsel for the States of Jersey police claiming that the force now regretted appointing me to the investigation. My first impulse was to say well, of course they did. It exposed levels of abuse which for one reason or another had been suppressed in the past. However, I then saw the bizarre side of it. No one anywhere near the SOJP now had any part in appointing me. Graham Power appointed me initially, and then on the advice of the UK ACPO Homicide Working Group, reinforced that appointment on a full time basis. As far as I am aware, Mr Power has not been asked that question. Why state that you regret a decision you played absolutely no part in? It can only have been a ruse to raise further sensational headlines in a media only too willing to swallow it whole.

The SOJP lawyer claimed I had “done the victims a disservice.” Perhaps I did. They do not seem to be in much of a better position now than before the investigation I was part of. However, I have not heard it from any of them and I would pay more heed to the words of the victims/survivors than to the mouthpiece of an establishment trying to deflect from the issues.

These closing statements we have been listening to should have been an opportunity to focus closely on the abuse suffered by innocent children, abuse which has had far reaching implications in the adult lives of those treated so badly. Instead, once again, those victims and their suffering have been largely ignored or marginalised. Elements of the establishment have again turned their invective on myself and others who were doing their best to obtain justice for the victims.

This should not be about us. It was never supposed to be. The agenda of the inquiry was hi-jacked by desperate people who sought to protect their reputations at the expense of those who had been abused and ignored. I sincerely hope that the inquiry when coming to report will realise the reason for the diversionary tactics and blatant disregard of the very people that we should all have been trying to help.

Following decades of this abuse being ignored and even encouraged it seems to me that even now, the victims/survivors are in no better position than they were. The Jersey establishment and their friends in sections of the local media are still attempting to hide their failings rather than facing up to what went wrong. They are still attacking those who seek to challenge those failings. It does not affect me greatly here in the UK in retirement. My heart goes out to those in Jersey and elsewhere who still have to live with the ramifications of the vile abuse they were subjected to.

Lenny Harper."(END.)

As Mr. Harper has explained; It is (or should be) about Victims/Survivors of heinous crimes committed against them as children and how it shouldn't be able to happen again........It's Not......And it CAN.

Former SIO Mick Gradwell Re-Post.

In May 2014 we published the below post concerning disgraced former Senior Investigating Officer (Operation Rectangle) Mick Gradwell.

Today he gives evidence to the ongoing Child Abuse Committee Of Inquiry where it is hoped (although not anticipated) that he will be adequately questioned regarding his actions/inactions during his time, in Jersey, as Senior Investigating Officer.

Mr. Gradwell has opted NOT to return to Jersey to give his evidence and will be appearing via video link from the UK.

This, one could speculate, might be because he fears arrest for his alleged leaking of confidential information to an equally disgraced "journalist" David Rose as mentioned in the post below. Former Home Affairs Minister Ian Le Marquand has conceded that Gradwell would likely have faced disciplinary charges for his alleged leak(s)

It might be, in order to show face, that the Jersey Establishment, is willing to hang him out to dry and arrest him if he came to Jersey so he is playing it safe and staying put in mainland UK.

Begin Re-Post.

Mick Gradwell.

Now that the Committee of Inquiry into the decades of child abuse in Jersey is well underway and taking evidence from witnesses. Team Voice thought it would be a poignant time to reflect on the actions/behaviour of former Senior Investigating Officer Mick Gradwell.

Regular readers will be aware that Mr. Gradwell took command of the Child Abuse Investigation (Operation Rectangle) after the retirement of former Deputy Chief Officer, and Senior Investigating Officer, Lenny Harper. Mr. Gradwell, in an unprecedented move, went on to trash the original Investigation with the help of the local State Media and achieved little else other than to replace the mistrust of the police that Mr. Harper and his team had gained from Abuse Victims/Survivors.

It was Mr Gradwell who told us that the 65 children's teeth found up at Haut de la Garenne were left there for the tooth fairy despite some of the teeth NOT being shed naturally. It was also Mr. Gradwell who told us, in a PRESS RELEASE, that the cellars up at Haut de la Garenne were not cellars but along with former Deputy Bob Hill B.E.M Team Voice showed him to be less than genuine in a Blog Posting HERE.

It also became apparent that (during the LIVE Child Abuse Investigation which he was heading up) Mr. Gradwell was leaking confidential information to a "journalist" David Rose, who has a history of supporting convicted paedophiles, and had already written articles trashing the Child Abuse Investigation before Mr. Gradwell was in position as SIO.

The revelation of Mr Gradwell's unprofessional, and possibly illegal, leaking of information came about as a result of a Scrutiny Review held by former Deputy Trevor Pitman, former Deputy Daniel Wimberley and Deputy Roy Le Herissier. The resultant report to that review has been hailed as possibly the most defining report of its era. It can be read in its entirety HERE. The Report also exposed the local State Media for its disgraceful "JOURNALISM."

Extracts from the report and its transcripts are a damming indictment on the disgraced former SIO, Mr. Gradwell, to include;

From outside consultant Mike Kellett (25 year friend of Mick gradwell) giving evidence to Scrutiny Review.

"Some days after the article had appeared, I received a telephone call from Mr Gradwell in which he admitted that he had been responsible for the leak." (to sunday Mail "journalist" David Rose)

"I received two further telephone calls from Mr Gradwell on 26th June 2011 and 1st July 2011, concerning the establishment of this Sub Panel and he again acknowledged that he had been responsible." Lots more can be read HERE.

David Warcup.

From the same review evidence given by Acting Chief Police Officer David Warcup;

"Leaking of information to the media is something which can, as I say, seriously undermine criminal inquiries and the consequences could be quite serious. That is not serious to you or I or others, it is to the victims of crime who will not get justice through the courts."

Ian Le Marquand.

From the Minister for Home Affairs Senator Ian Le Marquand.

"The first I was aware of an issue in relation to D/Supt Mick Gradwell was when he went public just before he left the Island and that was the first time. I viewed this as merely a continuation of that, he had already gone public with his views to the local press, radio. It is my understanding from David Warcup that Mick Gradwell, although he was asked very strongly not to do anything before he went, and not just by David Warcup, but I understand even by the Attorney General of the day, again this is hearsay, this is obviously what I have been told, that he had already pre-recorded interviews before he had left. So that is the first that I was aware of an issue, and then of course my staff picked up the Mail article and they did some excellent detective work, emailing, and then sent to me the consequences of that, which clearly pointed to Mick Gradwell. I have to say, when the issue came up again, I had completely forgotten about this, I had just totally forgotten about it. I had to look back and find the emails and then say: “Oh yes, now I do recall it”, because it was not that significant to me once I knew it was Mick Gradwell."

It wasn't significant to Ian Le Marquand (Home Affairs Minister) that a Senior Investigating Officer could be leaking confidential information to a "journalist" during a LIVE police Investigation?

Mr. Gradwell, who told us he would take part in any Inquiry looking into Operation Rectangle DIDN'T take part in the Scrutiny Review and offered NO evidence/testimony to it. Not surprising when one considers there looks to be more than enough evidence contained in the Report to have him questioned as part of Operation Elveden.

Now one wonders if Mr. Gradwell will offer evidence to this latest  COMMITTEE OF INQUIRY chaired by Francis Oldham QC or will he be subpoenaed? How credible can his evidence be if he does turn up? Will he be arrested by Operation Elveden and unable to turn up?

Lenny Harper.

Former Senior Investigating Officer, Lenny Harper, who DID give evidence to the Scrutiny Review has also given evidence to the ongoing Committee of Inquiry and it is believed he WILL be called to give evidence in the public hearings when they begin.

Mr. Harper, and former Chief Police Officer Graham Power QPM, have always made themselves available to any Inquiry, and indeed to the local State Media and Citizens Media to answer all and any questions put to them - the same cannot be said for Mr. Gradwell.

Mr. Gradwell has serious questions to answer and, in the opinion of Team Voice, should be compelled/subpoenaed to appear before this Committee of Inquiry and answer these questions in public.

As regular readers would expect Team Voice will be submitting a substantial amount of evidence to the COI and will keep readers updated.............. End Re-Post.

ITV/CTV To be Banned from Reporting at Child Abuse Inquiry?

In an attempt to undo some damage possibly caused by discredited, and disgraced, ITV/CTV (Jersey's ITV franchise) we publish an e-mail below sent from VFC to the Jersey Child Abuse Inquiry.

It is inaccurate (and burying of) stories from the State Media that  allowed the Jersey Child Abuse cover-up to continue and it looks like ITV/CTV wishes to carry on its time honoured tradition of, at best, sloppy "journalism" and at worst down-right lies in order to frighten victims/witnesses from coming forward to the Committee of Inquiry to give evidence.

The e-mail (below) was sent on Friday 6 August 2015.

"Dear Inquiry Team.

I'd like to bring to your attention yet more inaccurate reporting and sloppy "journalism" from the discredited and disgraced ITV/CTV.

On its 6 o'clock alleged "news" programme yesterday (Friday 7 August 2015) it reported on the testimony of Morag and Tony Jordan. Twice during the report it was stated that the Jordan's were "cross-examined" By Patrick Saad.

I (unaccredited) (and just about anybody with the slightest interest in your Inquiry) am aware that there is NO "cross-examination" of witnesses and to the credit of the Inquiry it has gone to great lengths to stress this fact. Indeed from the very outset of the Inquiry on April 3rd 2014 Judge Oldham QC, at her opening address, at which (I believe) ITV/CTV was present she stated;

"This is an inquiry: no individual or institution is on trial. This does not mean that the Inquiry will avoid making criticisms, but it does mean that there are no parties and no sides; no scoring of points. Every witness will have a valuable perspective. There will be no cross-examination of witnesses."

Judge Oldham went on to reiterate the point that there will be NO cross examination of witnesses in her opening address here;

"I turn now to legal representation. I repeat this is an Inquiry, not a trial. You do not need a lawyer to provide your evidence to the Inquiry. The Inquiry’s legal team will assist anyone asked to give evidence or produce documents. You will be taken through your evidence by Counsel to the Inquiry and will not be cross examined by anyone else. Most of those who give evidence to us will therefore not require legal representation. They will give evidence to the Inquiry and may have no further role to play."

I argue (as does the Inquiry) that witnesses believing they will be cross-examined while giving evidence could be deterred  from coming forward. Sloppy inaccurate "journalism" like that of ITV/CTV could be extremely detrimental to the aims and objectives of the Inquiry in attempting to gather as much evidence from as many witnesses as possible.

This is not the first time ITV/CTV has mis-represented the proceedings of the Inquiry. It also misquoted a recent witness/transcript when it reported that a witness "accused" former Health Minister, and Whistleblower, Stuart Syvret of encouraging residents of homes to make "allegations" against staff at the homes. The witness/transcript actually said that Mr. Syvret encouraged residents to make "complaints." The connotation could be seen as residents being encouraged to tell lies. When the fact is that Mr. Syvret was doing the right thing as Health Minister by encouraging victims to voice their "complaints" of abuse and wasn't "accused" of doing anything.

It must be said that the Panel itself should take some responsibility for the sloppy "journalism" peddled by ITV/CTV who have a long history of this when it concerns the Child Abuse scandal and subsequent cover-up. If the Panel had done just the slightest of research into ITV/CTV's reporting (or not) of the Child Abuse scandal then I am confident it would not have granted it accreditation and banned it from the Inquiry's Media room instead of banning Bloggers. (Jersey's only independent media)

It is a waste of time me contacting ITV/CTV (copied in) directly because it has a complete disregard for the English Language as demonstrated HERE. Further has a complete disregard for the facts as demonstrated HERE  and no matter how inaccurate its reporting is ITV/CTV always believes everything it broadcasts is "entirely accurate" as demonstrated in the above links and HERE.

Could I ask the Panel, in an attempt to undo any of the damage ITV/CTV might have caused the Inquiry by possibly deterring witnesses from coming forward to ask ITV/CTV to correct its latest misreporting by broadcasting an apology and correcting its misrepresentation of the facts? To make it clear that witnesses are NOT cross-examined?

Could I then please ask the Panel/Inquiry Team what sanctions are open to it should an "accredited" media outlet continue to misrepresent proceeding of the Hearings, and which, if any, of those sanctions will ITV/CTV incur?

Kind Regards.

VFC. (Unaccredited)"(END)

It is inconceivable to believe ITV/CTV was unaware that witnesses ARE NOT subject to cross examination. How is it, at all, possible to make that kind of "mistake?"

The Inquiry has been doing a good job of its expert questioning of witnesses without cross examining them. Information is coming to light from documents acquired by the Inquiry that shows it (Inquiry Team) is doing some serious homework/research in some areas.

Some good work is being done by the Inquiry (and some not so good) but when the "accredited" media continues to peddle inaccuracies/untruths it does the Inquiry no good and can prevent witnesses from coming forward.

We hope witnesses will still come forward to the Inquiry who can be contacted through its website HERE. It is not too late for Victims and Survivors to come forward.

Hopefully readers will be assured, by this Blog Posting, that witnesses ARE NOT cross examined and will have a flavour (by clicking on the links provided) of ITV/CTV's history of making up its own stories rather than reporting the facts.

As well as Victims and Survivors coming forward we'd like to reassure the likes of Bill Ogley, Ian Critch, Jon Richardson, Ian Le Marquand, Emma Martins, David Warcup, Mick Gradwell, Frank Walker and with the latest revelations coming from the Child Abuse Inquiry, and State Media PHILIP BAILHACHE. Not forgetting the notorious ANDREW LEWIS that you will not be cross examined and that your testimony is eagerly awaited.

We will keep readers posted as to what sanctions (if any) the serial offender ITV/CTV incur from the Inquiry for this latest, potentially dangerous, crock of (not even) Churnalism.

Open Letter to Former Home Affairs Minister Andrew Lewis. (Unhappy Anniversary 6)

On November the 12th 2008 during the biggest Child Abuse Investigation (Operation rectangle) Jersey has ever seen the Chief Police Officer Graham Power QPM was (illegally?) suspended from duty under extremely dubious circumstances.

Team Voice has, over those six years, exposed the facts, and evidence, behind the suspension and have revealed that the "official" version of events does NOT stand up to scrutiny and a number of deliberate lies look to have been told by those involved in the suspension.

Bloggers (Jersey's only independent media) have been leaked, and published, official documents, to include sworn AFFIDAVITS from the former Chief Police Officer Graham Power QPM. The letter from disgraced former Acting Chief Police Officer DAVID WARCUP which inevitably resulted in Mr. Power's suspension.

We have been leaked, and published the Hansard of a SECRET PARLIAMENTARY DEBATE where it appears deliberate lies could have been told concerning the "official" version of events surrounding Mr. Power's suspension. The former Chief Police Officer has given his most IN-DEPTH INTERVIEW to this Blog exposing, among much more, how he was treated worse than a terrorist by the discredited Wiltshire Constabulary. We exposed how disgraced former Senior Investigating Officer Mick Gradwell leaked CONFIDENTIAL POLICE INFORMATION during the live Child Abuse Investigation (Operation Rectangle)  to a national "journalist" with a history of supporting convicted paedophiles and trashing Child Abuse Investigations.

In one Blog Posting alone we have BLOWN THE LID OFF the nonsense fed to us by the local State Media and the "official" version of events surrounding Operation Rectangle and related matters.

In stark contrast the local State Media has been kicking Abuse Victims IN THE TEETH. Winning awards for publishing PROPAGANDA and misrepresenting THE FACTS.

The local State Media has BURIED VITAL DOCUMENTS concerning the suspension of Mr. Power. It has buried public interest and VITAL NEWS STORIES (published by Bloggers) that expose the Jersey cover-up. The local State Media has even gone so far as to PROMOTE HATE SITES attacking a journalist investigating the Jersey cover up. Yet now that there is a Child Abuse Committee of Inquiry on the Island the Bloggers are BANNED FROM EFFECTIVELY REPORTING FROM IT in favour of the State Media.

We understand that former Chief Officer, Mr. Power, has been interviewed in-depth by lawyers representing the Child Abuse Committee of Inquiry and it is anticipated that he will be giving evidence in a public hearing at a later date. now that he is no longer a serving police officer and free from the constraints imposed by the terms and conditions of his (illegal?) suspension he might have significantly more to say on the question of child "protection" in Jersey than was possible previously.

Mr. Power has told us;

"My interest in the subject is as keen as ever and everyone can rest assured that I will be doing all that I can to enable the Inquiry to get to the truth and achieve some justice for the victims."

It is believed that the Child Abuse Committee of Inquiry will be looking at the (illegal?) suspension of Mr. Power and with the former Home Affairs Minister Andrew Lewis (who suspended the Chief Officer) now back in the Island's Parliament after recently being elected in St Helier District 3/4 we have sent him an open letter (e-mail) in the hope he can clear up some of the mess he created and explain some of the anomalies in his contradictory statements.

E-MAIL TO Deputy Andrew Lewis.

Deputy Lewis.

Now that you are once again a States Member I am hoping you are able to clear up a few anomalies left over since you were last in the States Assembly back in 2008.

It concerns your suspension of the (then) Chief Police Officer, Graham Power QPM, during the biggest Child Abuse Investigation (Operation Rectangle) the Island has ever seen.

In an in-camera States debate (2008) http://ricosorda.blogspot.com/2012/07/the-transcript-of-in-camera-debate.html in explaining your decision to suspend the Chief Police Officer you told the Assembly;

“If the preliminary report is that damning, Lord knows what the main report will reveal. So my successor will have an interesting time. The report that I was shown gave me no doubt at all.”

Further during the in-camera debate in answer to a question from former Deputy Paul Le Claire you told the States Assembly;

"I have read an alarming report from the Metropolitan Police which led me to this decision in the first place.”

You were referring to the alleged MET Interim Report .So it is clear by these statements that you had read the MET interim Report. But in the Napier Report (paragraph 101) it states;

As previously has been noted, neither Mr Lewis nor Mr Ogley saw the Interim Report. Neither did they seek to see it. The reason given was the nature of the information that was contained therein. It was, said Mr Ogley, a police document and it was inappropriate that he (or anyone else) should have
access to it. Mr Ogley says that he was told both by the Attorney General and Mr Warcup that he should not look at the interim report and neither he nor Mr Lewis did so.”

Furthermore, according to the former Chief Police Officer Mr. Power your testimony to the discredited Wiltshire Constabulary’s Investigation stated;

“Until I received the letter from David WARCUP, (on 11th November 2008 – the day before the suspension) I had no reason to believe that they were not managing the investigation well.” (Paragraph 3.)

In February 2010 you issued a statement http://voiceforchildren.blogspot.com/2010/09/napier-report-imminent.html in response to the former Chief Police Officer’s Affidavit http://voiceforchildren.blogspot.com/2010/02/copy-of-affidavit-of-chief-police.html where you wrote;

“I am not at liberty to disclose the contents of the Met Report as I am bound by the disciplinary code.”

So it would appear that you have given two different accounts concerning your sight (or not) of the MET Interim Report.

Question 1. Could you please tell me which account is correct? The account you gave to the Wiltshire Constabulary and the Napier Review or the account you gave to the in-camera States debate? Did you, or did you not see the MET Interim Report?

Both can’t be true and on the face of it you have either misled the States Chamber or potentially committed a criminal offence by misleading the Wiltshire Investigation and the Napier Review.

To address this part of your statement to the in-camera debate;

“If the preliminary report is that damning, Lord knows what the main report will reveal.”

You might be aware of a complaint made by the former Deputy Chief Police Officer, and Senior Investigating Officer of Operation Rectangle, Mr. Lenny Harper to the Independent Police Complaints Commission (Operation Tuma)? http://ricosorda.blogspot.com/2012/01/matt-tapp-files-7-operation-tuma.html

Mr. Harper complained that he, and others, were criticised in the MET Interim Report after your statement. Operation Tuma was unequivocal in this regard, and found against Mr. Harper, where it states;

"In the Heads of Complaint made by Mr Harper he states that the review criticised a number of areas of the investigation. The review does not criticise the investigation. The Review does not criticise any individual involved in Operation Rectangle." (para 4.36)

Question 2. Could you please tell me (if you did see the MET Interim Report) do you stand by your words “If the preliminary report is that damning, Lord knows what the main report will reveal?”

Either yourself, or the Independent Police Complaints Commission, are being dishonest.

Question 3. Could you please tell me who is being dishonest here, is it you or the IPCC?

I’m sure you can appreciate the seriousness of these questions/contradictions as a Chief Police Officer with a 42-year career was suspended on what looks to be spurious, if not illegal grounds, and answers are needed in order to clear your own name in this debacle.

It has been reported that Mr. Power is in the process of giving a comprehensive statement to the lawyers of the on-going Child Abuse Committee of Inquiry (COI) and he will be called to give evidence at a public hearing. It is also believed that his suspension is being looked at by the COI and you clearly have questions to answer in this regard.

Question 4. Have you been asked, or have you offered to, submit evidence to the ongoing Jersey Child Abuse Inquiry Chaired by Francis Oldham QC, if not, why not?

As mentioned in the first paragraph of this e-mail, now that you are once more a States Member, you will be voting on my behalf in the Island’s Parliament and I, as a constituent, need to know that you are an honest, and trustworthy representative.

I would appreciate clear, and concise answers to my four questions.(END)

Former SIO Mick Gradwell.

Extracts from the report and its transcripts are a damming indictment on the disgraced former SIO, Mr. Gradwell, to include;

From the same review evidence given by Acting Chief Police Officer David Warcup;

"Leaking of information to the media is something which can, as I say, seriously undermine criminal inquiries and the consequences could be quite serious.  That is not serious to you or I or others, it is to the victims of crime who will not get justice through the courts."
